1.0 Introduction
Covia Corporation has developed this reclamation plan for an approximately 0 18-acre wetland
area and adjacent 0 20-acre upland area located on Mill Creek at the Marston Mine in Richmond
County, North Carolina (Figure 1) As the result of hurricane rainfall in the Fall of 2018, a soil
embankment along a Marston Mine excavation area collapsed and discharged sediment into
wetlands associated with Mill Creek (Figure 2) The Marston Mine self -reported the discharge to
the North Carolina Department of Natural Resources immediately following the incident In
addition, the Marston Plant immediately contacted Mike Lawyer at the North Carolina Division of
Energy, Mineral, and Land Resources via email and subsequently followed up with written
notification
Proactively, Covia Corporation repaired the embankment to stop further sediment discharge into
Mill Creek This document outlines a reclamation plan to remove and stabilize sediment in Mill
Creek, thereby protecting downstream waters in Mcleod Pond (also owned by Covia) This plan
is intended to summarize Site conditions before the hurricane, existing conditions after the
hurricane, and proposed actions to remove and stabilize sediment at the Site
1 1 Site Location
The Site is located approximately 0 75 mile east of Cognac and 9 miles east of Rockingham in
eastern Richmond County, North Carolina within USGS 14-digit HUC 03040204010010 of the
Lumber River Basin (North Carolina Division of Water Resources Subbasin Number 03-07-55)
(Figure 1)
Directions to Site from Rockingham
• From the Town of Rockingham take N US Highway 1 (Fayetteville Road) and follow for
approximately 9 7 miles
• Take a sharp right onto NC Highway 177 and follow for 1 6 miles
• Turn left onto Cognac Road
• In 0 25 mile the Site is on the left

1 2 Site Overview & Historic Conditions
The Site encompasses approximately 0 18 acres of impacted wetland located downstream of a
water recycling pond at the Marston Mine (Figure 2) An additional 0 20 acres of uplands within
the riparian zone were also impacted along the flow path Sediment is not contaminated by heavy
metals or other pollutants, and pH measurements indicate natural levels
Prior to the embankment breach, the area of sediment deposition within Mill Creek was
characterized by a shallow, wide, braided wetland system that was frequently impacted by beaver
activity and McLeod Pond backwater conditions The system was characterized by seml-
permanently inundated maple -gum swamp on its margins and relatively open in the interior due to
canopy mortality resulting from beaver and impoundment

2.0 Project Area — Existing Conditions
21 Physiography
Situated within the Sandhills portion of the Southeastern Coastal Plain Ecoregion of North
Carolina, the Site's regional physiography is characterized by dissected, irregular dunes with
moderate to steep side slopes, and low to moderate gradient sandy bottomed streams (Griffith et
al 2002) Onsite elevations are relatively level averaging between 310-320 feet National Geodetic
Vertical Datum (NGVD) (USGS Marston, North Carolina 7 5-minute topographic quadrangle)
Surrounding land use consists primarily of forest land associated with the Sandhills Game Lands
and the Covia Marston Plant
22 Water Quality
The Site occurs within USGS 14-digit HU 030402040 100 10 (NCDWQ Subbasin 03-07-55) of the
Lumber River Basin Mill Creek is not located in a Targeted Local Watershed and is not listed on
the NCDWR final 2014 or draft 2016 303(d) lists (NCDWR 2014, NCDWR 2016) Mill Creek
has been assigned a Best Usage Classification of C (NCDWR 2016)
23 Soils
Based on web soil survey mapping (MRCS 2016), the Site is comprised entirely of Johnston mucky
loam (Cumulic Humaquepts) The Johnston series is characterized by nearly level (0-2 percent
slopes), very poorly drained hydric soils on floodplains that are frequently flooded, and a seasonal
high water table that generally occurs at the soil surface
24 Vegetation
Historically, the Site was characterized by Cypress -Gum Swamp (Brownwater Subtype), as per
the community descriptions from Classification of the Natural Communities of North Carolina
(Schafale and Weakley 1990) These communities are typically dominated by water tupelo (Nyssa
aquatica) and bald cypress (Taxodium distichum), however, these systems are slow to recover
from disturbance and currently the area is dominated by red maple (Acer rubrum), swamp black
gum (Nyssa biflora) and swamp titi (Cyrdla racemiflora) The margins of the Site are fringed by
wetlands dominated by gallberry (Ilex coriacea) and a canopy of loblolly pine (Pious taeda)
25 Sediment Characteristics
During the berm breach, the sediment release passed through and approximately 0.2-acre upland
area dominated by loblolly pine (Figure 3) The silt fence located between the berm and forested
upland buffer was destroyed during the event Dry sediment deposits remain in this area ranging
from 0 1 feet to 1 2 feet in thickness (ridges) based on on -site measurements A majority of the
vegetation in this upland area remains intact Sediment ridges greater than approximately 0 3 feet
above the antecedent soil surface have buried existing vegetation and may continue to migrate
towards the wetland area Deposits generally less than 4 inches thick continue to support standing
vegetation (roughness) and are unlikely to migrate further down -slope if stabilized in place and
planted with diagnostic vegetation

