Notwithstanding any contrary provisions in the General Permit, all discharges of stormwater, including stormwater which comes into direct contact with or results from the production or use of any raw material, intermediate product, finished product, byproduct, or waste product are authorized which comply with the stormwater pollution management requirements, monitoring requirements, reporting requirements, and other conditions set forth in Part I, Part 11 A - D, Part IV, Part V, Part VI, and Part VII of General Permit No. NCG240000. In accordance with the provisions of Session Law 2012-200, the process wastewater management requirements do not apply to the composting discharges from this Type I facility, and all composting operation discharges are authorized when the facility complies only with the stormwater provisions of the General Permit. To the extent any provisions may be read to impose the process wastewater standards in the General Permit to discharges from the permittee's facility, the provisions are suspended and do not apply. I want to ask you more about the return of your permit application currently pending in the Stormwater Permitting Program of the Division of Energy, Mineral and Land Resources. (We have a new division name since you originally submitted the application to the Division of Water Quality.) I'd like to be sure that you still want us to return your permit application for the Brunswick County compost facility in Bolivia. • We originally received your application for stormwater permit coverage under the General Permit NCG24 in June 2012. i delayed action on your application at that time because of ongoing legal questions about the proper NPDES permitting of Type 1 composting facilities. • Later we received your August 21, 2013 letter requesting that we return your permit application without processing it. Your letter reports that it is your understanding that Session Law 2012-200 provides that Type 1 facilities are not required to obtain coverage under NCG24. • For your background information, we believe that the legal questions were subsequently resolved, and we are now proceeding to issue permit coverage under NCG24 to other Type 1 applicants. As per your request in August 2013, we intend to return your application unprocessed on Monday, April 14, 2014. It is our view that we have no ability to process your application once you tell us that you wish to withdraw it. If you ask for it back, we must comply with your request. • However, please note that we do not concur with the conclusion that Session Caw 2012-200 absolves Type 1 compost facilities from obtaining coverage under the federal NPDES stormwater permitting program. I'll be glad to go over our reading of the Session Caw and the federal rule, and discuss with you these points: • Although we understand that the title of the law is not binding, we believe the intent of the North Carolina law is accurately captured in the title, "AN ACT TO AMEND CERTAIN ENVIRONMENTAL AND NATURAL RESOURCES LAWS TO.... (5)PROVIDE THAT TYPE 1 SOLID WASTE COMPOST FACILITIES ARE NOT REQUIRED TO OBTAIN A NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR DISCHARGE OF PROCESS WASTEWATER BASED SOLELY ON THE DISCHARGE OF STORMWATER THAT HAS COME INTO CONTACT WITH FEEDSTOCK, INTERMEDIATE PRODUCT OR FINAL PRODUCT AT THE FACILITY..." I have highlighted 'Type 1' and 'permit for discharge of process wastewater' to emphasize two key limitations on the scope of the law. Our General Permit NCG24 is intended to regulate both wastewater discharges and stormwater discharges from all Types of compost facilities. We seethe Session Law as establishing that for Type 1 facilities (only), a federal NPDES process wastewater discharge permit cannot be required under most circumstances (as opposed to an NPDES stormwater discharge permit). To our understanding, that still leaves discharges from Type 1 facilities to be regulated under an NPDES stormwater discharge permit, and as per federal regulations. • Further on, Session Law 2012-200 provides that General Statute 143-214.7(b) is rewritten pretty much to mimic the title. See Part V of the Session Law: it says, "A Type 1 solid waste compost facility shall not be required to obtain a National Pollutant Discharge Elimination System (NPDES) permit for discharge of process wastewater based solely on the discharge of stormwater that has come into contact with feedstock, intermediate product, or final product at the l facility...." Again, emphasizing the highlighted portions, we think the wording of the law means that we cannot require an NPDES process wastewater permit for Type 1 facilities. We interpret the specific use of the narrower `process wastewater' in the Session Law as intentionally limiting the scope of the law, and to leave in place the federal NPDES requirement to permit stormwater discharges at Type 1 facilities. • Our program complies with the Session Law by not requiring an NPDES permit for the discharge of process wastewater at Type 1 facilities, consistent with the specific limitations on the scope included in the text of the Session Law. However, we still require a federal NPDES permit for the discharge of stormwater. Prior to October 1, 1994, the Administrator or the State (in the case of a permit program approved under this section) shall not require a permit under this section for discharges composed entirely of stormwater. (2) Exceptions Paragraph (1) shall not apply with respect to the following stormwater discharges: (A) A discharge with respect to which a permit has been issued under this section before February 4, 1987. (B) A discharge associated with industrial activity. (C) A discharge from a municipal separate storm sewer system serving a population of 250,000 or more. Q A discharge from a municipal separate storm sewer system serving a population of 100,000 or more but less than 250,000. (E) A discharge for which the Administrator or the State, as the case may be, determines that the stormwater discharge contributes to a violation of a water quality standard or is a significant contributor of pollutants to waters of the United States. (3) Permit requirements (A) Industrial discharges Permits for discharges associated with industrial activity shall meet all applicable provisions of this section and section 1311 of this title. (8) Municipal discharge Permits for discharges from municipal storm sewers— (1) may be issued on 'a system= or jurisdiction -wide basis; (li) shall include a requirement to effectively prohibit non-stormwater discharges into the storm sewers; and (III) shall require controls to reduce the discharge of pollutants to the maximum extent practicable, including management practices, control techniques and system, design and engineering methods, and such other provisions as the Administrator or the State determines appropriate for the control of such pollutants. (4) Permit application requirements (A) Industrial and large municipal discharges Not later than 2 years after February 4, 1987, the Administrator small establish regulations setting forth the permit application requirements for stormwater discharges described in paragraphs (2)(B) and (2)(C). Applications for permits for such discharges shall be filed no later than 3 years after February 4, 1987. Not later than 4 years after February 4, 1987, the Administrator or the State, as the case may be, shall issue or deny each such permit. Any such permit shall provide for compliance as expeditiously'as practicable, but in no event later than 3 years after the date of issuance of such permit. There is a sewer system at the new hospital that would be less than on mile from the site but would require acquisition of easements from three property owners to get to the pump station. Section 2.1.13 prohibits the discharge of stormwater into the County Sewer System unless specifically authorized by the Public utilities Director. For us to evaluate whether to allow the discharge, we mould additional information such as amount of flow, potential constituents, and pretreatment measures. The facility was originally permitted on August 6, 2004 as described in Supplement No. 5 to the Brunswick County Municipal Solid Waste Landfill Transition Plan. DWM has requested that this permit renewal document be prepared as a stand-alone report. This report, as such, incorporates the original siting* design requirements, application requirements, and operational requirements as presented in Supplement No. 5 and provides updated information. Based upon the type and