The Division of Water Quality has reviewed your plans for the discharge of fill material into 0.3 acre of
wetlands on your property in Goldsboro, Wayne County. Your application included a large-scale blowup of a city
may, but not a vicinity map showing the property in relation to streams in the area. Please forward to this office a
copy of a USGS topo map or Wayne County Soil Survey with your property boundaries and proposed work area
clearly indicated. If your property includes perennial or intermittent streams on either of these maps, you may be
subject to the Neuse Buffer Rules. You may also choose to contact Mr. Steve Mitchell in our Raleigh Regional
Office at (919) 571-4700 to have a site-specific Neuse Buffer determination made for your property. Until this
material is provided, your application will be placed on hold as incomplete. We are requesting (by copy of this
letter) that the U.S. Army Corps of Engineers place your project on administrative hold.
Please respond within three weeks of the date of this letter by sending a copy of this information to me at

transport filling materials onto the site It should be noted that
filling materials will be those materials approved by Regulation
(Primarily fill dirt). Heavy grading equipment will be used to
spread and grade the site. Vegetation will be planted to protect
segments of the stream which will not be piped from soil erosion
13. PURPOSE OF PROPOSED WORK: This work is intended to raise the
elevation of the land and slope it so that drainage from the land
will flow to the drainage ditch beside the road and into the large
blue line ditch located in the rear of the property in question.
This site is programmed to be my back yard, therefore I want to
a segment of it and cover it over. I also want to fill portions of e
it and landscape it. Moreover, I want to remove all of the debris
that has accumulated over the years so that is safe for my family.

14. First of all, it should be noted that I did not know that
areas on my property were classified as wetlands,
particularly when you consider the fact that the tract is low
in elevation and has been taking on water from all directions
for many years due to the steeply sloped contours of the
land. This project must be carried out in wetlands if I am to
have a back yard for the home that I hope to build. There is
no question that I would have walked away from this site if I
had known that it was regulated in any way. However, now that
I have purchased it and further invested in it by cleaning it
up, I desperately want to follow through with it.
Moreover,the tract of land being used for the front yard is
too narrow to have a spacious front and back yard so the wet
land is my only alternative if this site is to be used.
Finally, it should be noted that the wetland area consists of
a very narrow strip on both sides of the stream and it runs
the full length of the property. Therefore the utilization of
wetland area is unavoidable if this project is to be
completed.