The sediment passed through the upland buffer and deposited approximately 400 CY of sediment
within the 0 18-acre wetland area identified in Figure 3 The sediment ranges from 0 3 feet thick
along the wetland periphery to 2 2 feet thick within the deposit interior Because pre-existing
vegetation was generally sparse prior to the discharge, most of the vegetation appears to remain
standing The normal pool water surface elevation of Mcleod Pond approaches the elevation of
the top of this sediment deposit Therefore, lowering the pond water surface elevation would assist
in drying out the sediment for removal
3,0 Reclamation Plan
Reclamation will occur within approximately 0 38 acres of Mill Creek impacted by sediment
deposition A reclamation plan is provided in Figure 4 The general sequence of events includes
the following
1) Partially lower Mcleod Pond 1-2 weeks prior to sediment removal
2) Transport/mobilize equipment and materials
3) Re -install silt fence
4) Remove sediment ridges, re -expose standing vegetation, and smooth the soil surfaces
within the upland buffer area
5) Access to the wetland area will pass through the upland stabilization area
5) Protect access path with log mud mats through wetland areas
7) Excavate sediment within the area identified on Figure 4
8) Dispose sediment within upland areas of Covia Corporation
9) Stabilize/restore wetland surface underneath log mud mats and in excavation areas
10) Seed (temporary/permanent) and mulch all disturbed surfaces,
11)Repair access paths and stabilize Site,
12) Demobilize equipment,
13) Meet with agencies upon completion of work
Upon completion of grading activities, the area will be restored by removing mud mats and filter
cloth, seeding with temporary and permanent seed mixes, and mulching (see
Temporary/Permanent Seeding and Mulching section below) As the area is dominated by
ericaceous vegetation (gallberry, clethra, lyonia, etc ) the temporary impact is expected to recover
quickly
Sediment Removal
Sediment removal will be completed using a small, low ground pressure (LGP) excavator and a
LGP skid steer loader Tracked equipment that displaces the weight of the machine will be used
to minimize impacts to sediments and wetland areas Equipment is expected to travel upon higher
elevation sand bars and deposits providing a stable surface Where sand bars are not available,
mud mats will be used to move throughout the Site

Temporary diversion of flow will be achieved by lowering the level of Mcleod Pond several weeks
prior to sediment removal and promoting lower -elevation flows around the periphery of the
sediment deposit Sediment removal will be targeted in areas with sediment depths exceeding 4
inches that are void of stabilizing cover Impacts to areas with stabilizing cover will be avoided,
where feasible Stabilizing cover includes herbaceous material, root mats, and stumps with greater
than 50% coverage density Sediment will be excavated to within several inches of the depth of
the historic ground surface (dark organics and/or depleted sands) to avoid impacts to the existing
seed bed and root mats but allow for germination The material will be cast directly into a tracked
skid steer loader Excavated material will be removed from the Site and deposited in upland areas
within the Covia Corporation property
Wetland Surface Stabilization/Restoration
Care will be taken to avoid ground surface impacts to the maximum extent possible Areas
disturbed by excavation, equipment movement, or mud mats will be fine graded to the historic
elevation Surface roughness is encouraged during grading to the historic elevation to catch
temporary/permanent seed and natural organic matter The entire excavation area will be seeded
and mulched upon completion of sediment removal as described below
Temporary/Permanent Seeding and Mulching
The Site will be seeded with a fast growing temporary seed mix consisting of rye grain at a rate of
50 pounds per acre The temporary seed is expected to grow quickly and provide a root mat and
cover, holding sediment in place until permanent seeding can establish
A native wetland/riparian buffer grass seed mix will be spread on top of the rye grass at a rate of
15 pounds per acre The grass seed mix will be spread as per manufacturer guidelines and
recommendations Subsequently, wheat straw will be spread to cover and stabilize the seed mix
in order to keep seeds from washing downstream In areas where abundant natural organic matter
(wrack) that has been washed by Hurricane Matthew is available, the natural organic matter may
be used in the place of wheat straw Since the seed mix and straw will be spread along a
jurisdictional stream, no tackifying agents, fertilizers, or other soil amendments are proposed In
addition, no monitoring of Site seeding is proposed