volume of material received at the compost facility, it is classified as a Large Type facility. The Compost Facility is located in the same general area as the closed municipal solid waste landfill (MSWLF), construction and demolition debris landfill (CDLF), and landclearing and inert debris (LCID) landfill, and is not located over a closed -out disposal area. The Compost Facility primarily accepts yard wastes consisting of grass. tree limbs. stumps. and untreated wood (including pallets). Brunswick County. North Carolina I October 2009 Stolid Waste Compost Facility LIl General Provisions The Brunswick County landfill site is located near the intersection of US Highway 17 and Galloway Road (SR 1401), near Supply, North Carolina. The Compost Facility is located to the south of the active CDLF and the closed MSWLF. The Compost Facility consists of a storage pile for new yard waste, and windrows for clean mulched wastes. All material is stored directly on the -round. The only material accepted at the Compost Facility is yard waste. Yard wastes are defined as leaves, grass, tree limbs. stumps, logs and pallets (untreated wood). Based on this information the Compost Facility is classified as a Type I facility, as Type 1 facilities may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste or any combination thereof. Historical data is available for the quantity of compost material that has been disposed of at the Compost Facility. Large facilities are those that receive 1,000 cubic yards or more of material for composting per quarter or occupy two acres or more of land, except that a Large Type 1 facility shall process or store more than 6,000 cubic yards of material per quarter. Brunswick County, North Carolina 2 October 2009 Solid Waste Compost Facility 2.0 Sitint► / Design Requirements 2.1 Floodplains The floodplain hazard boundary (100-year floodplain) data taken from NCFloodrnaps.org FFAMA Firm Panel #372021200W became effective June 2. 2006. The permit for the compost facility was issued in 2004. The waste disposal area was not located in the floodplain area according to the previous map (FIRM Panel 225 of 395, dated May 15. 1986). The new map indicates the flood hazard boundary encompassing a large portion of the compost facility. The site is located outside of the tloodway, so it does not restrict the flow of the 100-year flood. It will reduce the temporary capacity of the floodplain. Yard debris has historically been placed at this site for over ten years and numerous hulricanes have impacted the site. Based on historical evidence, a washout of solid waste has not been known to pose a hazard to human life, wildlife, land or water resources. 2.2 Buffer Requirements The limits of the Compost Facility maintain a 50-foot buffer from all property lines, a 200-foot buffer From residences and dwellings not owned and occupied by Brunswick County, a 100-foot buffer from wells (except monitoring wells). and a 50-Foot buffer from perennial streams/rivers (Beaver Dam Swamp and Middle Diver Swamp). Also, a 25-foot distance is maintained between the compost area and swales and berms in order to provide adequate access for fire fighting equipment. 2.3 Surface Water Requirements The operation of the Compost Facility does not cause a discharge of materials or till materials into waters or wetlands of the State and it does not cause a discharge of pollutants into waters of the State that is in violation of the requirements of the National Pollutant Discharge Elimination System (NPDES), under Section 402 of the Clean Water Act. Operation of the facility does not cause non -point source pollution of water of the State that violates water quality standards. Consideration of these surface water requirements should be observed during operations at the Compost Facility. In response to the NOV issued as a result of the March 5, 2009 audit, compost windrows have been relocated to maintain a 20-foot buffer from water ponding in an abandoned borrow pit. 2.4 Groundwater Requirements The Compost Facility does not have a pact, as is acceptable for Type I facilities. Portions of the site used for waste receipt and storage, active composting. and curing shall have a soil texture finer than loamy sand and the depth of any operations to the seasonal high water table shall be maintained at a minimum of 12-inches. If the soil at the site does not meet this requirement, appropriate material should be applied at the site. Groundwater level data has been collected bi-annually (March and September) at several monitoring wells at the landfill. The groundwater level data for the well closest to the Compost Facility (MW-7R) indicates a seasonal high water level of 10.06-feet. The monitoring well is located upstream of the Compost Facility. In order to maintain a one foot separation from the high water level, the minimum depth of operations shall be 11.06-feet. Caution should be taken to not encroach on this mininunn depth. Groundwater level data is in contained in Appendix A. Brunswick County. North Camlina 3 Ocloher 2009 Solid Waste Compost Facility 3.0 Application Requirements 3.1 Zoning Requirements The area where the Compost Facility is located is zoned for Heavy Manufacturing. The CDLF and LCID landfill facilities are permissible uses in areas zoned for Heavy Manufacturing. The landfill facility is allowed for under the Special Exceptions Permissible by The Planning Board. On December 1, 2003, the language in the zoning regulations Section 4.9 H-M Heavy Manufacturing was revised to include `'wood waste grindingoperations" that the Compost Facility performs under the Special Exceptions Permissible by Board of Adjustment. 3.2 Type. Quantity, and Source of Waste The only material currently accepted at the Compost Facility is yard waste however; the County may accept all materials allowed under a Large Type I Facility permit. The Compost Facility may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste (including pallets) or any combination thereof. The material is generally received from various sources within Brunswick County. No waste is received from outside of the County. The Compost Facility receives approximately 31,463 cubic yards of waste annually, or 7,866 cubic yards of waste quarterly 3.3 Responsible Individuals The Compost Facility is owned and operated by Brunswick County. On days when weather conditions prevent composting operations, incoming yard waste will be stockpiled until weather conditions improve. Incoming material to be stockpiled will be transported to the storage pile by all weather access roads. 3.5 Noise, Vectors, Air borne Particulates and Odors Brunswick COLUAV. !North Carolina 4 October 2009 Solid Waste Compost Facility The Compost Facility is designed and operated to minimize fugitive emissions and odors. Appropriate buffers ut'e n3aintained which prevent the migration of noise and odors to off -site locations. Historical operations at the site have not resulted in problems with these items. If there ar'e any problems with vectors, airborne particulate or odors in the t'uturc, using additives in the composting process should be evaluated. Also vectors and odors can be controlled by turning the piles and windrows frequently, preventing puddles and standing water to form, and keeping the storage piles contained and dry. 3.6 Finished Compost The price for the mulch is based on the size of the truck being; used. The County does not charge for trucks that are a single -axle dump truck or smaller. For trucks that are larger than a single -axle dump truck a fee of $25.00 per ton is charged. Non-compostable solid waste and unacceptable compost shall be disposed in a solid waste management facility permitted to receive the particular type of waste. 