8. PROJECT SUMMARY: The applicant proposes to construct a public convention center complex
which will include sidewalks, buildings, steps, parking areas, natural landscaped areas, and stormwater
retention facilities.
PROJECT NARRATIVE
FOR
CRAVEN COUNTY CONVENTION CENTER
A new Convention Center for the Craven County Bern is proposed at the comer of East Front Street (US70
Business) and South Front Street with the convention center located on the south side of S. Front Street and
some additional off-site parking located on the north side of S. Front Street. An old business was located
on the convention center site and a gas station was located on the north side of S. Front Street. This
infrastructure was demolished in August of 1998 to allow construction to begin immediately once all
design details were finalized and bids were awarded. The Convention Center is scheduled to be completed
in two phases. The first phase is the construction of a 44,000 square foot facility while the second phase
consists of a 30,000 square foot addition. The building will occupy the majority of the property located
adjacent the Sheraton Inn. The existing perimeter sidewalk will remain and no construction other than
landscaping is proposed between the existing bulkhead and the sidewalk. The Convention Center's
finished floor elevation will be set at +11.0. This is approximately 4.0 ft. above the existing ground and is
bove the 100 Year flood event.
Two parking areas will be constructed for the facility. One area is located in front of the convention center
loading dock along South Front Street and another is located across the street on the corner of East Front
Street (US70 Business) and South Front Street. The main access to the facility will be by a long wheelchair
accessible ramp which runs from the sidewalk along South Front Street to the convention center.
The stormwater for the Convention Center site will be treated by the use of wet detention ponds. The
stormdrainage for the property located on the south side of South Front Street is collected in a series of pipe
and inlet systems which carry the water to a retention pond. The outlet into the pond is lined with rip rap
and the invert is set so that the flow into the pond is submerged during large events. Once this collected
flow enters the pond via the pipe system, it must flow through and over a "Class B" stone forebay prior to
exiting through the pond outlet structure. The pond outlet structure has a two-stage wier to provide
additional outflow capacity for events larger than 100 years to minimize flooding. The existing pond
constructed for the adjacent Sheraton Inn property was enlarged to accommodate the Convention Center
and the outlet through the bulkhead for the existing pond was utilized. This pipe outlets into the Neuse
River. The stormwater for the off-site parking located on the north side of South Front Street is also treated
by the use of a wet detention pond. The parking area drainage is collected in a series of catch basins and
routed to the retention pond. A retaining wall was required to provide the necessary volume. The outlet
into the pond is lined with rip rap and the invert is set so that the flow into the pond is submerged during
large events. Once this collected flow enters the pond via the pipe system, it must flow through and over a
"Class B" stone forebay prior to exiting through the pond outlet structure. The pond outlet structure ties
into an existing stormdrain line which exits into the Neuse River. The areas above the normal pool
elevation on both ponds will be landscaped to prevent erosion and to provide some filtering of the system
during elevated water levels. The pond outlets utilize small diameter PVC pipes placed at low elevations in
order to drain the pond down to the normal pool elevation. Each outlet structure has an overflow
emergency weir to accommodate events larger than the 10 Year flood. The small diameter inlets are
protected from debris by a % inch stainless steel screen mesh. The emergency outlet of each system is
covered with grating to prevent trash from entering the pipe system. Each wet detention pond will be
utilized as a sediment basin during construction for the proposed construction.
