We have been instructed to proceed with the Express Review process, and I have attached an Initial Interest Package for your review. Our client has also discussed the project with the Town of Holly Springs, since they are now a delegated review authority, and they want to be sure that they are copied on all review submittals, and we would also ask them to attend a pre- submittal meeting. Joseph, I haven't spoken to you in detail about this project, but it is a detention pond very similar to the pond at the Garner site where we are having difficulty getting the wetlands plantings established. We are looking to modify the permanent pool depth within the pond to be closer to the new BMP guidelines. I'll be happy to fill you in prior to a pre-submittal meeting. Provide a brief description of this project (attach a site plan): This project is a modification of an existing stormwater management system. The original system was designed and permitted as an Extended Detention Wetlands Pond under the 1999 BMP Manual. These guidelines called for permanent water depths within the pond ranging from 9" to 18". Wetlands plantings throughout the interior of the pond, which were included in the original design, have not survived, and there are indications that this is primarily due to excessive water depths. The new (2007) BMP Manual calls for water depths over planting areas in a Stormwater Wetlands to range from dry, to a maximum of 6". This project proposes to modify the original pond design by lowering the outlet pipes from this Extended Detention Wetlands Pond to reduce the permanent pool depth to a depth closer to the current BMP Manual guidance, which should increase the viability of emergent plantings within the pond. 2k. Travel approximately 5.6 miles, and the site will be on the right (Walmart shopping center).
