The site drains to Cape Fear River, which is currently classified as Class C Waters in the Cape Fear River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPPi Yes ❑ No ❑ 2) Qualitative Monitoring Yes ❑ No ❑ 3) Analytical Monitoring Yes ❑ No ❑ Other Observations: Mr. Thompson was unavailable during inspection. Please contact this office to schedule review of SPPP and monitoring documents. The inspection is in response to a complaint of concrete crushing on the property. The NCG210000 does not cover concrete crushing, only timber and wood products. NCG070000 covers stone and concrete products. Compliance options will be discussed next meeting. Please be advised that violations of the NPDES Stormwater General Permit may be subject to a civil penalty assessment of up to $25,000.00 per day for each violation. Operation and maintenance of this facility shall be in accordance with the Solid Waste Management Rules (15A NCAC 1313, Section .0300), the permit application and the Operation Plan submitted with the permit application. Failure to comply may result in compliance actions or permit revocation. 2. Any leachatc generated at the facility shall be managed in such a manner that there will be no degradation of ground or surface waters. This facility shall be operated in such a mailer that soil erosion and runoff from the site shall be controlled. Erosion and runoff control structures shall be in place at the facility and in proper working order. 4. Grading at the facility resulting in a reduced depth to seasonal or permanent ground water shall not be allowed. The 50-foot property line buffer shall be maintained free of waste and final product. Only materials specifically listed in the permit application may be managed at this facility without adequate testing and prior approval by the Division of Waste Management. Low carbon -nitrogen wastes, such as grass clippings shall not be received at the facility. Any heat generation in excess of 110 degrees Fahrenheit (composting) in any of the piles of material at the facility will be considered a permit violation and shall result in the facility meeting all the requirements of Section .1400 of the Solid Waste Management Rules within 3 months. 7. Non conforming waste received at the facility or removed from final product during screening shall be maintained in an appropriate on -site container or removed front the facility within 30 days and properly disposed. Contaminated soils may not be managed at this facility. This facility shall be operated and maintained with sufficient dust control measures to minimize airborne emissions and to prevent dust from becoming a nuisance or safety hazard. 9. The limits of the permitted area shall be marked with permanent and clearly visible markers. The application will be reviewed on its own merits by the City of Wilmington and may or may not be approved. Operation and maintenance of this facility shall be in accordance with the Solid Waste Management Rules (15A NCAC 13B, Section .0300), the permit application and the Operation Plan submitted with the permit application. Failure to comply may result in compliance actions or permit revocation. 2. Any leachate generated at the facility shall be managed in such a manner that there will be no degradation of ground or surface waters. 3. This facility shall be operated in such a manner that soil erosion and runoff from the site shall be controlled. Erosion and runoff control structures shall be in place at the facility and in proper working order. 4. Grading at the facility resulting in a reduced depth to seasonal or permanent ground water shall not be allowed. The 50-foot property line buffer shall be maintained free of waste and final product. 6. Only materials specifically listed in the permit application may be managed at this facility without adequate testing and prior approval by the Division of Waste Management. Low carbon -nitrogen wastes, such as grass clippings shall not be received at the facility. Any heat generation in excess of 110 degrees Fahrenheit (composting) in any of the piles of material at the facility will be considered a permit violation and shall result in the facility meeting all the requirements of Section .1400 of the Solid Waste Management Rules within 3 months. 7. Non conforming waste received at the facility or removed from final product during screening shall be maintained in an appropriate on -site container or remo\,ed From the facility within 30 days and properly disposed. Contaminated soils may not be managed at this facility. 8. This facility shall be operated and maintained with sufficient dust control measures to minimize airborne emissions and to prevent dust from becoming a nuisance or safety hazard. 9.
