Your assistance and cooperation were greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm water Permit No. NCG210344 to discharge Storm water from activities associated with Lumber and Wood Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018 Your permit renewal ,package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part It, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part II, Section A of the permit. This site is not currently required to complete analytical monitoring due to the sites current operating procedures. Qualitative monitoring is required to be completed and documented twice yearly as defined in Part Il, Section C of the permit. An SPPP plan and qualitative records were available for review at the time of inspection but the plan was not to scale and was not being updated annually. Qualitative monitoring was being performed semi-annually as required . The SPPP plan must be updated annually and qualitative monitoring must be conducted and properly documented semi-annually to maintain compliance with the permit. Facility Site Review This site manufactures wood roof truss products for residential and commercial construction. Owner Representative (Mr. Shannon Shoffner) walked the site with the inspectors, observed the outfall location and the general condition of the site. The site itself appears to comply with requirements of the permit. 4. Effluent/Receiving Waters Stormwater from the site is discharged from one outfall location on the property into the Rocky River, a part of the Cape Fear River Basin. 5_Self-Monitoring Program Analytical Monitoring: This site is not currently required to provide analytical monitoring under current site operating conditions. Changes in operating procedures or permitting requirements may require permittee to begin monitoring immediately. 6._Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. Provide a siteplan that is drawn to scale. Update SPPP plan yearly and continue to perform qualitative monitoring semi-annually to maintain permit compliance. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part II Section A —The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part 11 Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part 11 Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part 11 Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective. Randolph County Dear Mr. Shoffner: On March 20, 2007, Jenny Freeman of this office performed a Stormwater Permit Inspection at Universal Forest Products Inc. located at 6985 Kinro Road in Liberty, North Carolina. This facility holds General Stormwater Permit No. NCG210344 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater associated with the Timber Products. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective May 1, 2003 and expires April 30, 2008. 2. Records/Reports The facility has a Stormwater Pollution Prevention Plan (SPPP) that includes a location map, site plan, storage practices, and a list of Best Management Practices on the site. Employee training occurs on a quarterly basis. 3. Facility Site Review This facility manufactures wall panels. Sawdust generated on site is confined to a covered trailer, which is periodically hauled to a plywood mill. All treated lumber is kept indoors. There is one diesel fuel tank on site, which is under a shed and exhibits a tank -in -tank design. Housekeeping inspections of the site are performed on a weekly basis. At the time of the inspection, the Stormwater Pollution Prevention Plan did not include a general location map or a site map. However, these items were faxed to our office before close of business that day. 4. EffluenUReceiving Waters Stormwater from this site drains to an unnamed tributary to Rocky River (Class WS-111) in the Yadkin -Pee Dee River Basin. There are two stormwater collection drains on the property that lead to one outfall pipe. No major problems were noted with respect to effluent at the time of the inspection. There is a path cleared to the outfall. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. On - site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site. An on -site review of the monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit. Permit The permit became effective May 1, 2003 and expires April 30, 2008. 2. Records/Reports The facility has a Stormwater Pollution Prevention Plan (SPPP) that includes a location map, site plan, storage practices, and a list of Best Management Practices on the site. Employee training occurs on a quarterly basis. 3. Facility Site Review This facility manufactures wall panels. Sawdust generated on site is confined to a covered trailer, which is periodically hauled to a plywood mill. All treated lumber is kept indoors. There is one diesel fuel tank on site, which is under a shed and exhibits a tank -in -tank design. Housekeeping inspections of the site are performed on a weekly basis. At the time of the inspection, the Stormwater Pollution Prevention Plan did not include a general location map or a site map. However, these items were faxed to our office before close of business that day. 4. Effluent/Receiving Waters Stormwater from this site drains to an unnamed tributary to Rocky River (Class WS-III) in the Yadkin -Pee Dee River Basin. There are two stormwater collection drains on the property that lead to one outfall pipe. No major problems were noted with respect to effluent at the time of the inspection, There is a path cleared to the outfall. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. On -site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site. An on -site review of the monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit.
