PROJECT SUMMARY: The applicant proposes to add approximately 100 cu yds of riprap material or gabions to an existing breakwater and riprap adjacent to her property in the Public Trust Area, Estuarine Waters, Estuarine Shoreline AECs. Ashley Bio Report Page Two The applicant's property is a .312 acre lot located at the end of Thicket Lump Road (SR 1141) in Wanchese Village, Dare County and adjacent to the Roanoke Sound. The property has an existing 22' x 28' summer cottage with a septic drainfield and well. The dwelling is located approximately 10 ft. from the shoreline at normal water level (NWL) and experiences flooding during periods of southerly winds. The site is vegetated along most of the shoreline by a 2 to 5 foot wide border of saltmarsh cordgrass (Spartina alterniora) and blackneedle rush (Juncos roemerianus). Immediately inland of this border and on the east side of the dwelling is a 10 ft. wide strip of mixed marsh consisting of salt grass (Distichlis spicata), saltmeadow grass (Spartina patens) and marsh elder (Iva frutescens). The elevation of the lot varies from 2 ft. above NWL to zero at NWL. The lot has sandy soils and the adjacent properties consists of a boatyard and a boat manufacturer. A North Carolina Dredge and Fill Permit (110-75) was issued to the applicant on 1 August 1975 for shoreline stabilization with backfill. The applicant was allowed to use masonry rubble for shoreline riprap and to backfill landward of the riprap. This structure has not been maintained and the property has experienced erosion and flooding over time. On the east and south side of the property exists a quasi-submerged and extremely antiquated rock, rubble breakwater and riprap structure. The breakwater portion of the structure is approximately 70 ft. long and approximately 5 ft. wide and has a maximum distance from shore of 20 ft. The average water depth at the breakwater site is -1 ft. at NWL. Approximately 670 sq. ft. of shallow water habitat exists landward of the structure. The remaining 110 ft. of the structure is functioning as a shoreline riprap system. Approximately 50 ft. of riprap material exists along the eastern shoreline of the property and approximately 60 ft. of riprap material exists along the southwestern shoreline, including the area waterward of the cottage and septic drainfield. The applicant estimates that the breakwater was constructed in 1972. Prior to that time, a creosote wooden bulkhead constructed for shoreline protection existed at the same location (circa 1959). The waters of Roanoke Sound are classified as SA by the Division of Environmental Management and are closed to shellfish taking by the Shellfish Sanitation Branch. In order to protect her property from further flooding and erosion, the applicant purposes to add either stone or concrete blocks or gabions filled with stone to the existing 180 ft. long breakwater. The applicant indicates the possible availability of 2' x 2' x 3' and 2' x 2' x 6' concrete blocks which she proposes to use for the project. Should the concrete blocks not be available, she proposes to use the stone or the gabions. The material will be set in place by a crane or a backhoe. On the southwestern area of the site, the applicant proposes to place the Beatrice C. Ashley Bio Report Page Three material along the shoreline and adjacent to the area of the septic drainage field, which has an erosion escarpment, and to use filter cloth at the location. The applicant indicates a proposed height for the structure to be 5 ft. above the mean low water level or approximately 4 ft. above NWL and a proposed width of no more than 5 ft. The proposed enhancement of the existing breakwater and riprap structure will result in the placement of approximately 100 cu yds of material on top of an existing breakwater and riprap located in the Public Trust Area, Estuarine Waters and Estuarine Shoreline and adjacent to Coastal Wetlands, Areas of Environmental Concern (AECs). Approximately 60 cu yds will be placed on the Estuarine Shoreline AEC and 40 cu yds will be placed in the Public Trust Area and Estuarine Waters AECs. No increase in the existing footprint of 900 sq. ft. is proposed. Fringe coastal wetland areas may be impacted by construction equipment crossing the area to place the material; however, very little water turbidity should occur during construction. Based on the existing structure and the applicant's proposal, it is doubtful that a structure elevation of more than 2 ft. above NWL can be obtained without increasing the footprint. The purpose of the project is to protect the fringe of tidal marsh grasses along the shore line. This fringe is constantly eroded. Erosion was reduced after 1976 by permitted construction of a breakwater backed by filter cloth with sand added shoreward to maintain a height within the basin of +0.5 mlw. Height of the breakwater has been reduced by subsidence as well as by storms. Twenty years have drastically changed the shore line environment. Two severe storms, plus the enhanced boat activity have placed additional pressure on the shore line. Of equal importance is the impact on the existing building and its infrastructure, two severe storms, the spring storm of 1992 (?) and Hurricane Bonnie of 1998, both generally approach- ing from the south, removed much of the ground floor of the building. Rebuilding of the breakwater to an approximate increase height of 4 feet will partially alleviate the effect of motorboat traffic and storms. Also of importance, the protection of the septic system drainage field from erosion of the adjacent embankment. Construction will involve the use of 2' x 2' x 3' and/or 2' x 2' x 6 concrete blocks or gabions of similar size filled with stone or concrete Rip-Rap, placed on top of the existing breakwater in a manner to produce the most stability. Blocks or gabions will be placed adjacent to the drainage field embankment. Filter cloth will be used at this location. Construction time should last two days. The proposed enhancement of the existing breakwater and riprap structure will result in the placement of approximately 100 cu yds of material on top of an existing breakwater and riprap located in the Public Trust Area, Estuarine Waters and Estuarine Shoreline and adjacent to Coastal Wetlands, Areas of Environmental Concern (AECs). Approximately 60 cu yds will be placed on the Estuarine Shoreline AEC and 40 cu yds will be placed in the Public Trust Area and Estuarine Waters AECs. No increase in the existing footprint of 900 sq. ft. is proposed. Fringe coastal wetland areas may be impacted by construction equipment crossing the area to place the material; however, very little water turbidity should occur during construction. Erosion was reduced after 1976 by permitted construction of a breakwater backed by filter cloth with sand added shoreward to maintain a height within the basin of +0.5 mlw. Height of the breakwater has been reduced by subsidence as well as by storms. Twenty years have drastically changed the shore line environment. Two severe storms, plus the enhanced boat activity have placed additional pressure on the shore line. Of equal importance is the impact on the existing building and its infrastructure, two severe storms, the spring storm of 1992 (?) and Hurricane Bonnie of 1998, both generally approach- ing from the south, removed much of the ground floor of the building. Rebuilding of the breakwater to an approximate increase height of 4 feet will partially alleviate the effect of motorboat traffic and storms. Also of importance, the protection of the septic system drainage field from erosion of the adjacent embankment. Construction will involve the use of 2' x 2' x 3' and/or 2' x 2' x 6' concrete blocks or gabions of similar size filled with stone or concrete Rip-Rap, placed on top of the existing breakwater in a manner to produce the most stability.
