Enclosed is a copy of the Permit Renewal Application Form—Short Form C—Minor Industrial,an updated flow diagram of the wastewater system, a map of the facility location and surrounding area,and effluent data for last three years.There have been changes to the facility and Motiva is respectfully making requests as below: Changes at the facility During the last permit renewal,Motiva preserved the ability to discharge treated groundwater from the carbon filtration system.Motiva has stopped using the carbon filtration system and wastewater will no longer be discharged from the groundwater remediation system.Therefore,Motiva requests that the groundwater remediation waste stream and all related requirements be removed from the permit. Furthermore,Motiva requests reclassification of the facility and reevaluation of the ORC requirement. Reduce monitoring frequency for BTEX and Naphthalene Motiva is respectfully requesting reduced monitoring for BTEX(Benzene,Toluene,Ethyl Benzene and Xylene)and Naphthalene based on the facility's exceptional performance for the past three years.All monitoring results for BTEX and Naphthalene were below the limits of detection(LOD)except for one sample of Benzene at 0.14 µg/L in the past three years.The statistics are as follows: Benzene Toluene Ethyl Benzene Xylene Naphthalene 3-Year Average < 1 < 1 < 1 <2 < 1 3-Year Max 0.14 <5 <5 <5 <5 #of Data Points 34 34 34 34 34 Motiva Enterprises LLC 410 Tom Sadler Road Charlotte,NC 28214 MOTIVA ENTERPRISES LLC Based on the effluent data from past three years,Motiva requests that monitoring frequency for BTEX and Naphthalene be reduced to annually. Removal of MTBE monitoring requirement Motiva has stopped using MTBE as oxygenate in gasoline since 2010,and monitoring results from the past three years have shown below the limits of detection for 30 out of 34 samples,with an average value of 0.27 µg/L for MTBE.Currently the Division's recommended criteria for MTBE is 19 µg/L,and Motiva's effluent does not show any reasonable potential to exceed the surface water criteria.In addition, Motiva has been actively monitoring MTBE in the groundwater wells and is not planning to use MTBE for future production and operation.Therefore,Motiva respectfully requests the monitoring requirement for MTBE be removed from the permit. Reduce monitoring frequency for Acute Toxicity Testing to Annually Motiva has passed all quarterly WET tests as required by the last permit renewal with no demonstration of toxicity.In accordance with the Division's 2005 Permitting Strategy for Petroleum Bulk-Storage, Motiva respectfully requests that monitoring frequency for Acute Toxicity Testing be reduced to annually. Water from the oil/water separator is sent to a holding tank with a hydrocarbon detector. Periodically, the holding tank is discharged to the storage tank containment dike and comingles with storm water collected within the diked area. The water in the diked area is eventually discharged through Outfall 001 under operator supervision. Accumulated product in the oil/water separator is pumped to Tank 90 and then to product tanks for recovery.