As per verbal report to NCSER at 10 43 am Monday, September 17, 2018, an unanticipated
bypass occurred on Saturday and Sunday, September 150 and 16t"
Severe rainstorms from Hurricane Florence caused stormwater to accumulate and breach a
section of berm, flowing past the silt fence Into Mill Creek and then on into McLeod Lake Our
estimate is at least 14 05 inches of rain fell within 3 5 days (11 23 Inches in 30 hours) at the mine
site The Marston mine was not operating during this time and there were no safe access points
to sample the outflow at that time Exact measurements of the amount of overflow is not possible
The flow line of the discharge of stormwater and sediment due to erosion occurred past a silt
fence for 250 feet into Mill Creek, flowed approximately 950 feet down Mill Creek eventually
ending in McLeod Lake It is estimated this condition started at approximately 9 pm on Sunday,
September 16, 2018
Steps to re -berm the area were started at 7 30 am Monday, September 17, 2018 and were
completed by 11 am Additionally, a silt fence will be utilized to help assure any further
sedimentation does not discharge
Investigation into the event will occur to better our knowledge and preparedness when another
storm event occurs

stormwater and wastewater from Pond 12 to McLeods Lake The bypass is necessary to safely

A temporary diesel pump will be installed at Pond 12 along with a pipeline from the diesel pump
to McLeods Lake We expect that the temporary pump will be capable of pumping 2500-3000
gallons per minute and, will confirm the capacity using the pump manufacture's equipment pump
curve

Road in Richmond County, North Carolina A copy of the Compliance Inspection Report is enclosed for your
review Ms Vivian Dell'Acqua, Quality Control/Environmental Superintendent, and Mr Matt Wilkins, Plant
Manager, were also present during the inspection and their time and assistance is greatly appreciated The
site visit and file review revealed that the subject facility is covered by NPDES General Permit NCG020000
under Certificate of Coverage NCG020007 Permit coverage authorizes the discharge of stormwater, mine
dewatering wastewater and/or process wastewater from the facility to receiving waters designated as Clay
Branch, a Class C waterbody in the Lumber River Basin
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG020000
permit Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection

Inspection Summary
Facility's Stormwater Pollution Prevention Plan contains all permit -required components and is updated annually Weekly
BMP inspections and maintenance are documented Although the facility does not appear to have any distinct point source
discharge outfalls, Annual Summary DMRs are completed and submitted indicating no outfalls/no discharges Since the
previous inspection on June 28, 2016, there have been two unanticipated bypasses, which were properly reported and
addressed One occurred in October 2016 as a result of Hurricane Matthew causing the side of recirculating pond #4 to fail
allowing water and sediment to flow into Clay Branch Creek, a tributary of Gum Swamp Creek Appropriate actions were
taken to repair the pond, recover the lost sediment and restore the affected area The second bypass occurred on Saturday,
March 24, 2018 when a butterfly valve was inadvertently left open from pond #5 to pond #4 causing the recirculating water in
pond #4 to overflow through its rock emergency spillway to Clay Branch Creek The bypass report indicates that the water
contained no sediment and was clear Observations were made of this area during the inspection and no impacts were
noted In addition to the bypasses, Ms Dell'Acqua relayed that a diesel fuel spill occurred in early August 2018 near the
Gum Swamp water withdrawal intake This incident was reported to the Division of Waste Management as well as Richmond
County Emergency Management The affected area has been restored and is in the process of being stabilized

