REGAN Secretary LINDA CULPEPPER Director Eddie Bennett Edsel Bennett Feeder Pig Farm 1133 Weldon Smith Rd Lawsonville, NC 27022 NORTH CAROLINA Environmental Quality December 2, 2019 SUBJECT: Annual Compliance Inspection Permit AWS850001 Dear Mr. Bennett, An annual Compliance Inspection of the subject permit was conducted on November 18, 2019. A copy of the inspection report is included for your records and review. Please take note of the following comments from the inspection and take action as needed: 1. Previously noted ruts had been filled in, but needed attention again after equipment use. 2. Briars on the lagoon embankment have died off in the winter, but please continue to control them in growing season. Remove the Cherry Tree sapling located near the spillway as soon as possible. 3. A sludge survey will be due by the end of the year. I understand that you complete the measurements and the Soil and Water office has historically assisted you with the calculations. If you need assistance with the calculations this year, please reach out to the Stokes Soil and Water office at 336-593-2846 ext. 3 or to me and I will try and find additional resources for you. I'm including the worksheet for the sludge survey for your reference. 4. While you missed the February 2019 waste analysis, you continue to keep your records using 2.01b Nitrogen, which would keep your loading at a very conservative level. The Nitrogen results for your lagoon have never been recorded above 2.01b and you have not stocked pigs since 2017. There is no concern for overapplication but be sure to have your waste analyzed prior to any future applications. 5. We discussed the option to apply for a zero -animal permit if you completely de -populate your barns. The zero -animal permit would have no associated Annual Permit Fee and no requirement for a certified Operator. You would still be subject to an Annual inspection and beholden to all of the record keeping and maintenance requirements of the general permit. I have included an example of a zero - animal, individual Permit for your reference. Thank you for your time during the inspection. Please contact me at 336-776-9705 or rebecca.chandler@ncdenr.gov if you have any questions regarding this inspection.