3.7 Process Flow All delivering vehicles stop at the scale house for security check -in, identification and to be weighed. The compost material shall be segregated from the waste stream by the County staff at the scale house. The County staff performs a visual inspection of the material to confirm that it is appropriate yard waste. A tipping fee of $22.50 per ton is charged for the disposal of the material to be composted at the landfill site. There are different fees for material disposed of at the County convenience sites. Once vehicles delivering the compost material have been weighed, they shall proceed to the Compost Facility by following signs posted along the access road. After the wastes have been unloaded, all vehicles larger than a single -axle dump truck shall be weighed again at the entrance such that the net weigTht of loads can be recorded. A second approach to weighing the debris is to utilize certified empty vehicle weights and the aetttal incoming weight to establish the weight of the material. The material shall be placed at the storage pile for new vard waste. The County does not directly man this unloading area. The County uses a backhoe to turn the pile and keep the pile contained in one area. The compost material in the pile generally accumulates for up to six months. The County has a private contractor under contract to periodically mulch the yard waste. Typically. the yard waste is mulched two to three times a year. The contractor uscs a grinder with a magnetic separator to collect nails and other metals and other mechanical equipment to grind the material and create the windrows. All equipment used for the mulching is the responsibility of the contractor. The windrows are generally no longer than 100-yards. The windrows of mulched material are turned periodically using power equipment to aerate the windrows. The mulch is stored until the finished compost is removed. and the County helps to load the finished compost if needed. 3.8 Process Duration Stability of the compost material can be obtained in about 21-28 days but can require up to 60 days in order to produce the desired quality. Visual inspection and temperature measurements will provide needed evaluation of the compost status. 3.9 Temperature Monitoring Brunswick County. North Carolina 5 October 2009 Solid Waste Compost Facility The temperature of all compost material shall be monitored sufficiently to ensure that the pathogen criteria are met. Compost managed at the required temperatures will favor destruction of pathogens. The compost process at Type l facilities shall be maintained at or above 55' Celsius ( l 31 ° Fahrenheit) for three (3) days and aerated to maintain elevated temperatures. The date, temperature, temperature of the compost, and the location and depth that the measurement was taken from should be recorded. 3.10 Method of Aeration The compost is aerated by turning the mulch with power equipment. The County hires a private contractor to periodically mulch the yard waste. Typically, the yard waste is mulched two to three times a year. The windrows of mulched material are turned periodically using power equipment, to aerate the windrows, thus promoting the compost process. The process must be carried out under specific temperature conditions as detailed herein. To further promote the composting process, windrows should have a base to height ratio of 2:1. The windrows shall be aligned at the site in a direction that will allow surface water to drain from within the windrows. Brunswick County, North Carolina 6 October 2009 Solid Waste Compost Facility 4.0 Operational Keguirements 4.1 Quality Assurance Plan A quality assurance plan should be followed in order to ensure that the compost material disposed of at the facility along with the final mulch product is in accordance with the applicable State regulations. 4.1. l Waste Inspections • All incoming material will be visually inspected at the scale house to check that the material is acceptable compost material. • if unacceptable material is found in a found while still on the truck, the truck will not be allowed to dump at the site. • If unacceptable material is found after .the truck has dumped, the observer shall follow the procedures outlined in section 42.4 of this report. • Temperature monitoring of the mulch shall be performed as outlined in this report. • Record keeping procedures should be performed as outlined in this report. These items should be performed on a regular basis, and periodically personnel should perform a review to make certain that these tasks are being performed. 4.1.2 Testing, sampling, and analysis There are no testing requirements for Type l facilities, expect temperature monitoring. Temperature monitoring shall be performed for three consecutive days each month (at the beginning of the month) to ensure that the temperature of the compost is at or above 55 degrees Celsius ( 13 1 degrees Fahrenheit) and therefore being aerated enough. 4.1.3 Record Keeping All facility owners or operators shall record and maintain records for a minimum of five years. Records shall be available for inspection by Division personnel during normal business hours and shall be sent to the Division upon request. The information that shall be recorded and maintained is as follows: • Daily operational records, including at a minimum, temperature data, (length of composting period) and quantity of material processed. • The quantity, type and source of waste received. • The quantity and type of waste processed into compost. • The quantity and type of compost removed for use or disposal, and the market of permitted disposal facility. 4.1.4 Annual Reporting An annual report shall be submitted to the Division by August 1 of each year. The annual report shall contain: • The facility name, address and permit number. Brunswick County. North Carolina 7 October 009 Solid Waste Compost Facility • The total quantity of tons, with sludge expressed in dry weight, and type of waste received at the facility during the year, including tons of waste received from local governments of origin. • The total quantity of tons, with sludge expressed in dry weight, and type of waste processed into compost during the year. • The total quantity in, tons and type of compost produced at the facility during the year. • The total quantity in tons and type of compost removed for use or disposal from the facility, along with a general description of the market use, during the year covered by the report. • Monthly temperature monitoring data. Yearly totals of solid waste received and composted shall be reported back to the local government of origin for annual recycling reporting. 4.2 Contingency Plans 4.2.1 Introduction This section identifies a set of unplanned circumstances that could occur at the Compost Facility. If handled correctly, damage or impacts from these circumstances can be minimized. This plan is intended to be used only as a guideline, and is not intended to be comprehensive instructions on how to specifically handle these situations or to cover all possible emergency conditions that could occur. The plan should be updated as appropriate and after each emergency. 42.2 Fire Control Plan When a fire occurs use the following procedures: Immediately extinguish small fires with fire extinguisher or smother with soil. Appropriate equipment should be available to move soil and smother the fire if necessary. If fire cannot be immediately extinguished, contact fire department at once. 2. Determine location, extent, type, and if possible, cause of fire or explosion. 3. Notify on -site personnel and implement safety and fire control procedures. 4. Notify facility emergency coordinator and/or foreman if the fire cannot be immediately controlled. 5. Notify fire department if necessary. Clearly state: Location of landfill, location of fire or explosion in landfill, extent of fire or explosion, type of fire or explosion, actions now being taken. injuries. 6. Notify Rescue Squad, if necessary. 7. Notify health care facility, if necessary. 8. Notify Sheriff, if necessary. Fire extinguishers shall be located in the operation building and in selected on -site vehicles and equipment. Brunswick County, North Carolina 8 October 2009 Solid Waste Compost Facility 4.2.3 Accident or Injury The following is intended to provide general accident or injury response procedures. This Report is not intended to provide specific medical procedures in the event of an emergency. The County of Brunswick, North Carolina shall be responsible for training all landfill personnel in the appropriate first aid procedure necessary. When an injury occurs: 1. Shut down equipment. 2. Determine extent of injuries. 3. Apply pressure to wound to stop severe bleeding. 4. If victim is not breathing, administer Rescue Breather and/or CPR, if trained. 5. Have someone phone Rescue Squad (91 1) unless injuries are clearly minor. 6. Stay with and keep victim(s) warm. 7. Notify facility emergency coordinator and/or foreman. & Notify Sheriff, if necessary. The Foreman shrill perform the following procedures after ail accident: 1. Perform a complete investigation of the accident and events leading up to the time of the accident. 2. Make a determination as to the cause(s) of the accident. 3. Complete and file the appropriate report forms. 