Dear Mr. Benton:
Please accept this letter as an official request for consistency determination on the enclosed
project. This project falls within the Areas of Environmental Concern (AECs) for Pasquotank
County, North Carolina.
The proposed project would install a generator with a 250 gallon diesel fuel tank to provide
emergency electrical power to sewage lift pumps located in Building 29. This building is the
main collection point for all wastewater generated on the facility. Wastewater collected at
Building 29 is pumped to the City of Elizabeth City Publically-Owned Treatment Works under
an locally issued wastewater permit. Presently, storage capacity at Building 29 is approximately
2 hours during peak flow periods and 5 hours during off-peak times. Infiltration from heavy
rains greatly affects wastewater storage capacity. The proximity of Building 29 to the
Pasquotank River and. the threat of overflow during an extended power outage provides
emphasis to the importance of this project.
Coast Guard Support Center Elizabeth City is a federal facility and is exempt from all CAMA
permit requirements under NCAC Title 15, Chapter 7, Section .0402.
If you have questions concerning this request, please contact CDR Mike Herring at (252) 335-
6356.
Sincerely,
r

flammable/combustible liquids.
o The Hoover vault inner and outer hanks are built, tested, and labeled per
Underwriters Laboratories UL-142, al part of the UL-2085 listing, for quality
assurance and structural integrity. E ch tank is pressure-tested prior to shipment,
o Hoover vault tanks include an outer ¢teel jacket which is UL-lishfLeg and e
s a to ensure true 360 degree secondary containment of the primary inner tank-
Alternate exposed concrete designs are generally not UL-listed for secondary
containment since they rely on a lastio membrane around the inner tank for
secondary containment. The Hoover out r steel jacket also protects the fire barrier
fro weathering, cracking, spalling, or shrinking that can occur with exposed
concrete designs.
o Hovvrs vault T tank is constructs of minimum 3/7.611 thick steel with continuous
welds on all sides, inside as moll TOM
outside. Extra steel thickness maximizes
resistance to pinpoint corrosion b

products. i
0 Hoover vault tanks utilize a special lightweight material as the internal fire
barrier, resulting in aG 25W lour wei?ht compared to exposed concrete designs.
o Lein-profile rcctangWaar design ainialaes need for stairs to access fill box and
diapenser on top of t-k. Year-f2.af op design provides safe, stable personnel
plat€ors for routine tank monitoring maintenance. Safer and easier to access
th#n cylimArical tanks.
o AID. Hoover vault tasks include at d leak detector tube to enable monitoring
between the inner primary tank and o er aevondary containment tank. The UL-2085

o Hoover vault tanks include standard at no additional cost.
o Hobver carries comprehensive liability insurance of $11 million to ensure future
custoaaer support (copy of insurance certificate available upon request).
o HOOVer vault tanks meet requirements of NFPA Sections 30 and 30A for aboveground
storage tanks, as well as the Unifo Fire Gods Articles 52, 79, Appendix IIF,
standard A-=z-F-1.
o Hoover vault tanks can be grounded in accordance with NFPR-780.

The safe aboveground storage of fuel and other flammable liquids is regulated by fire codes
such as Uniform Fire Code (UFC) Articles 52, 79, Appendix IIF, Standard A-11-F-1 and th(
National :Fire Protection Association (NFPA Section 30 and 30A. These codes include
stringent performance requirements to ensure a tank design includes proper secondary
containment, two hour fire resistance, ballis is protection, and, vehicle impact resistance.
How can; a customer determine if a part cular tank design
requirements? Fortunately, Underwriters L rato meets these tough lieu
ry (UL) has developed a test standard for
aboveground storage tanks called UL-logy 82 NLsARILY CONTAnM- PROTECT33D TYPE. If a tank
design ie submitted to UL and passes the stri6t series of tests required
UL authorizes the tank manufacturer to plack a UL-20B5 SZCOMARZLY CONTA? the firecodes,
TYPE label on each tank built using the ap?roved design. Thus, a customer can achieve
regulatory compliance with the fire codes by purchasing a tank with a UL-2085 tSSGONDARYL7
CONTAIIPND, PROTRCTED Tres label, such as t ose manufactured by Hoover Group under GSA
Contract #Q8-07F-9114G_ An earlier UL test standard, UL-2085 IHSDLATgn, rntm Rg9ISTANT
TYRX, doss not meet all the new fire code quirements. Additionally, many common fire
protected tari7c models are not 7.isted for se ndary containment. Therefore, the customer
must be sure which UL label will be provided by the manufacturer.
