Box 27687 77 Raleigh, NC 27611-7687 JUL 2 2 1998 Dear Mr. Benton: Please accept this letter as an official request for consistency determination on the enclosed project. This project falls within the Areas of Environmental Concern (AECs) for Pasquotank County, North Carolina. The proposed project would install a generator with a 250 gallon diesel fuel tank to provide emergency electrical power to sewage lift pumps located in Building 29. This building is the main collection point for all wastewater generated on the facility. Wastewater collected at Building 29 is pumped to the City of Elizabeth City Publically-Owned Treatment Works under an locally issued wastewater permit. Presently, storage capacity at Building 29 is approximately 2 hours during peak flow periods and 5 hours during off-peak times. Infiltration from heavy rains greatly affects wastewater storage capacity. The proximity of Building 29 to the Pasquotank River and. the threat of overflow during an extended power outage provides emphasis to the importance of this project. Coast Guard Support Center Elizabeth City is a federal facility and is exempt from all CAMA permit requirements under NCAC Title 15, Chapter 7, Section .0402. If you have questions concerning this request, please contact CDR Mike Herring at (252) 335- 6356. Sincerely, r R Captain, U. S. Coast Guard Copy: w/o enclosure CDR M.E. Herring, SCEC CDR M. These codes include stringent performance requirements to ensure a tank design includes proper secondary containment, two hour fire resistance, ballis is protection, and, vehicle impact resistance. How can; a customer determine if a part cular tank design requirements? Fortunately, Underwriters L rato meets these tough lieu ry (UL) has developed a test standard for aboveground storage tanks called UL-logy 82 NLsARILY CONTAnM- PROTECT33D TYPE. If a tank design ie submitted to UL and passes the stri6t series of tests required UL authorizes the tank manufacturer to plack a UL-20B5 SZCOMARZLY CONTA? the firecodes, TYPE label on each tank built using the ap?roved design. Thus, a customer can achieve regulatory compliance with the fire codes by purchasing a tank with a UL-2085 tSSGONDARYL7 CONTAIIPND, PROTRCTED Tres label, such as t ose manufactured by Hoover Group under GSA Contract #Q8-07F-9114G_ An earlier UL test standard, UL-2085 IHSDLATgn, rntm Rg9ISTANT TYRX, doss not meet all the new fire code quirements. Additionally, many common fire protected tari7c models are not 7.isted for se ndary containment. Therefore, the customer must be sure which UL label will be provided by the manufacturer.
