I reviewed the buffer ledger and found the discrepancy. You have 72,344.45 ft2 more buffer credits than have been
released. I know what happened though. First, please see the buffer ledger attached to this email title (buffer ledger
DWR EDITS) which provides my corrections shown in "Red" font and my comments. Second, I have provided the "Final"
.pdf of the Flat Swamp Buffer Ledger with all of my corrections incorporated. Please respond back to this email if you
agree and accept the Final Buffer Ledger provided in this email.

Attached is our RBC Ledger reflecting all transactions/postings from November 30, 2009 to our final release on
November 4, 2014. We have not had any sales from that date to current date of March 27, 2016. I did indicate
our last Ledger update as December 31, 2015.
I am still working on our NOC Ledger. Hope to have that to you this week.

Hey Bob,
Thanks for the response. The ledger that you provided (see attached) shows a credit release from DENR
on May 18, 2015, but this isn't accurate and I think it's a typo. The last credit release we issued for the
final 10% was in November 4, 2014. If you don't mind, let's just do the following for this audit:
Resend the buffer and nutrient ledgers (ledgers only) showing every transaction since the bank received
its FIRST credit release in 2009. That way, we capture everything. This is actually what all of the other
banks do, and it does make it easier to keep tract of the history if needed. So, you won't be audited for
any sale pre -July 1, 2015, but your ledgers will now show all transactions from 11-30-2009 to 12-31-
2015. 1 do not need any transfer certificates or approval letters for now.

My apologies for not submitting our Riparian Buffer Credit (RBC) Ledger to you on February 5,
2106 along with our nutrient credit Ledger. I see that we referenced the Ledger in our
correspondence, however, we failed to attached it to our documents.
Attached please find our RBC Ledger dated February 15, 2016 for your review and approval.