4. Take corrective steps so that the same type of accident will not reoccur. These corrective steps may take the form of repair of faulty equipment, installation of safety equipment, or instruction of personnel in safe operating procedures. 4.2.4 Hazardous or Other Unacceptable Materials In the event that a substance known to be, or suspected of being unacceptable is dumped from any vehicle at the Compost Facility, the following actions should be taken immediately: Actions by tl1L' observer: 1. Immediately report the incident to the site manager and/or foreman. 2. Avoid exposure to the substance in question. 3. Observe where the material was dumped, by whom (with vehicle), how much was dumped, whether the container appears sound or is leaking. 4. Ask the dumper of the suspect load where the material was picked up. 5. Isolate the approximate area of the suspected load before it is mixed with waste from other vehicles. 6. Ask the driver of the vehicle to remain at the dumping point to ensure adequate vehicle identification. Actions by the Forentan: l . Notify the North Carolina Division of Solid Waste Management "Hot Line'" within24 hours of an attempted disposal of any waste the landfill is not permitted to receive. Brunswick County. North Carolina 9 October 2009 Solid Waste Compost Facility ?. Record all pertinent facts regarding the vehicle, where the load was picked up, visible evidence to identify the waste substance, and quantity and composition of substance. 3. Maintain records of costs incurred as a result of the dumping incident. 4. Coordinate removal of the unacceptable waste with proper authorities. 4.3 Operational Requirements 4.3.1 Plan and Permit Requirements A copy of the permit. plans, and operational reports shall be maintained on -site at all times. 4.3.2 Erosion Control Measures The following erosion control measures are used at and around the Compost Facility. The site is presently stabilized. The staff inspects the area a minimum of quarterly for any erosion and after a one ( I) inch rain storm or more. If there is any erosion, the ground is graded and stabilized with seeding. Diversion ditches are checked and cleaned. Temporary Seeding; - Will be installed over disturbed ground when schedules do not permit permanent seeding within the optimum seeding dates. Permanent Seeding - Will be installed within the optimum seeding dates on all disturbed with. in the composting area. II'significant erosion of slope faces occurs before they are adequately stabilized, the damaged slopes shall be repaired and stabilization matting shall be installed. Diversion Ditches — Will be used as needed around the perimeter of the composting facility to prevent storm water run-on. Dust Control — Dust control will be used during dry periods to prevent wind blown erosion, 4.3.3 Surface Water Controls and Leachate Due to the site topography and location of the Compost Facility, surface water run-on during operations is not a concern. Diversion channels should be installed as necessary to carry surface water away from the active Compost Facility area and ensure that a minimum separation of 20' between the Compost Facility and all surface waters is maintained. No leachate is currently generated at the Compost Facility that would require pretreatment. 4.3.4 Access and Security Requirements Access to the facility by all vehicles is via U.S. Highway 17. The access road to the site is of all weather construction and allows for safe and orderly traffic Flow into and out of the Facility. Fencing is provided at the main entrance to discourage vandalism, scavenging, and trespassing when the landfill is not open. Site boundaries should be checked regularly for evidence of unauthorized personnel and vehicle entry. All vehicles entering the disposal area are to stop at the entrance gate for security check -in. identification and to be weighted. An operator is on duty at all times while the landfill is open for public use to assure compliance with Brunswick County. North Carolina I Q October '_009 Solid Waste Compost. Facility operational requirements and to prevent acceptance of unauthorized wastes. The access roads will be maintained to provide access during inclement weather. 4.3.5 Acceptable Wastes The Compost Facility currently accepts yard wastes consisting of grass, tree limbs, stumps, and untreated wood. Neither hazardous waste nor asbestos containing waste shall be accepted at the facility. Type I facilities per 15A NCAC 13B .1402 may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste or any combination thereof. Pallets constructed of untreated and unpainted may be received at the compost facility. Pallets must be clean with no trash or banding material mixed in. 4.3.6 Safety Requirements Open burning of solid waste is prohibited. The fire control plan as outlined in Section 3 should be followed in the case of an emergency. All personnel working at the Compost Facility should be familiar with the contingency plan contained in this report. Employees will also be reui red to familiarize themselves with the permit. operations manual, design plans and other pertinent documents. As the employee training is an ongoing process employees will be offered, as available, classes to both increase their skill levels and polish their existing skills, New employees assigned to the composting facility will receive training as indicated above as soon as practical. 4.3,6.1 Composting: Site Safety Plan The following requirements and restrictions apply to all personnel conducting activities at the composting facility, including: all vendors. consultants. contractors or visitors: • must meet OSHA A health and safety requirements, • are responsible forammplying with all applicable regulations (i.e. OSHA, 5tateOSHA) foremploying safe operating procedures while performing their duties, • copies of all appropriate training and medical records must be maintained at the site for all site personnel, • all field personnel must be familiar with the specific characteristics of the site; i.e., site Chain -of - Command. communications, site access. nearest water source, routes and procedures to be used during emergencies. • any personnel using prescription or non-prescription drugs shall first notify their Supervisor to determine whether or not work activities will pose a hazard. • site personnel shall not undertake any activity which would be considered a confined space entry without first receiving training in the proper procedures, • anyareas to be targeted forexcavation must first be cleared orotherwise investigated forundeqtpund Brunswick County, North Carolina I I October 2009 Solid Waste Compost Facility utilities: this information must be documented in the operations tile. • activities shall not be conducted within a minimum 20-foot radius of overheard power lines (high voltage lines require greater clearance) without prior knowledge and approval of the Supervisor, • all material transportldisposal equipment and other machinery with exposed moving parts shall be equipped with an operational emergency stop device, • only after -market equipment which has been approved by the manufacturer for use in conjunction with equipment shall be used on -site, • all non -essential personnel must maintain a minimum 25-foot distance from all operating equiptrtent, 4.3.7 Sign Requirements A sign is posted at the facility entrance showing an emergency contact name and number, the permit number, what wastes are acceptable for disposal, unloading procedures, facility hours, and the permit number. Signs are also posted to promote an orderly traffic pattern. Signs shall be posted that state that no hazardous waste, asbestos containing waste, or medical waste can be received at the Compost Facility. 4.3.8 Monitorin1 Requirements The temperature of all compost will be monitored on a monthly basis. 4.3.9 Daily Operations • County personnel will visually inspect incoming loads for the unacceptable material. • Incoming acceptable (yard waste) material will be stockpiled in the designated area. • The stock pile for the new yard waste managed daily. The County uses a backhoe to adjust the pile and keep the pile contained in one area. • County personnel will perform general cleanup of site. • County personnel will record the type, quantity, and source of all incoming material. 4.3.10 Weekly Operations • County personnel will inspect site for erosion. Any erosion to the composting area will be repaired as needed, in accordance with section 4.3.2. • Cuunty will visually inspect stock piles and composting windrows to ensure that there is no standing water or possible vectors in or around the piles. 