Subject: Work Plan for Additional Assessment — Coal Pile Area — Comments
Mayo Steam Electric Plant
Dear Mr. Draovitch:
On September 24, 2019, the North Carolina Department of Environmental Quality (DEQ) Division
of Water Resources (Division) received the Work Plan for Additional Assessment — Coal Pile Area
for the Mayo Steam Electric Plant. The Division has reviewed and hereby approves the proposed
assessment activities and that the results are reported in a separate report (see DEQ's Coal Storage
Pile Area — Assessment Clarification — Approval letter dated November 13, 2019).
On November 6, 2019, the Division provided Duke Energy a preliminary comment concerning the
Work Plan for Additional Assessment via email. Duke Energy provided an email response to that
comment on November 7, 2019. A subsequent site visit was conducted on November 13, 2019 to
further discuss the plans for site characterization effort. Based on observations from the site visit
and additional information provided by Duke Energy, the Division agrees that current site
conditions may preclude the installation of wells in the area north-northwest of coal pile. Going
forward, Duke Energy and the Division's Raleigh Regional Office will continue to evaluate the
necessity for groundwater monitoring in this area as the site assessment progresses.
The results of this assessment should also be incorporated into the revised geochemical and
groundwater fate and transport models for the site, as appropriate. If the results of the modeling
show current or future impacts to groundwater and/or surface water from this area, then appropriate
remedial strategies shall be proposed in a revised Corrective Action Plan.
