This is to advise you that the Technical Review Committee conditionally approved your soil
erosion and sedimentation control plan and construction plan for GOBBLER'S RiDGE
(25.67DISTURBED AcREs) on November 27, 2019. Copies of the draft minutes from the meeting
will be available upon request prior to the next Technical Review Committee meeting. Enclosed
please find a copy of the conditionally approved plan and the review agencies' conditions and
requirements placed on the approval. Also included are general comments concerning the site.
As stipulated on the financial responsibility form, you are responsible for ensuring compliance
with all aspects of the approved plan and the Pitt County Soil Erosion and Sedimentation Control
Ordinance. Your primary objectives include, but are not limited to, preventing offsite
sedimentation, preventing sediment from entering watercourses, and establishing vegetation on
all disturbed areas within 7-14 calendar days, following any completion of a phase of grading.
As of April 1, 2019, all new construction activities are required to complete and submit an
electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the
NCG010000 Construction Stormwater General Permit. This form MUST be submitted prior to
the commencement of any land disturbing activity on the above named project. The NOI form
and directions for completing it may be accessed at deq.nc.gov/NCGO1. Please direct questions
about the NOI form to Annette Lucas at Annette. lucaskncdenr.gov or Paul Clark at
Paul. clark(cr�,ncdenr. og_v. After you submit a complete and correct NOI Form, a COC will be
emailed to you within three business days. Please forward a copy of the COC to Pitt County
Planning.
Please be aware that your project will be covered by requirements of the NPDES
Construction Stormwater General Permit NCGO10000. Please become familiar with all the
requirements and conditions of this permit in order to achieve compliance.
Upon discovery of noncompliance by our office, the following actions may be taken:
1. No further permits for building or other construction will be issued.
2. The authority to continue construction, other than for erosion control measures,
will be terminated.
Penalties of up to $5000 per day may begin to accrue. Failure to immediately
comply upon notice of noncompliance will result in injunctive and/or criminal
action.
Other Comments:
4. This erosion control plan shall expire three years following the date of approval if
no land disturbing activity has been undertaken.
5. The Division of Water Quality may pursue legal action against you in order to
enforce requirements of the NPDES, Phase II permit.
6. The Pitt County Soil Erosion and Sedimentation Control Ordinance authorizes
County officials to inspect sites to ensure compliance with the Sedimentation
Pollution Control Act.
Title 15A NCAC 4B .0118(a) requires that a copy of the approved erosion control plan be on file
at the job site. Also, this letter gives the notice required by G.S. 113A-61.1(a) of our right of
periodic inspection to insure compliance with the approved plan.
North Carolina's Sedimentation Pollution Control Act is performance -oriented, requiring
protection of existing natural resources and adjoining properties. If, following the
commencement of this project, the erosion and sedimentation control plan is inadequate to meet
the requirements of the Sedimentation Pollution Control Act of 1973 (North Carolina General
Statute 113A-51 through 66), this office may require revisions to the plan and implementation of
the revisions to insure compliance with the Act. Acceptance and approval of this plan is
conditioned upon your compliance with Federal and State water quality laws, regulations, and
rules. In addition, local city or county ordinances or rules may also apply to this land -disturbing
activity. This approval does not supersede any other permit or approval.
Please note that this approval is based in part on the accuracy of the information provided in the
Financial Responsibility Form, which you provided. You are requested to file an amended form
if there is any change in the information included on the form. In addition, it would be helpful if
you notify this office of the proposed starting date for this project. Construction shall not begin
until an onsite preconstruction meeting has taken place.
Please provide the certificate of coverage and a revised set of plans based on the conditions and
requirements prior to applying for building permits and beginning any land disturbance.

CONDITIONS AND REQUIREMENTS

1. Obtain Certificate of Coverage from NCDEQ prior to beginning land disturbance.
2. Move the turnout for the CBU as far back on the proposed common area parcel as
possible from NC 33 E.
3. Provide construction details for the CBU and turnout.
4. Show any proposed stockpile locations.
5. Site is in compliance with stormwater requirements.

7. Avoid soil compaction and stockpiling on proposed septic system drain fields and
repair areas.

8. NCDOT requests additional ROW at the intersection of Gobbler's Ridge Dr and NC
33, as well as at Gobbler's Ridge Dr and Hook's Dr. This is necessary for the
availability of underground utilities to be place without interference with the proposed
asphalt section and any invasion of the 1:1 slope with its subgrade. The 10'x70' sight
triangles do not allow for underground utilities and only regulates above ground sight
clearances. The requested ROW should be determined on a case by case basis with
each intersection.

9. Please indicate Electric Easement on the map. Otherwise this is approved.
[General Comments]
Soils located on site include CrB,GoA,LoA,ExA,Ly,WaB,Co and possess the
following characteristics:
■ All soil types but WaB have a high seasonal water table.
■ Soil types LoA, CrB, and Co has a slow permeable characteristic.
■ Soil type WaB has a rapid permeable characteristic.
■ Soil types LoA and CrB have a high shrink swell potential.
■ Soil types ExA and Co have a moderate shrink swell potential.
■ Soil type WaB has a soil blowing potential.
■ There are no subsurface drain tile maps on file, but it is possible that subsurface
drain tile could be onsite.
■ Soils are prime farmland or have statewide importance for farming.
Development will remove the site from agricultural production.
■ The site is currently in woods. Development will remove the site from future
timber production.
■ Tar River water shed.