1.3. l 1 General Process Operations • New yard waste material shall be placed on the stock pile in the area designated for new yard waste. The County uses a backhoe to adjust the piles and keep the piles contained in one area. The material to be composted generally accumulates for up to six months, the maximum pile size is l2' tall and 25' wide. Several piles may accumulate in the designated area. Brunswick County. North Carolina 12 October 2009 Solid Waste Compost Facility The County hires a private contractor to periodically grind the yard waste. Typically, the yard waste is ground two to three times a year. The contractor uses a grinder and other mechanical equipment to grind the material and create windrows. All equipment used for the grinding is the responsibility of the private contractor. Pallets may be ground with yard waste. Grinding equipment shall have the capability of separating metals for processing pallets. The wi ndrows are generally less than l UU-yards long. They are approximately 20-25 feet wide at the bottom, 10 feet high, and have 2 to l side slopes. The windrows of composting; material are aerated monthly using an excavator. The material in the windrows shall be completely turned by lifting the composting material with the excavator and allowing it to cascade back to the pile, in a manner that ensures the entire the windrow is completely turned and aerated. After the material is completely composted, the finished product (compost) is sold. The County will help load the finished product (compost), if requested. Bntnswick County, North Carolina 13 October 2W) Solid Waste Compost Facility 5.0 Classification and Distribution 5.1 Classification Solid waste compost is ;generally either classified as Grade A or Grade B based on three criteria: manmade inerts %, pathogen reduction, and metal concentration. However, the classification system does not apply for Type 1 facilities. 5.2 Distribution Mulch that is produced at a Type 1 facility and that contains minimal pathogenic organisms, is free from offensive odor, and contains no sharp particles that would cause injury to persons handling the compost, shall have unrestricted applications and distributions if directions are provided with the compost product. Man-made inerts shall not exceed l -inch in size. Brunswick County is responsible for meeting any requirements of the North Carolina Department of Agriculture. Fertilizer Section, concerning the distribution of this product. If the County intends to distribute the mulch product, they shall provide instructions to the user on any restrictions on use and recommended safe uses and application rates of the mulch. The following information shall be provided on a label or an information sheet and a copy of the label or information sheet shall be submitted to the Solid Waste Section: recommended uses, application rates, and restrictions on usage. The classification grade does not need to be included for mulch produced at a Type l facility, and Total N only needs to be included for products containing sludge. The County contracted with Simmons and Simmons from November 2001 through June 2009 togrindand screen mulch. Historically, two-thirds of the processed material has been shipped to International Paper or Smurfit Stone Container in Florence. SC for use as boiler fuel. The County generally retains approximately one-third of the fines from the screening process for use as daily landfill cover. The County also distributes a small portion of the material for County projects. Brunswick County. There is a sewer system at the new hospital that would be less than on mile from the site but would require acquisition of easements from three property owners to get to the pump station. Section 2.1.13 prohibits the discharge of stormwater into the County Sewer System unless specifically authorized by the Public utilities Director. For us to evaluate whether to allow the discharge, we would additional information such as amount of flow, potential constituents, and pretreatment measures. The facility was originally permitted on August 6, 2004 as described in Supplement No. 5 to the Brunswick County Municipal Solid Waste Landfill Transition Plan. DWM has requested that this permit renewal document be prepared as a stand-alone report. This report. as such, incorporates the original siting design requirements, application requirements, and operational requirements as presented in Supplement No. 5 and provides updated information. Based upon the type and volume of material received at the compost facility, it is classified as a Large Type I facility. The Compost Facility is located in the same general area as the closed municipal solid waste landfill (MSWLF). construction and demolition debris landfill (CDLF), and land clearing and inert debris (LCID) landfill, and is not located over a closed -out disposal area. The Compost Facility primarily accepts yard wastes consisting of grass, tree limbs, stumps, and untreated wood (including pullets). Brunswick County. North Carolina I October 2009 Solid Waste Compost Facility 1.0 General Provisions The Brunswick County landfill site is located near the intersection of US Highway 17 and Galloway Road (SR 1401), near Supply, Forth Carolina. The Compost Facility is located to the south of the active CDLF and the closed MSWLF. The Compost Facility consists of a storage pile for new yard waste, and windrows for clean mulched wastes. All material is stored directly on the ground. The only material accepted at the Compost Facility is yard waste. Yard wastes are defined as leaves, grass, tree limbs, stumps, logs and pallets (untreated wood). Based on this information the Compost Facility is classified as a Type I facility, as Type ] facilities may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste or any combination thereof. Historical data is available for the quantity of compost material that has been disposed of at the Compost Facility. Based on this data. the Compost Facility receives approximately 31,463 cubic yards of waste annually, or 7,866 cubic yards of waste quarterly. The Compost Facility occupies approximately six acres. Large facilities are those that receive 1.000 cubic yards or more of material for composting per quarter or occupy two acres or more of land. except that a Large Type I facility shall process or store more than 6,000 cubic yards of material per quarter. Based on this information the Compost Facility is classified as a Large Type 1 Facility. Brunswick County, North Carolina Z October 2009 Solid Waste Compost Facility 2.0 Sitinu / Design Requirements 7.1 Floodplains The floodplain hazard boundary (100-year floodplain) data taken from NCFloodmaps.org FEMA Firm Panel #3720212000J became effective June 2. 2006. The permit for the compost facility was issued in 2004. The waste disposal area was not located in the floodplain area according to the previous map (FIRM Panel 225 of 395, dated May 15, 1986). The new map indicates the flood hazard boundary encompassing a large portion of the compost facility. The site is located outsideof the floodway, so it does not restrict the flow of the 100-year flood. It will reduce the temporary capacity of the floodplain. Yard debris has historically been placed at this site for over ten years and numerous hurricanes have impacted the site. Based on historical evidence, a washout of solid waste has txtt been known to pose a hazard to human life, wildlife, land or water resources. 2.2 Buffer Requirements The limits of the Compost Facility maintain a 50-foot buffer from all property lines, a 200-foot buffer from residences and dwellings not owned and occupied by Brunswick County. a 100-foot buffer from wells (except monitoring; wells), and a 50-foot buffer from perennial streams/rivers (Beaver Dam Swamp and Middle River Swamp). Also, a 25-foot distance is maintained between the compost area and swales and berms in order to provide adequate access for fire fighting equipment. 