The Winston-Salem Regional Office (WSRO) has reviewed your request that 2 of 10 stormwater
discharge outfalls (SDOs) being monitored in accordance with permit #NCG080842, be given
representative outfall status. Based on the information and maps provided, as well as past site visits by
our staff, we are approving your request. In accordance with 40 CFR §122.21 (g)(7), you are authorized
to sample only outfalls 005 and 008. These outfalls will represent the other outfalls as follows:

document that representative outfall status has been approved. If changes in drainage areas, BMPs,
structures, processes, storage practices, or other activities occur that significantly alter the basis of this
approval, representative outfall status many no longer be valid, or may need to be updated. You should
either resume analytical monitoring of all SDOs, or reapply to this office for representative outfall status
based on updated information.

referenced above. Wastewater and storm water discharges from the Facility were previously
covered under an NPDES Individual permit (NC0029246). Following the reissuance of the
NPDES Individual permit in 2009, wastewater discharges are currently covered under the
individual permit, and storm water discharges are covered under an NPDES General permit
(NCG080000). Under the previous NPDES Individual permit, the Facility was granted
representative outfall status for storm water Outfalls 005 and 008, Considering that storm water
discharges from the Facility have not changed, NSRC is requesting representative outfall status
for Outfalls 005 and 008 under the NPDES General permit. .If you have any questions, please do

If a facility is required to sample multiple discharge locations with very similar stormwater discharges, the
permittee may petition the Director for Representative Outfoll Status (ROS). DWQ may grant Representative
Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where anatytica! sampling requirements apply.
if Representative Outfall Status is granted, ALL outfalls are still subject to the Qualitative monitoring
requirements of the facility's permit —unless otherwise allowed by the permit (such as NCG020000) and DWQ
approval. The approval letter from DWQ must be kept on site with the faciliws Stormwater Pollution
Prevention Plan. The facility must notify DWQ in writing if any changes affect representative status.

outfalls 001,002,003,007,008, and 010 receive drainage from ballasted track areas
without significant materials storage away from the central portion of the yard
(where most industrial activity occurs).
Outfalls 004,005,006, and 009 receive drainage from the periphery of the central
portion of the yard (which drains to the wastewater treatment plant and Outfall 011-
which is permitted separately under an individual NPDES permit) and are more likely
to be affected by industrial activities.

North Carolina General Statute 143-215.6 B(i) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record,
report, plan, or other document filed or required to be maintained under this Article or a rule implementing this
Article; or who knowingly makes a false statement of a material fact in a rulemaking proceeding or contested case
under this Article; or who falsifies, tampers with, or knowingly renders inaccurate any recording or monitoring device
or method required to be operated or maintained under this Article or rules of the [Environmental Management]
Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine not to exceed
ten thousand dollars ($10,000).

Norfolk has had stormwater monitoring requirements in the past as part of their NPDES permit, but the NPDES folks
decided those requirements needed to be separate, thus the need for the permit. I have inspected all of the outfalls in

We've received an NOI from the Norfolk Southern Railway Company for their site Spencer Yard
in Linwood (Davidson County) for coverage of their Railroad Transportation facility under
NCGO8. The site discharges stormwater into the Yadkin River (WS-V). The NOI and Maps are
attached. They included a lot of maps so the file is pretty big.
Does the Winston Salem Regional Office have any concerns about issuing this facility a COC
for this general permit, and are there any potential impacts to wetlands? If we don't receive
any objections, we'll issue the COC in 30 days.

Thank you for your recent permit renewal submittal for subject facility. Your existing permit authorizes both wastewater
and stormwater discharges and was issued to address both discharges. The Stormwater (SW) regulations have matured
and now offer coverage under a separate SW General Permit NCG080000. Pursuant to these changes your next
NPDES permit will only authorize the discharge of wastewater and your stormwater discharge will be permitted. under
General Permit NCG08000O.
Enclosed please find a Notice of Intent (NOI) and a Change of Contact document which needs to be filled out and ...
returned ASAP. The NOI is the first step to securing a SW General permit (NCG) for discharge of SW from your facility
which will be processed and issued by the SW section of DWO. I will be processing the NPDES renewal for your
wastewater discharges. You should also fill in the Change of Contact for your facility to update our database to reflect
changes at your facility (i.e. New Permit contacts). Failure to apply for the NCGO80000 permit may result in enforcement
action for,an unpermitted SW discharge.