As reported via e-mail on Monday, March 26, 2018, to Hughie M White, NCDEQ-DWR, and per
Ummin's verbal report to NCSER at 1 07 pm Sunday, March 25, 2018, an unanticipated bypass occurred
on Saturday, March 24, 2018
A butterfly valve was inadvertently left open from Pond 5 to Pond 4, this butterfly valve was closed by
7 00 pm Saturday evening, when it was noted by the night guard that the Pond 4 level was high A
communication failure delayed the reporting of this incident to management until 7 30 am Sunday,
March 25, 2018 It was then noted that this caused an unanticipated bypass of the Marston plant's
recirculating water in Pond #4 through the rock covered spillway Pumps were immediately started to
pump the water in Pond 4 back into Pond 5
This condition was reported to NCSER at 107 pm Sunday, March 25 Water discharge stopped at 8 05
pm on Sunday, March 25 Exact measurement of the amount of overflow is not possible, but we estimate
that approximately 500,000 gallons discharged from Pond 4, via a stream and bog on Marston property
to Clay Branch Creek The pH of the water at Pond 4 tested at 4 5 and the pH of the water 2/3 of the
way to Clay Branch Creek tested at 6 6 The water contained no sediment and was clear
A full investigation will be taken into determining the operation and communication failures that caused
this unanticipated bypass New policies and protocols will be drawn up in order to address all identified
issues to help prevent this situation from reoccurring

an unanticipated bypass due to storm of the Marston plant's process water recirculating pond #4 occurred The bypass was
a result of a severe rainstorm on the days of Friday and Saturday, October 7 and 8, 2016 and subsequent stormwater
accumulation due to Hurricane Matthew
Unimin believes the bypass discharge began early Sunday morning, October 9 and continued until approximately to 100 pm
of that same day The Marston Plant was not operating during the time of this incident Unimin estimates that at least 10
inches of rain had fallen within 24 hours at the plant site causing the side of the pond to fail, allowing water and sediments
from the pond to flow towards the Clay Branch Creek tributary of Gum Swamp Creek Exact measurement of the amount of
overflow is not possible, but we estimate that the pond area spanned approximately 2 acres, 4 feet deep, containing an
estimated 2 5 million gallons of water
Steps were initiated as soon as it was safe to access the site to eliminate the discharge and begin stabilizing the area of
ground failure A temporary impoundment is being constructed inside this pond to contain further stormwater that reports to
the area, reduce further discharge and help with plant process Additionally, rock check dams and silt fence are being installed
to help prevent further sediment discharge from the pond during storm events that may occur prior to completion of the
permanent repair High quality aerial photography is being executed by Oct 1Y, to facilitate the assessment of this incident
and repairs Unimin anticipates continued coordination with North Carolina Department of Environmental Quality throughout
the process including with any permitting requirements
Unimin will consider design features or operational controls to prevent or mitigate similar incidents in the future, including
incorporating an emergency spillway into the final repair Additionally, Unimin will develop a procedure to lower pond levels
when future extreme rain events are predicted to allow for more storage of the storm events and help prevent this situation
from reoccurring

On .tune 28, 2016, a site inspection was conducted for the Marston Mine facility located at 541 Cognac Road
in Richmond County, North Carolina A copy of the Compliance Inspection Report is enclosed for your
review Ms Vivian Dell'Acqua, Environmental Superintendent, was also present during the inspection and
her time and assistance is greatly appreciated The site visit and file review revealed that the subject facility
is covered by NPDES General Permit NCG020000, Certificate of Coverage NCG020007 Permit coverage
authorizes the discharge of stormwater, mine dewatermg water and/or process wastewater from the facility to
receiving waters designated as Clay Branch, a Class C waterbody in the Lumber River Basin
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG020000
permit Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection

On November 7, 2012, our office received your letter concerning the Wetland Impact Study for the Marston Facility
located in Richmond County, North Carolina According to your letter, there is the potential for below water table mining
activity to occur in an area identified as O N South, approximately 1,500 feet from the Mill Creek Wetland area As
detailed in your letter, it has been determined through use of the SKAGGS program that the lateral effect of any
dewatering from this area would occur within approximately 535 feet from this location, which leaves approximately 965
feet between the potentially affected area and the wetlands Your letter goes on to state that if the worst case scenario of
specific parameters are used in the SKAGGS program then the affected area would be approximately 705 feet away from
the mining activity with 795 feet between the activity and the wetlands
Based on the information provided in your letter and summarized above, it has been determined that an O&M Plan is not
required for dewatering activity associated with the potential below water table mining activity in the area identified as
O N South at the Marston Facility This determination does not alleviate the Unimin Corporation from complying with all
other conditions of its coverage under the NCG020000 General Permit or any other local, state and/or federal regulations
that may apply