2.3 Surface Water Requirements The operation of the Compost Facility does not cause a discharge of materials or fill materials into waters or wetlands of the State and it does not cause a discharge of pollutants into waters of the State that is in violation of the requirements of the National Pollutant Discharge Elimination System (NPDES), under Section 402 of the Clean Water Act. Operation of the facility does not cause non -point source pollution of water of the State that violates water quality standards. Consideration of these surface water requirements should be observed during operations at the Compost Facility. In response to the NOV issued as a result of the March 5, 2009 audit, compost windrows have been relocated to maintain a 20-foot buffer from water ponding in an abandoned borrow pit. 2.4 Groundwater Requirements The Compost Facility does not have a pad, as is acceptable for Type 1 facilities. Portions of the site used for waste receipt and storage, active composting, and curing shall have a soil texture finer than loamy sand and the depth of any operations to the seasonal high water table shall be maintained at a minimum of 12-inches. If the soil at the site does not meet this requirement. appropriate material should be applied Lit the site. Groundwater level data has been collected bi-annually (March and September) at several monitoring wells at the landfill. The groundwater level data for the well closest to the Compost Facility (MW-7R) indicates a seasonal high water level of 10.06-feet. The monitoring well is located upstream of the Compost Facility. In order to maintain a one 1`6ot separation from the high water level, the minimum depth of operations shall be 11.06-Feet. Caution should be taken to not encroach on this minimum depth. North Carolina 3 October 2009 Solid Waste Compost Facility 3.0 Application Re uirements 3.1 Zoning Requirements The area where the Compost Facility is located is zoned for Heavy Manufacturing. The CDLF and LClD landfill facilities are permissible uses in areas zoned for Heavy Manufacturing. The landfill facility is allowed for under the Special Exceptions Permissible by The Planning Board. On December 1.2003, the language in the zoning regulations Section 4.9 H-M Heavy Manufacturing was revised to include "wood waste grinding operations" that the Compost Facility performs under the Special Exceptions Permissible by Board of Adjustment. 3.2 Type, Quantity, and Source of Waste The only material currently accepted at the Compost Facility is yard waste however; the County may accept all materials allowed under a Large Type 1 Facility permit. The Compost Facility may receive yard and garden waste, sllvlcultural waste, untreated and unpainted wood waste (including pallets) or any combination thereof. The material is generally received from various sources within Brunswick County. No waste is received from outside of the County. The Compost Facility receives approximately 31.463 cubic yards of waste annually, or 7.866 cubic yards of waste quarterly 3.3 Responsible Individuals The Compost Facility is owned and operated by Brunswick County. On days when weather conditions prevent composting operations. incoming yard waste will be stockpiled until weather conditions improve. Incoming material to be stockpiled will be transported to the storage pile by all weather access roads. 3.5 Noise, Vectors. Air borne Particulates and Odors Brunswick County, North Carolina 4 October 2009 Solid Waste Compost facility The Compost Facility is designed and operated to minimize fugitive emissions and oclors. Appropriate buffers are maintained which prevent the migration of noise and odors to off -site locations. Historical operations at the site have not resulted in problems with these items. If there are any problems with vectors, airborne particulate or odors in the future, using additives in the composting process should be evaluated. Also vectors and odors can be controlled by turning the piles and windrows frequently, preventing puddles and standing water to form, and keeping the storage piles contained and dry. 3.6 Finished Compost The price for the mulch is based on the size of the truck being used. The County does not charge for trucks that are a single -axle dump truck or smaller. For trucks that are larger than a single -axle dump truck a fee of $25,00 per ton is charged. Mon-compostable solid waste and unacceptable compost shall be disposed in a solid waste management facility permitted to receive the particular type of waste. 3.7 Process Flow All delivering vehicles stop at the scale house for security check -in, identification and to be weighed. The compost material shall be segregated from the waste Stream by the County staff at the scale house. The County staff performs a visual inspection of the material to confirm that it is appropriate yard waste. A tipping fee of $22.50 per ton is charged for the disposal of the material to be composted at the landfill site. There are different fees for material disposed of at the County convenience sites. Once vehicles delivering the compost material have been weighed, they shall proceed to the Compost Facility by following signs posted along the access road. After the wastes have been unloaded, all vehicles larger than a single -axle dump truck shall be weighed again at the entrance such that the net weight of loads can be recorded. A second approach to weighing the debris is to utilize certified empty vehicle weights and the actual incoming weight to establish the weight of the material. The material shall be placed at the storage pile for new yard waste. The County does not directly man this unloading area. The County uses a backhoe to turn the pile and keep the pile contained in one area. The compost material in the pile Generally accumulates for up to six months. The County has a private contractor under contract to periodically mulch the yard waste. Typically, the yard waste is mulched two to three times a year. The Contractor uses a grinder with a magnetic separator to collect nails and other metals and other mechanical equipment to grind the material and create the windrows. All equipment used for the mulching is the responsibility of the contractor. The windrows are generally no longer than 100-yards. The windrows of mulched material are turned periodically using power equipment to aerate the windrows, The mulch is stored until the finished compost is removed, and the County helps to load the finished compost if needed. 3.8 Process Duration Stability of the compost material can be obtained in about 21-28 days but can require up to 60 days in order to produce the desired quality. Visual inspection and temperature measurements will provide needed evaluation of the compost status. 3.9 Temperature Monitoring Brunswick County, North Carolina 5 October 2009 Solid Waste Compost Facility The temperature of all compost material shall be monitored sufficiently to ensure that the pathogen criteria are met. Compost managed at the required temperatures will favor destruction of pathogens. The compost process at Type I facilities shall be maintained at or above 55' Celsius ( 13 1 ° Fahrenheit) for three (3) days and aerated to maintain elevated temperatures. The date. temperature, temperature of the compost. and the location and depth that the measurement was taken from should be recorded. 3.10 Method of Aeration The compost is aerated by turning the mulch with power equipment. The County hires a private contractor to periodically mulch the yard waste. Typically, the yard waste is mulched two to three times a year, The windrows of mulched material are turned periodically using power equipment, to aerate the windrows, thus promoting the compost process. The process must be carried out under specific temperature conditions as detailed herein. To further promote the composting process, windrows should have a base to height ratio of 2:1. The windrows shall be aligned at the site in a direction that will allow surface water to drain from within the windrows. Brunswick County. !North Carolina 6 October 2009 Solid Waste Compost Facility 4.0 Operational Requirements 4.1 Quality Assurance Plan A quality assurance plan should be followed in order to ensure that the compost material disposed of at the facility along with the final mulch product is in accordance with the applicable State regulations. 4.1.1 Waste Inspections • All incominu material will be visually inspected at the scale house to check that the material is acceptable compost material. • If unacceptable material is found in a found while still on the truck, the truck will not beallowed to dump at the site. • If unacceptable material is found after the truck has dumped, the observer shall follow the procedures outlined in section 4.2.4 of this report. • Temperature monitoring of the mulch shall be performed as outlined in this report. • Record keeping procedures should be performed as outlined in this report. These items should be performed on a regular basis, and periodically personnel should perform a review to make certain that these tasks are being performed. 