This facility holds General Stormwater Permit No. NCG080839 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from facilities with Vehicle Maintenance Areas. Jeremy Shelton, EHS Director, was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility's discharge. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The Certificate of Coverage for this facility became effective June 12; 2009 and expires October 31, 2012. You should receive a new permit in the coming weeks. A copy of the current permit was available for review during the inspection. 2. Records/Reports As required by the permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. The SPPP was created by Leonhardt Environmental and was updated in August 2012, It includes all of the components required by the permit. 3. Facility Site Review Garco does not process waste at this facility. It is used as a storage facility for equipment, trucks, and materials. The materials stored outside include a large pile of sawdust and two very large piles of shredded rubber. The shredded rubber is untreated and is largely scrap from tire manufacturing. Garco uses the shredded rubber in a waste energy project. The site also has a diesel tank with secondary containment and a double -walled gasoline tank. 4. Effluent/Receiving Waters The site has three outfalls, which were all observed during the inspection. Stormwater from the site drains to an unnamed tributary to Haskett Creek, Class C, in the Cape Fear River Basin. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative and analytical monitoring at each of the three stormwater outfalls. Sampling is performed by Jeremy Shelton and then delivered to ECS Labs for analysis. Mr. Shelton was unable to sample during a representative storm event from January 2012-June 2012 and therefore reported a "no flow" event on the monitoring report for June 29, 2012. The last analytical monitoring event occurred on November 16, 2011 during a 0.19 inch rain. The pH was reported as 5.4, 5.4, 5.8 at Outfalls 1, 2, and 3 respectively. Since these results did not meet the benchmark values specified in the permit, the facility completed its Tier One requirements on November 16, 2011. These were available for review during the inspection. The facility is unsure why pH was low for that monitoring event when it had never been low before. Please perform monitoring during the next possible rain event before December 31, 2012. It might be beneficial to also take a pH reading of the rainwater itself to determine a background pH value. The site discharges stormwater into a UT to Haskett Creek (C). The NOI is attached. The question I had was that their application says they are SIC code 4212 — trucking. However it also says they do Environmental, Industrial & Recycling Services. I called them, they said they don't do any that the facility they are applying for (a new facility) — only truck storage and some non-haz waste storage inside. He said you guys can give him a call if you have any more questions at phone number 336-465-1184 — his name is Bill Boyer. Does the Winston-Salem Regional Office have any concerns about issuing this facility a COC for this general permit? If we don't receive any objections, we'll issue the COC in 30 days.