As per telephone discussions between you and Jeff Ferguson of Unimin, and per a
recent mine pLrnut expansion for Unirnm's Marston Mine Permit No 77-06 approved
March 27, 2012, the following stipulation was discussed and included by Ashley Rodgers,
Assistant Mining Specialist with the Division of Land Quality, to help alleviate any concerns
of effects on the Mill Cteek wetland area resulting from mining below the water table
Stipulation 4H of the mining permit indicates that Unimin must provide a copy of an O&M
Plan approved by the Division of Water Quality (DWQ) or providc proof that DWQ has
determtned that an O&M Plan is not needed
Work has been undertaken to determine if plans for mining below the water table at
the Maiston, NC plant will lower the water table in the Mill Creek Wetland area Currently,
there, is no mining below water level but future plans state, that some of this sand on the
O N South property could be mtncd in the future
The watet table depression was modeled using the Lateral Effect Software Version
2 5 ftom the, Soil and Watei Management Group at NC State University This piograun takes
inputs of several hydrologic variables and reports the amount of lowering in the water table
that can be expected at the sltc 17hc, following parameters were. input into the Lateial Effect
software Depth to Watet in Pit, Depth to Restrictivc. Layer, Diainablc Porosity, and
Hydtauhc Conductivity
Diainablc Porosity (Specific Yield) was determined from average values for sand
deposits i he deposit at Marston is a sand with a median 91zc, of 50 mesh l lils s17e sand has
a drainable porosity in the range of 0 15 to 0 32 with an avetagc, of 0 26 The value of 0 26
was used in these calculations Hydi auhc conductivity of sand was also input into the Lateral
Effect program Thus number was estimated from data on values of hydraulic conductivity

for sand deposits These valuc,s can range from a high of approximately 10 m/d to a low of
0 1 m/d The worst case value of 10 m/d was used in the program
fioi this model it was also assumed that the maximum amount of below water table
sand that is seen at the Marston site, 50 feet, will be in place in this area However, according
to hydrology studies, mine planning will mine less than 15 feet of below water table sand
Also, the depth to the water table in the pit was assumed conservatively at 5 fLLt, following
the practice of ]caving a few feet of sand above water elLvation in the mine to maintain a dry
bottom in the pit
Current nine plans indicate that the closest below water table mining to the wetlands
would occur 1500 feet south of the wetlands area Using this information in the, SKAGGS
program, the, lateral effect of the dewatering would occur within 535 feet of the below water
table mining activity Tlus means that therem would bL a distance, of 965 feet between the
wetlands and the. affected area of the water table
Attached to this letter is the results sheet from the LateLal Effect program as well as
an AutoCAD map of the Marston site showing the 535 foot offset from the below water
table mining area which occurs 965 feet from the Mill Creek Wetland area Also, the
minimum below water table mining at 1500 feet away from the wetlands can be seen
As scan by the results utiliving the most conservative values in all parameters, there,
can be no possible impact on the wetland area Assuming an absolute worst case scenario
utilizing a drainable porosity of 015, the SKr1GGS program models the mining area as
affecting a maximum of 705 feet away from the location of mining, keeping it 795 feet away
from the .Mill Creek Wetland area

is reissued pursuant to the requirements of North Carolina General Statute 143-215 1 and the Memorandum of
Agreement between the state of North Carolina and the U S Environmental Protection Agency, dated October 15,

