In terms of a large industrial facility, this site would definitely qualify as a "mom and pop" operation. The majority of the wood processed at this facility is i custom work like what DOT might use for secondary road bridges and pier construction i along the coast. The entire wood treating operation is contained in an area about 50' E x 100' and is under a roof. There is a concrete berm around not only the wood processing area, but also the tanks that hold the chemicals. All process water used in the wood preserving process is contained and reused. There are a few piles of treated wood sitting around on the property, which would obviously qualify them as i having exposure, however, the real issue is the lack of a point source discharge. I walked the perimeter of the property with the owner looking for some evidence of a point source. The site is essentially flat and lies along the riparian area of Town Creek. Granted any SW that fell onto the site would eventually make its way to the i creek, however, there is absolutely no place between the site and the creek where SW exits through any type of conveyance such as a ditch, pipe, or Swale. In essence, all runoff leaves the site in sheet flow. I also took a look at the creek itself and I didn't observe anything that would lead me to believe that it had been negatively impacted by the wood processing operation. There is a SW pipe on the north side of the property, which comes under the adjacent road, but this pipe was installed to collect and carry runoff coming from the *other* side of the road, around the property, and does not collect any SW from the Albemarle Wood Processing site that I could tell. I realize my comments may seem unusual based on your past experiences with facilities such as this, however, there does not appear to be a defined point source discharge with which to require this facility to maintain a SW permit. I asked the owner why they originally applied for a SW permit, and his reply was that "they thought they had to have one". He didn't know about the criteria for a point source and exposure. I didn't, however, ask him where he collected his previous SW sample, but he told me he had never seen water from his site running into the pipe that originates from across the road. i I'm not sure where you want to go with this, but based on what I saw during my visit, my inclination is to move forward with the NE request given the absence of a point of discharge.
