A copy of the Compliance Inspection Report is enclosed for your review. Mr. Brian Scott, Operations Manager, and Mr. Mark Haynes, Lead Operator, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080925. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as an unnamed tributary to Horse Creek, a class WS-II;HQW waterbody in the Lumber River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG080000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Facility has maintained coverage under the NCG080000 permit since 2014. Met with Brian Scott, Operations Manager, and Mark Haynes, Lead Operator. Made observations of site conditions including covered leachate tank within secondary containment structure, stormwater outfalls (roof drains), loading and off-loading areas as well as the fueling area/diesel tank with secondary containment. Reviewed facility's Stormwater Pollution Prevention Plan, which contains all permit -required components and supporting documentation for facility inspections, employee training, spills and non-stormwater certification. Discussed need to revise detailed site map to reflect current site conditions with respect to number and location of stormwater outfalls. Monitoring records from 2014 through the first half of 2019 were available for review and indicated that Qualitative Monitoring has been conducted and recorded in accordance with permit requirements. Facility has not been subject to the Analytical Monitoring requirements of the permit as less than 55 gallons of new motor oil or hydraulic oil is used per month for vehicle maintenance activities.