• Section B — Revised provisions require that stormwater discharges be sampled twice per year (instead of
annually), and that the sampling results be compared to new benchmark values (The previous cut-off
concentrations have been removed)
• Section B — Revised provisions require the permittee to execute Tier One, Tier Two & Tier Three
response actions, based on the first benchmark exceedence (Tier One) and the second consecutive
benchmark exceedence (Tier Two) Tier Two requires that the permittee institute monthly monitoring
(reported to the appropriate Regional Offices) instead of twice -per -year monitoring Monthly monitoring
shall be done until three consecutive monitoring events show no benchmark exceedences
• Section B — This part contains a new provision that four exceedences of any benchmark will trigger
increased DWQ involvement in the permittee's stormwater management and control actions DWQ may
direct the permittee to apply for an individual permit, institute specific monitoring, or may direct the
implementation or installation of specific stormwater control measures
• Section B — The definition of "Representative Storm Event" (RSE) now allows 48 hours (instead of 72
hours) of little or no precipitation to precede an RSE
• Section B — Stormwater discharges from a basin designed to contain the 10-year storm must now be
monitored
• Sections B & C -- Failure to monitor according to permit terms triggers monthly monitoring for the
remainder of the permit
• Section C — Analytical monitoring for Total Petroleum Hydrocarbons (TPH) has replaced the Oil & Grease
parameter in the previous permit
• Section D — Qualitative monitoring must now be conducted during the same representative storm event
as the analytical monitoring
• Section D — The permittee is required to keep a written record of his response to problems identified by
his qualitative monitoring observations
• Section D — If the permittee fails to respond effectively to problems identified by qualitative monitoring, the
permittee may be required by DWQ to perform corrective action
• Section D — Qualitative ROS Representative Outfall Status may be granted for qualitative monitoring for
some Stormwater Discharge Outfalls (SDOs)
• Section D — If mines do not respond to problems seen in visual monitoring, DWQ may now require that
mines change the monitoring frequency, apply for an individual permit, implement in -stream monitoring,
install or modify structural stormwater controls, or implement other controls
• Sections B, C, & D — Inability to sample due to adverse weather must be reported in the SPPP and
recorded in the Annual Summary DMR
• Section E — A lower TSS Wastewater limit for PNA waters is included in the permit
• Section E — All mining operations are now required to monitor TSS in wastewater effluent discharges (not
only industrial sand mines) However, TSS limits only apply to industrial sand mining operations
• Section E — Turbidity limits on effluent discharges have been removed, however, turbidity standards still
apply in the receiving waters
• Section E — Approval of a Pumping O&M Plan may be required prior to coverage (for sites with
dewatering activities that have the potential to drain wetlands or other surface waters)
• Section E — ATC Requirements have been changed for clarity These requirements are now outlined for
Mine Dewatering Wastewater, Process Wastewater, Overflow From Non -Closed -Loop Process Recycle
Wastewater Systems, and Overflow From A Closed -Loop Process Recycle (CLPR)
• Section E —Monitoring for Fecal coliforms in discharges to SA waters has been clarified Fecal coliform
monitoring is now required for all process and mine dewaterin4 wastewater discharges to SA waters
Part IV
• Section E — Items 1 and 2 require submittal of a new reporting form the Annual Summary DMR This
annual summary of the anal ical monitoring results should be submitted to the DWO Central Office by
March 1 of each year
• Section E — Exceedences and violations must be sent to the appropriate DWQ Regional Office within 30
days of receipt from the lab

Inspection Summary
Inspection conducted with the assistance of Mr Joe Howell, Plant Superintendent Facility is a sand mining operation that
supplies material to a variety of Industries Including glass, fiberglass, ceramic and others A copy of the current certificate
of coverage and NCG020000 general permit was onslte at the time of Inspection As required by the NCG020000 general
permit, facility utilizes Best Management Practices (BMPs) to reduce and/or eliminate stormwater contamination These
BMPs include the maintenance of a vegetated berm around the perimeter of active as well as inactive mining areas,
providing secondary containment around all bulk storage of liquid materials and a truck wash area The plant supervisor
conducts visual Inspections of the perimeter berms along with other facility operations on a daily basis Due to the
presence of the perimeter berms and the layout of the mine, all stormwater and process wastewater drains internally to
one of several detention ponds located throughout the plant This water is then recycled and reused as part of the
facility's operations The site has no discernible discharge point, but to satisfy the monitoring requirements of the general
permit, Mr Howell completes a discharge monitoring farm each month Indicating that there has been no discharge

blowdown discharges, groundwater remediation, sand dredging operations, seafood and freshwater fish
packing and rinsing and fish farms, and stormwater discharges These general permits have been taken to
public notice and issued in accordance with the North Carolina Administrative Code (15A NCAC 2H
0100) and the Memorandum of Agreement between EPA and the state
Typically, an application for coverage under these general permits consists of completion of the
Notice of Intent (NOI) application form and submittal of the form with the appropriate application fee

the lack of water in this vicinity and the need for large volumes in
