PROJECT SUMMARY: The applicant proposes to modify his existing pier by adding two
sections of floating docks to allow access for four boats.

9. PROJECT DESCRIPTION:
The project site is located adjacent to Banks Channel, at 106 Waynick Blvd., in Wrightsville
Beach, in New Hanover County. The lot is 51 feet wide and approximately 40 feet in depth from
Waynick Blvd.. The lot is vacant, but serves as parking for the applicant's use of the pier. The
property averages approximately 5 feet above mean sea level. There is an existing bulkhead along
the property's shoreline, and an existing pier. The applicant currently uses the existing facilities
to dock his four personal boats. The pier is 103 feet long and 5 feet wide, with a gazebo (15' X
16') and an open deck area (15' X 15') at its waterward end. A single floating dock (20' X 6')
is accessed by a ramp off the deck, and five (5) mooring pilings are arranged around the facility.
The existing pier is within the Wrightsville Beach pierhead line, and adjacent lots exhibit similar
piers.
The Wrightsville Beach Land Use Plan classifies Banks Channel as Conservation, and the adjacent
highground in the project area as Developed. The waters of Banks Channel are classified as SA
by the N.C. Division of Water Quality. They are not designated as a Primary Nursery Area by
the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish.
The applicant is proposing to modify the existing pier by adding a L-shaped section of floating
dock to the existing floating dock, to allow safer access to his four boats. The applicant must
currently access two of his vessels either off the fixed pier or across a moored boat. The addition
would consist of a section of floating dock, .16 feet long by 4 feet wide, attached perpendicular
to the southwest corner of the existing floating dock. A second section, 20 feet long and 4 feet
wide, would turn back, parallel and adjacent to the pier. One additional mooring piling would be
installed along the pierhead line.
10. ANTICIPATED EUPACTS:
The proposed project would result in the incorporation of an additional 144 square feet of
estuarine waters and public trust area, over the current footprint of the existing pier.

In addition to the completed application form, the
following items must be submitted:
• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

application.
• A signed AEC hazard notice for projects in
oceanfront and inlet areas.

funds or use of public lands, attach a statement
documenting compliance with the North Carolina
Environmental Policy Act.
