You asked for clarification regarding one of the bank stabilization areas (bank stabilization area 2 and impact site S5). I
have confirmed that this impact is in the revised design. The stream length to be impacted is confirmed to be 54 feet. I
apologize for the confusion!
Below are the additional details you requested regarding the stormwater runoff to come from the new BUA. If there is
any additional information or clarification needed on the stormwater, please let me know.
Storm drainage from the event lawn area will be collected into recessed area drains. Stormwater treatment within the
event lawn area includes sheetflow across vegetated areas (lawn and landscaping), flow through a grass swale,
infiltration into the soil, and storage in a proposed underdrain system. Under existing conditions, the total drainage area
considered as impacted by impervious area changes includes 1.60 acres @ 55% impervious, producing 3,185 cubic feet
of runoff during a one -inch event. Under the proposed condition, the event lawn area will create new land area and
reconfigure drainage for approximately 1.88 acres of area (an additional 0.28 acres of area over existing conditions). A
portion of this area will be treated by the surface sand filter (Area 3A), another portion by an underground drainage
system (Area 3B, sandy loam and gravel), and two other areas will be treated by foundation drainage along the new wall
(Area 2B and 4B).
One stormwater drain is proposed to be located in an area of new impervious surface (Area 1). The proposed
impervious surface served by this drain is 0.36 acres/ 15,682 square feet. Currently, there is approximately 0.89 acres/
38,768 square feet of impervious surface total that drains directly into Loch Dornie without treatment. The proposed
stormwater drainage system will reduce the impervious surface that drains without treatment into Loch Dornie by
18.6% in the final condition (0.18 acre treated vs 0.97 acre total proposed impervious).
In the proposed condition, all areas continue to get volume treatment from Loch Dornie. Most new impervious areas in
the event lawn area will receive attenuation treatment through grassed swale treatment. For the one -inch rainfall
storm, the surface sand filter, the surface/subsurface filter, and the filter located along the new wall was tallied (Table
1). A more detailed breakdown of areas and calculations is provided in the attached exhibits.
In summary, we do not anticipate that the remaining untreated stormwater or the increase in impervious surface will
result in a degradation of water quality downstream. The volume of untreated stormwater will be reduced compared to
the existing condition, and the suspended sediments in the untreated stormwater are expected to settle in the lake prior
to passing over the spillway into the downstream reach of the Linville River. The new stormwater treatment features of
the proposed design are expected to improve the overall quality of stormwater upon discharge into Loch Dornie. The
net effect is a reduction in runoff of 12% over the existing condition.

Hi Keven,
I'm starting to look through all the response material but not seeing any big red flags. Off hand, looks like I will need a
wetland/upland data form to go with the JD map but that's about it. My plan is to start working on the EA that we have
to do that goes with the draft permit ('first time out') and may have some minor questions as I work through that
document. I can't remember if you submitted an alternatives discussion already but I will need some information as to
why other methods of dredging were not chosen such as hydraulic but again as I work through that section, I can
provide you some more detailed questions to respond to in the next couple of weeks.
With regards to the applicant's Dec. 31st deadline, I would suggest checking in with Sue and see what her timeline is and
feel free to forward her this email. I will do my part to get everything on my end ready but looking ahead at leave
schedules for our office, I would need to have the 401 no later than Dec 20th so that I can get the permit reviewed,
signed, printed/mailed by Dec. 24th. After that everyone is gone until after the New Year and I wouldn't be able to get it
out until the week of Jan. 6th at the earliest.