4.1.2 Testing, sampling, and analysis There are no testing requirements far Type 1 facilities, expect temperature monitoring. Temperature monitoring shall be performed for three consecutive days each month (at the beginning of the month) to ensure that the temperature of the compost is at or above 55 degrees Celsius (131 degrees Fahrenheit) and therefore being aerated enough. 4.1.3 Record Keeping All facility owners or operators shall record and maintain records for a minimum of Five years. Records shall be available for inspection by Division personnel during normal business hours and shall be sent to the Division upon request. The information that shall be recorded and maintained is as follows; • Daily operational records, including at a minimum, temperature data, (length of composting period) and quantity of material processed. • The quantity, type and source of waste received. • The quantity and type of waste processed into compost. • The quantity and type of compost removed for use or disposal, and the markc t of permitted disposal facility. 4.1.4 Annual Reporting An annual report shall be submitted to the Division by August I of each year. The annual report shall contain: • The facility name, address and permit number. Brunswick County. North Carolina 7 October 2009 Solid Waste Compost Facility • The total quantity of tons, with sludge expressed in dry weight, and type of waste received at the facility during the year, including tons of waste received from local governments of origin. • The total quantity of tons, with sludge expressed in dry weight, and type of waste processed into compost during the year: • The total quantity in tons and type of compost produced at the facility during the year. • The total quantity in tons and type of compost removed for use or disposal from the facility, along with a general description of the market use, during the year covered by the report. • Monthly temperature monitoring data. Yearly totals of solid waste received and composted shall be reported back to the local government of origin for annual recycling reporting. 4 4.2 Contingency Plans 4.2.1 Introduction This section identifies a set of unplanned circumstances that could occur at the Compost Facility. If handled correctly. damage or impacts from these circumstances can be minimized. This plan is intended to be used only as a guideline, and is not intended to .be comprehensive instructions on how to specifically handle these situations or to cover all possible emergency conditions that could occur. The plan should be updated as appropriate and after each emergency. 4.2.2 Fire Control Plan When a fire occurs use the following procedures: Inunediateiy extinguish smallfires with fire extinguisher or smother with soil. Appropriate equipment should be available to move soil and smother the fire if necessary. If fire cannot be immediately extinguished, contact fire department atonce. 2. Detennine location, extent., type, and if possible, cause of lire or explosion. 3. Notify on -site personnel and implement safety and fire control procedures. 4. Notify facility emergency coordinator and/or foreman if the fire cannot be immediately controlled. 5. Notify fire department if necessary. Clearly state: Location of landfill, location of fire or explosion in landfill, extent of fire or explosion, type of fire or explosion, actions now being taken, injuries. 6. Notify Rescue Squad, if necessary. 7. Notify health care facility, if necessary. 8. Notify Sheriff. if necessary. Fire extinguishers shall be located in the operation building and in selected on -site vehicles and equipment. Brunswick County. North Carolina S October 2009 Solid Waste Compost Facility 4.2.3 Accident or Injury The following is intended to provide general accident or injury response procedures. This Report is not intended to provide specific medical procedures in the event of an emergency. TheCountyof Brunswick, North Carolina shall be responsible for training all landfill personnel in the appropriate first aid procedure necessary. When an injur-v occurs: 1. Shut down equipment. 2. Determine extent of injuries. 3. Apply pressure to wound to stop severe bleeding. 4. If victim is not breathing; administer Rescue Breather and/or CPR, if trained. 5. Have someone phone Rescue Squad (91 1) unless injuries are clearly minor. 6. Stay with and keep victirri(s) warm. 7. Notify facility emergency coordinator and/or foreman. Y. Notify Sheriff, if necessary. The Foreman shall perform thefr)llowing proceahrres after an accident: I . Perform a complete investigation of the accident and events leading up to the time of the accident. 2. Make a determination as to the cause(s) of the accident. 3. • Complete and file the appropriate report forms. 4. Take corrective steps so that the same type of accident will not reoccur. These corrective steps may take the form of repair of faulty equipment, installation of safety equipment, or instruction of personnel in safe operating procedures. 42.4 Hazardous or Other Unacceptable Materials In the event that a substance known to be, or suspected of being unacceptable is dumped from any vehicle at the Compost Facility, the following actions should be taken immediately: fictions by the observer: 1. Immediately report the incident to the site manager and/or foreman. 2. Avoid exposure to the substance in question. 3. Observe where the material was dumped. by whom (with vehicle), how much was dumped, whether the container appears sound or is leaking. 4. Ask the dumper of the suspect load where the material was picked up. 5. Isolate the approximate area of the suspected load before it is mixed with waste from other vehicles. 6. Ask the driver of the vehicle to remain at the dumping point to ensure adequate vehicle identification. Actions by the Foreman: I. Notify the North Carolina Division of Solid Waste Management "Hot Line" within 24 hours of an attempted disposal of any waste the landfill is not permitted to receive. Record all pertinent facts regarding the vehicle, where the load was picked up, visible evidence to identify the waste substance, and quantity and composition of substance. 3. Maintain records of costs incurred as a result of the dumping incident. 4. Coordinate removal of the unacceptable waste with proper authorities. 4.3 Operational Requirements 4.3.1 Plan and Permit Requirements A copy of the permit, plans, and operational reports shall be maintained on -site at all times. 4.3.2 Erosion Control Measures The following erosion control measures are used at and around the Compost Facility. The site is presently stabilized. The staff inspects the area a minimum of quarterly for any erosion and after a one (1) inch rain storm or more. If there is any erosion, the ground is graded and stabilized with seeding. Diversion ditches are checked and cleaned. Temporary Seeding - Will be installed over disturbed ground when schedules do not permit permanent seeding within the optimum seeding dates. Permanent Seeding - Will be installed within the optimum seeding dates on all disturbed ground with in the composting area. If significant erosion of slope faces occurs before they are adequately stabilized, the damaged slopes shall be repaired and stabilization matting shall be installed. Diversion Ditches — Will be used as needed around the perimeter of the composting facility to prevent storm water run-on. Dust Control -- Dust control will be used during dry periods to prevent wind blown erosion. 4.3.3 Surface Water Controls and Leachate Due to the site topography and location of the Compost Facility, surface water run-on during operations is not a concern. Diversion channels should be installed as necessary to carry surface water away from the active Compost Facility area and ensure that a minimum separation of 20' between the Compost Facility and all surface waters is maintained. No Leachate is currently generated at the Compost Facility that would require pretreatment. 4.3.4 Access and Security Requirements Access to the facility by all vehicles is via U.S. Highway 17. The access road to the site is of all weather construction and allows for safe and orderly traffic flow into and out of the facility. Fencing is provided at the main entrance to discourage vandalism, scavenging, and trespassing when the landfill is not open. Site boundaries should be checked regularly for evidence of unauthorized personnel and vehicle entry. All vehicles entering the disposal area are to stop at the entrance gate for security check -in, identification and to be weighted. An operator is on duty at all times while the landfill is open for public use to assure compliance with Brunswick County, North Carolina 10 October 2009 Solis! Waste Compost Facility operational requirements and to prevent acceptance of unauthorized wastes. The access roads will be maintained to provide access during inclement weather. 