On October 24, 2006, the Division of Water Quality (DWQ) received your PCN application for the above-
referenced project through the Express Review Program. The DWQ has determined that the application will
require additional information in order to review and provide an approval to impact these resources. Failure to
provide this information may result in denial of your application per 15A NCAC 2H .0506.
Please provide the following information so that we may continue our review of your project:
The stream crossing diagrams are insufficient. Placement of culverts and other structures in waters,
streams, and wetlands shall be designed and installed to allow for low flow passage of water and aquatic
life movement, and maintain existing stream dimensions above and below each culvert. Please provide
cross sectional diagrams showing elevations of culverts and stream profile and culvert diameter. In the
case of multiple culverts for one crossing, it may be necessary to maintain the low flow channel through
one culvert, while placing the others slightly higher in elevation to handle storm flows. Details for
temporary crossings should also be provided.
2. Length of the rip rap disapators for the culverts is not indicated on the plan.. Please provide more details.
If rip rap is needed it must be imbedded in the stream bottom to maintain a low flow stream channel.
3. Due to the concentrated area of impervious surface (consisting of school buildings and parking lots) a
stormwater management plan will be required for that area. The plans show stormwater being routed to a
stormwater pond to the north, but other stormwater is routed east of the school with apparently no
treatment. Please address this discrepancy. Questions regarding stormwater management plan approval
should be routed to the 401 Oversite/Express Permitting Unit in Raleigh.
4. Stormwater outfalls should be located in such a manner as to not impact receiving streams. On the plans,
the outfall below stream impact S-2 appears very close to the stream.
5. Floodway culverts should be used as needed to maintain the hydrology of wetlands which are crossed by
roads. Please address this issue for wetland impact W-1.
