Dear Mr. Zarzecki:
On June 17, 1999 I conducted a site visit for the above referenced project. This project is referenced by the
?Raleigh Regional Office as NBRRO 99-122. It was determined that there are several features on site that
are at least intermittent streams and therefore subject to the Neuse River Basin: Nutrient Sensitive Waters
=~ '' Management Strategy; Protection and Maintenance of Existing Riparian Areas, Administrative Code
)T15A:02B.0233 (NCAC 0233).
f The streams (features) have been delineated on the map received by this Office June 1, 1999 and the features

Re: Detailed Wetlands Delineation and Neuse River Buffer Evaluation for the property known as the
Holly Springs Middle School (± 37 acres), Holly Springs, Wake County, North Carolina.
Dear Mr. Jobe:
I received your letter dated May 19,1999 regarding the changed property line and potential impacts to the
pond located near Holly Springs Road. (Please refer to the attached maps and `Wetlands and Neuse River
Buffer Evaluation' report dated 5/18/99.)
I have approximated the new property line on the attached map. This is not to scale and may not be in the
exact location. It appears that the line will be bisecting the wetland / stream channel area. The wetlands
and stream channel should be located If no impacts are proposed to the 50-foot buffers of the stream or
wetland areas, then you will not be required to submit a permit application or wetland delineation map for
approval. However, if any impacts are anticipated we recommend that a permit application be submitted
as soon as possible. The completed `Agent Authorization Form' described within the 5/18/99 report will
be required for submittal of the permit application and or any correspondence with the US Army Corps of
Engineers.
The pond along Holly Springs Road and marginal channels "A". and "B" are indicated on the USGS map
and/or USDA soil survey. We do not believe that these areas are subject to the Neuse River 50-foot
buffers, but verification should obtained from the NC Division of Water Quality (DWQ). This will most
likely require a site meeting. We can conduct this meeting on June 1, 1999 if you choose. This meeting
(including a one page written report and expenses) should not exceed four hours or $260.00 (we can bill at
our hourly rate of $65.00 per hour with a not to exceed $260.00 limit). Please call to advise.
