9. PROJECT DESCRIPTION:
The project site is located on Hughes Road (NCSR 1603), adjacent to Washington Acres
Subdivision, on a man-made canal which is at the confluence of Mill Creek and the Atlantic
Intracoastal Waterway (AIWW). To find the site one would travel north on US Highway 17 from
Wilmington to Hampstead, turn right on Washington Acres Road (NCSR 1582), travel
approximately one mile, turn left onto Hughes Road and travel approximately two tenths of a mile
to the boat ramp. The project site is located adjacent to another boat ramp facility owned by
Washington Acres, Inc.
The project site is approximately two acres in size. The highground portion of the property is
approximately 200' deep by 180' wide. This area is partially grassed and partially covered with
oyster shell, as the site is utilized by the NC Division of Marine Fisheries for loading oyster cultch
onto barges as part of the oyster rehabilitation program. There is an existing concrete boat ramp
at the site which measures 63' long by 15' wide. There is also an existing pier measuring 30' long
by 4' wide located next to the ramp, and an existing mooring pile utilized by the Division of
Marine Fisheries. An existing covered picnic shelter measuring 16' by 32' is located to the north
of the ramp. To the south of the oyster shell stockpile area is an area of mixed high marsh
species, gradually transitioning to 404 Wetlands near Hughes Road. The site is located on a man-
made canal which is tributary to Mill Creek and the AIWW. At the project site the canal is
approximately 140' wide. The canal continues to the south, past the project site for an additional
800' and gradually narrows before it dead ends.
The County Land Use Plan classifies the area as Limited Transition. The waters of the Man-made
canal adjacent to Mill Creek and the AIWW are classified "SA" by the Division of Water Quality,
however, the project site does fall within the 575' Estuarine Shoreline Area of Environmental
Concern of the Class "SA ORW" Waters of Topsail Sound. The area is not designated as a
Primary Nursery Area by the Division of Marine Fisheries and is closed to the taking of shellfish.
The applicant is proposing to convert an established boat ramp facility to commercial use. The
existing ramp has been in operation since approximately 1992. Originally the ramp was intended
to serve the residents of Long Point Estates. Approximately one year ago it was brought to the
attention of the Division of Coastal Management that the ramp was being operated as a
commercial facility by the selling of launching passes to the general public. Because the facility
has not received a permit from the Division of Coastal Management for this type of activity, a
Notice of Violation was issued to Mr. Hughes on August 25, 1997. Under this Notice of
Violation Mr Hughes was required to return the boat ramp to a non-commercial facility to be used
exclusively by the residents of Mr. Hughes' existing subdivisions. Continued problems with the
use of the ramp by non-residents required that a barricade be placed across the ramp until the
matter could be resolved. The resulting CAMA Major Permit Application to officially change the
use of the facility to commercial is the owner's preferred resolution alternative.

10. ANTICIPATED EMPACTS:
The commercial operation of the boat ramp would likely result in an overall increase in the boat
traffic as well as the automobile traffic in the area. An increase in the amount of noise, litter,
etc., can also be expected. Because no new development is proposed, no construction related
impacts will be associated with this project. It should be noted that numerous negative comments
concerning the permit application have been received from residents in the adjacent Washington
Acres Subdivision and that these comments are based primarily on past impacts the boat ramp has
had on the adjacent residents.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners

that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
