EXISTING FACILITIES: MODIFICATION AND RENEWAL APPLICATIONS 1. Are the design, maintenance and operation of the treatment facilities adequate for the type of waste and disposal system? ® Yes or ❑ No Explain: The wastewater irrigationystem is no longer the primary means of disposal. Facility is now connected to public sewer (YVSA) and the upgrades to the WWTP are capable of producingbetter etter quality effluent. 2. Are the site conditions (e.g., soils, topography, depth to water table, etc) maintained appropriately and adequately assimilating the waste? ® Yes or ® No Explain: The previously pacted irrigation zones are receiving soil treatments, tillage & seeding. Currently no irrigation is occurring to the impacted zones and onlv suitable zones are utilized. Discharge to public sewer and ump & haul activities are utilized. 3. Are the existing application rates (e.g., hydraulic, nutrient) still acceptable? ® Yes or ❑ No 4. Is the existing groundwater monitoring program adequate? ® Yes ❑ No ❑ N/A 5. ADDITIONAL REGIONAL STAFF REVIEW ITEMS The facility has made four requests in this application for minor modification of Permit No. WQ0005555. Below are this office's comments and recommendations. 1. Request that PH monitoring be changed to 3/yr.: Recommend this be changed to once per week or per irrigation event if less frequent irrigation occurs. Reportedly the irrigation system will not be used on a regular basis moving forward. The weeks with no irrigation, no pH measurement would be necessary. 2. Request that all monitoring requirements be changed to 3/yr.: The irrigation system use has dropped significantly and is reportedly going to be reduced even more. According to the Permittee the irrigation system will be utilized as a backup and most months will report zero flow. Sampling three times per year may be more appropriate for a "conjunctive" system that uses public sewer as their primary means of disposal. 3. Request that PAN loading be removed from the Attachment B: Recommend that PAN loading and NDMLR reporting language be removed. Due to reduced irrigation activities and discharge to public sewer moving forward, PAN loading should no longer be an issue. Also, based on the improved effluent quality PAN concentration should be lower. Moving forward the facility should be more hydraulically limited and less nutrient limited. 4. Request that Chromium limit in Attachment C be lowered to match 2L limits: The facility will be in violation of 2L if they exceed 2L limits, our permit Attachment C should match 2L limits. Recommend the Chromium limit listed in the permit match the 2L standards. FORM: WQROSSR 04-14 Page 2 of 2
