The purpose of this letter is to notify you of our client's intention to utilize Nationwide
Permit 26 for the project known as The Bond Park Senior Center. The project is located
near Cary, NC. The site is shown on the attached site map and USGS Topo Quad vicinity
map. Eric Alsmeyer approved the wetland delineation shown in 1991 and authorized
impacts NW 26 for the entire jurisdictional area via non-reporting (see attached Soil &
Environmental Consultants, Inc. letter).
A Nationwide Permit 26 will be necessary to impact 0.006 acres (see map) of
jurisdictional waters above headwaters for redevelopment of the site. (see attached site
plans). The site was developed into a compost facility but not all impacts completed. It
will be redeveloped into a senior center. .
Wetland impacts are to less than 1/3 acre and less than 150' of channel.
An agent authorization form is enclosed. The project is in the Neuse River Basin. Danny
Smith of DWQ met on-site to verify buffer areas. No impacts will occur to buffers
identified by Mr. Smith.
Please call if you have questions or if you intend to perform a site visit. I would like to
receive written confirmation that my client is eligible to utilize the non-reporting NW26
permit. The channel impacted is "unimportant',.'. The channel upstream of the Neuse
buffer start point that "may" be jurisdictional is less than 150' in length.

Dear Mr. Alysmeyer:
The purpose of this brief letter is to convey to you my under-
standing of the conclusions reached during your 9/17/91 site
meeting with Mike Ortosky of S&EC at the proposed Cary Public
Utilities, Leaf Storage project, Bond Park, adjacent to Highhouse
Road in Cary, Wake County, North Carolina.
As we discussed on-site there are no wetlands inside the proposed
project area, however, the project will impact one gully "above
headwaters" area with "evidence of flow". After walking the
project site you felt that the proposed work could be covered
under a Nationwide 26 permit for fills less than one acre. At
your recommendation we are requesting approval under the
Nationwide 26 permit. The total impacts to Waters of the U.S. is
approximately acres. The location and square footage of the
impact is shown on the attached map. Even though impacts less
than one acre above headwaters do not require prior notification
we are requesting written verification of Corps approval for this
work for our client's records.

authorize this project.
