On 9 October 2019 the sewer line inspection was being completed when an apparent clog
was found. The line is not readily accessible for cleaning. A contractor set up a by-pass for
approximately one week until Tri-State could come and un-clog the line. The clog has costed the
town approximately $30,000.00 due to lack of access. The line is mowed once a year during the
winter months while ground is frozen to maintain annual inspections. Tri-State utilized a 6 wheel
track vehicle to make access in the low land area. The spill and clog have been corrected with no
further action needed. This section of line was videoed and found to be in good shape. We are
researching a grant to improve access for the outfall line affected. We are also inquiring about
getting manholes raised and rehabbed as needed.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Snow Hill indicates violations
of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include failing to
effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or
surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a
permit is required.
