HomeMy WebLinkAboutNCS000421_Stormwater Responsibilities_20190722STORMWATER PROGRAM RESPONSIBILITIES Public Services Manager Essential Tasks Provides leadership and guidance to the Stormwater Division by providing long range planning, organization, scheduling, staffing, information management and budget management; Supervises administration over the Stormwater Division related to maintenance of stormwater drainage systems; Develops and monitors the annual budget and Capital Improvement recommendations Stormwater Division; Attends local, state and other meetings concerning stormwater-related issues; Presents information to staff, management and City Council, etc.; Develops and updates policies as required; Ensures compliance with all state and federal regulations and permits; Receives and addresses stormwater problems, complaints and requests for information; Responds to public issues and concerns regarding operations and policies for the Stormwater Division; Ensures that adequate training programs are implemented; Responsible for the MS4 NPDES stormwater permit compliance; Works with State and Federal Agencies as required (NCDOT, NCDENR, EPA, USACE, and etc.); and Oversees stormwater utility billing for stormwater fee determination of commercial properties. Page 11 STORMWATER PROGRAM RESPONSIBILITIES Operations Analyst Essential Tasks Develop strategies for compliance with NPDES Phase II Stormwater Permit requirements; Assesses current City services for compliance with NPDES Phase II Stormwater Rules and identifies changes necessary to obtain compliance; Coordinates and prioritizes stormwater projects under the Stormwater Management Improvement Program for the Stormwater Division; Maintains list of current stormwater problems on private property including site visits and correspondence; Attends local, state and other meetings concerning stormwater-related issues; Plans, assigns and directs the storm water projects under Stormwater Management Improvement Program for the Stormwater Division; Ensures compliance with all state and federal regulations and permits; Communicates with personnel concerning problems relating to the job and recommends solutions; Prepares cost estimates for construction projects; Oversees maintenance of time and material records; Provides training and instruction to subordinates; and Responds to citizen complaints and address concerns by advising and determining the best course of action. Page 12 STORMWATER PROGRAM RESPONSIBILITIES Stormwater Specialist Essential Tasks Implements and tracks components of the City's stormwater plan and NPDES Phase II Stormwater Permit; Assesses current City services for compliance with NPDES Phase II Stormwater Rules and identifies changes necessary to obtain compliance; Develops and implements public education, involvement and outreach programs which consists of developing educational materials for specific target audiences, preparing and conducting training and educational workshops for homeowners, City staff, contractors, engineers and developers; Performs dry weather screening by visiting and testing water samples from various stormwater outfall sites throughout the City; Investigates sources of pollution from storm sewers by studying construction plants, onsite investigations, and coordinating with City departments/divisions for assistance with investigations and needed repairs of City infrastructure; Performs inspections of City facilities for compliance with their individual stormwater permits and prepares reports of findings and/or corrective actions required; Performs site inspection and analysis of stormwater ponds and other stormwater BMPs to ensure compliance; and Responds to citizen complaints and addresses concerns by advising and determining the best course of action. Page 13 STORMWATER PROGRAM RESPONSIBILITIES GIS Analyst Essential Tasks Oversees maintenance and updates of existing Public Services GIS infrastructure database; Collects, organizes and analyzes data, prepares reports and analyses of GIS and water quality data; Works with other Stormwater personnel as needed in various capacities; Locates and verifies infrastructure information using GPS equipment; Reviews and analyzes new project requests and drainage issues, including but not limited to, site visits and using GPS to mark new stormwater infrastructure if needed; Update Standard Operating Procedures for TMDL sampling requirements, locations, and other information as needed for Stormwater Division; Update and revise programming as need of all Stormwater Access databases; Update and calculate stormwater fees using GIS to calculate area and update Stormwater Billing using Cayenta software; and Create and maintain departmental web mapping applications.
