In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In the event of interference or analytes present at high concentrations, samples may be diluted. For diluted samples, the 1s reporting limits are adjusted relative to the dilution required. RECEIPT The sample was received on 11/20/2015 10:30 AM; the sample arrived in good condition, properly preserved and, where required, on ice. The temperature of the cooler at receipt was 0.61 C. HEM AND SGT-HEM Sample Storm water Outfall #1 (680-119269-1) was analyzed for HEM and SGT-HEM in accordance with EPA Method 1664B. The samples were prepared and analyzed on 11/24/2015. HEM (Oil & Grease) was detected in method blank MS 500-313993/1-A at a level that was above the method detection limit but below the reporting limit The value should be considered an estimate, and has been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged. Refer to the QC report for details. No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page. I have included a copy of the completed Table 1 (Significant Spills and Leaks) which has been completed to document there were no spills. Item 2.13. I have included in the plan an Annual Comprehensive Site Inspection which includes a certification by the Facility Manager. I have attached a copy of this inspection. Item 2.C. I have included a new section in the plan (Storm Water Management Strategy), which incorporated with the Annual Comprehensive Site Inspection will make sure there are no items placed outside to come in contact with rain water to contaminate the storm water discharge. Kenan has had a storm water permit for a number of years and has made changes to the facility to move new oil storage, used oil storage and used parts storage into the shop area to prevent contact with rain water. We have also made changes to prevent erosion. A secondary containment pad was ordered for the antifreeze drums and placed under the drums upon arrival. A picture is attached. Pacili Prints Signa Title: Kenan Transport LLC SWPPP Pagc 13 1V, STORM WATER MANAGEMENT STRATEGY A site assessment completed for the facility revealed only the truck parking area, fueling station and waste dumpster to have a potential to contaminate storm water. The tractors and trailers are empty at all times when parked at the facility. The fuel station includes two 6000 gallon diesel ASTs which are surrounded by a dike capable of containing 1 10% the volume of the storage tanks. Water in the dike is allowed to evaporate except on occasions of excessive rainfall. If the water must be released from the containment dike, it is checked for an oil sheen before being released. if the water is released it is to the containment pad where the trucks park while fueling. This pad has a built up berm around it to insure that all water drains into an oil/water separator prior to discharge to the city sewer. The waste dumpster is limited to paper products and office trash. The dumpster lid is kept shut to prevent rainwater from coming in contact with contents of the dumpster. The facility property is situated down gradient of neighboring business therefore stone water run-off from that property drains through the Kenan facility to the storm water outfall. To prevent any storn water runoff from neighboring property causing erosion to Kenan facility a drainage pipe was placed under the Kenan property. The new oil and used oil tanks are in double wall bench top tanks and are located inside the shop area to prevent any contact with rain water. A list of Best Management Practices are listed in Section V of the plan. The facility also has a Spill Prevention, Control and Countermeasure Plan as a guideline for management of the above ground storage tanks. All Tractor and Trailer washing is perfonned off site at a truck wash facility. Kenan Transport has incorporated uito the facility and operation the changes possible to control contaminates mixing with stone water by taking the steps to control erosion and moving storage tanks inside the shop area. mug- ► 1 f Li 113 NC®ENR North Carolina Department of Environment and Natural Resources Division of Water Quality Pat McCrory Charles Wakild, P.E.