4.3.5 Acceptable Wastes The Compost Facility currently accepts yard wastes consisting of grass, tree limbs, stumps, and untreated wood. Neither hazardous waste nor asbestos containing waste shall be accepted at the facility. Type 1 facilities per 1 SA NCAC 1313 ,1402 may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste or any combination thereof. Pallets constructed of untreated and unpainted may be received at the compost facility. Pallets rnust be clean with no trash or banding material mixed in. 4.3.6 Safety Requirements Open burning of solid waste is prohibited. The fire control plan as outlined in Section 3 should be followed in the case of an emergency. All personnel working at the Compost Facility should be familiar with the contingency plan contained in this report. Employees will also be required to familiarize themselves with the permit, operations manual. design plans and other pertinent documents. As the employee training is an ongoing process employees will be offered, as available, classes to both increase their skill levels and polish their existing skills. New employees assigned to the composting facility will receive training as indicated above as soon as practical. 4.3.6.1 ComnostinU Site Safety Plan The Following requirements and restrictions apply to all personnel conducting activities at the corposting facility, including: all vendors, consultants, contractors or visitors: • must meet OSHA health and safety requirements. • are responsible for complying with all applicable regulations (i.e. OSHA, State OSHA) foremploying safe operating procedures while performing their duties, • copies of all appropriate training and medical records must be maintained at the site For all site personnel, • all field personnel must be familiar with the specific characteristics of the site; i.e., site Chain -of - Command, communications, site access. nearest water source, routes and procedures to be used during emergencies, • any personnel using prescription or non-prescription drugs shall first notify their Supervisor to deterrnine whether or not work activities will pose a hazard, • site personnel shall not undertake as activity which would be considered a confined space entry without first receiving training in the proper procedures, any ,areas to be targeted for excavation must first be cleared or otherwise investigated For underground Brunswick County. North Carolina t I October 2009 Solid Waste Compost Facility utilities; this information must be documented in the operations tile, • activities shall not be conducted within a minimum 20-foot radius of overhead power lines (high voltage lines require greater clearance) without prior knowledge and approval of the Supervisor, • all material transport/disposal equipment and other machinery with exposed moving parts shall be equipped with an operational emergency stop device, • only after -market equipment which has been approved by the manufacturer for use in conjunction with equipment shall be used on -site, • all non -essential personnel must maintain a minimum 254bot distance from all operating equipment, 4.3.7 Sign Requirements A sign is posted at the facility entrance showing an emergency contact name and number, the permit number, whit wastes are acceptable for disposal, unloading procedures, facility hours, and the permit number. Signs are also posted to promote an orderly traffic pattern. Signs shall be posted that state that no hazardous waste, asbestos containing waste, or medical waste can be received at the Compost Facility. 4.3.8 Monitoring Requirements The temperature of all compost will be monitored on a monthly basis. 4.3.9 Daily Operations • County personnel will visually inspect incoming loads for the unacceptable material. • Incoming acceptable (yard waste) material will be stockpiled in the designated area. • The stockpile for the new yard waste managed daily. The County uses a backhoe to adjust the pile and keep the pile contained in one area. • County personnel will perform general cleanup of site. • County personnel will record the type, quantity, and source of all incoming material. 4.3.10 Weekly Operations County personnel will inspect site for erosion. Any erosion to the composting area will be repaired as needed, in accordance with section 4.3.2. Countv will visually inspect stock piles and composting windrows to ensure that there is no standing water or possible vectors in or around the piles. 4,111 General Process Operations • New yard waste material shall be placed on the stock pile in the area designated for new yard waste. The County uses it backhoe to adjust the piles and keep the piles contained in one area. The material to be composted generally accumulates for tip to six months, [lie maximum pile size is 12' tall and 25' wide. Several piles may accumuiate in the designated area. Brunswick County, North Carolina 12 October 2009 Solid Waste Compost Facility The County hires a private contractor to periodically grind the yard waste. Typically, the yard waste is ground two to three times a year. The contractor uses a grinder and other mechanical equipment to grind the material and create windrows. All equipment used for the grinding is the responsibility of the private contractor. Pallets may be ground with yard waste. Grinding equipment shall have the capability of separating metals for processing pallets. The windrows are generally less than 100-yards long. They are approximately 20-25 feet wide at the bottom, 10 feet high, and have 2 to I side slopes. The windrows of composting; material are aerated monthly using an excavator. The material in the windrows shall be completely turned by lifting the composting material with the excavator and allowing it to cascade back to the pile, in a manner that ensures the entire the windrow is completely turned and aerated. After the material is completely composted, the finished product (compost) is sold. The County will help load the finished product (compost), if requested. Brunswick County, North Carolina 13 October 2009 Solid Waste Compost Facility 5.0 Classification and Distribution 5.1 Classification Solid waste compost is generally either classified as Grade A or Grade B based on three criteria: manmade inerts pathogen reduction, and metal concentration. However, the classification system does not apply for Type 1 facilities. 5.2 Distribution Mulch that is produced at a Type I facility and that contains minimal pathogenic organisms, is free from offensive odor, and contains no sharp particles that would cause injury to persons handling the compost, shall have unrestricted applications and distributions if directions are provided with the compost product. Man-made merts shall not exceed I -inch in size. Brunswick County is responsible for meeting any requirements of the North Carolina Department of Agriculture, Fertilizer Section, concerning the distribution of this product. If the County intends to distribute the mulch product, they shall provide instructions to the useron any restrictions on use and recommended safe uses and application rates of the mulch. The Following information shall be provided on a label or an information sheet and a copy of the label or information sheet shall be submitted to the Solid Waste Section: recommended uses, application rates, and restrictions on usage. The classification grade does not need to be included for mulch produced at a Type l facility, and Total N only needs to be included for products containing sludge. The County contracted with Simmons and Simmons from November 2001 through June 2009 to grind and screen mulch. Historically, two-thirds of the processed material has been shipped to International Paper or Smurfit Stone Container in Florence, SC for use as boiler fuel. The County generally retains approximately one-third of the fines from the screening process for use as claily landfill cover. The County also distributes a small portion of the material for County projects. YARD DEBRIS HAS HISTORICALLY BEEN PLACED AT THIS SITE FOR OVER TEN YEARS AND NUMEROUS HURRICANES HAVE IMPACTED THE SITE.
