Sullins Director October 20, 2009 Dee Freeman Secretary Subject: NPDES Stormwater Permit Coverage Renewal Masonboro Yacht Club & Marina COC Number NCG190029 New Hanover County In response to your renewal application for continued coverage under stormwater General Permit NCG190000 the Division of Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the Li,S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.) The following information is included with your permit package: • A new Certificate of Coverage • A copy of stormwater General Permit 190001) A copy of a Technical Bulletin for the General Permit + Five copies of the Discharge Monitoring Report (Di Farm + Five copies of the Qualitative Monitoring Deport Form The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. The more significant changes in the General Permit since your last Certificate of Coverage include the following: • Permit cover page — Coverage is expanded to include industrial activities similar to the categorically identified industries. • Part I Section A — This part explains that the No Exposure Exclusion from permitting option may be available to the permittee. • Part 11 Section A — Several minor expansions and clarifications of the required content of the Stormwater Pollution Prevention Plan have been added. Also, there is an added requirement for a Solvent Management Plan. Please be sure that your plan is updated to comply with the new requirements. • Part Il Section B - Revised provisions require that stormwater discharges be sampled twice per year, and that the sampling results be compared to new numerical benchmark values. (The previous cutoff concentrations have been eliminated.) • Part II Section B — Monitoring for some metals has been added to the analytical monitoring requirements. • Part It Section B — Beginning with monitoring in Year 3-Period 1, revised provisions require the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — Beginning with monitoring in Year 3-Period 1, this part contains a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section C — Qualitative monitoring must now be conducted during a representative storm event. LOCATION/ADDRESS: 609 Trails End Road Wilmington, North Carolina 28409 CONTACT NAME/PHONE NUMBER: David Christopher (910) 791-1893 ADEQUACY OF SWPPP: The Stormwater Pollution Prevention Plan (SWPPP) describes the activities that take place on the site and identifies the three stormwater outfalls. Company contacts are listed and monitoring results are included. VEHICLEIEQUIPMENT MAINTENANCE AREA: Since there is no covered maintenance area, engine removal and maintenance is probably done in the open. Boat hull sanding, painting and repairs are done on a cement pad adjacent to the water with no cover or containment to limit exposure to rainwater. A catch basin provides some settling of solids slushed from the pad prior to discharge. Solids need to be removed from the paved surface after completion of sanding and scraping activities to avoid discharge to surface waters. VEHICLE/EQUIPMENT WASH AREA: It is understood that boat washing and some pressure washing are done on the concrete pad adjacent to the water. While there are is a small catch basin that will allow settlement of some solids prior to discharge, there are no provisions for handling dissolved or suspended constituents associated with toxic antifouling paint and other paint products. TEMPORARY STORAGE OF WASTE MATERIALS: The handling of waste oil appears to need improvement by the addition of secondary containment. OUTDOOR STORAGE OF MATERIALS: The dry storage facility for boats is covered. Other boats and associated equipment are staged outdoors with no cover. Care should be taken to limit leaving paint buckets, rollers, brushes, and associated materials outside and exposed to rainfall. SPILL RESPONSE AND CLEANUP PROGRAM: The company is probably prepared to respond readily to spills. ERROSION CONTROL ON SITE: The site is mostly paved and graveled and should be quite stable. ILLICIT DISCHARGE ELIMINATION: There is little opportunity for connection of sanitary wastewater streams to the stormwater outfalls. The discharge of washwater from pressure washing of boat hulls is of concern. WASTEWATER TREATMENT FACILITIES: There are no wastewater treatment facilities. The catch basin associated with the maintenance pad needs to be cleaned and maintained regularly to allow it to perform as well as possible. STREAM INIPACTSIRESULTS OF SAMPLING: There are no indications of stream impacts. SUMMARY: The Stormwater Pollution Prevention Plan appears to be generally well developed. More design and development needs to be done concerning implementation of Best Management Practices (BMP) associated with the waste oil storage area, preparation and painting of boats, and pressure washing of boats. Control of the wash water from pressure washing will be the most problematic and costly measure. If a recycle system is to be utilized, an application must be submitted and a permit must be issued for construction and operation of wastewater treatment systems. Controls to be implemented need to be incorporated into the SWPPP and the Division must be advised of actions to be taken. SDO-001 has a drainage area of 8,594 sf with an effective imperviousness of 75%. Industrial activities that occur within the drainage area include the ship's store, pump house, and the boat ramp where boats are hauled out using a mobile forklift. The outfall is the boat ramp, which concentrates stormwater runoff. SDO-002 has a drainage area of 34,347 sfwith an effective imperviousness of 71%. Industrial activities that occur within the drainage are include the boat work area, mechanic's shop, an AST containing used oil, a boat crane, and a scrap material "boneyard". SDO-003 has a drainage area of 1,350 ft with an effective impervious area of 85%. This outfall collects runoff from an area where boat painting occurs. Boat painting is not a significant operation at this facility, and usually this area is used to store spare parts. In my opinion, the industrial activities within each drainage area are similar. The Permittee requests to sample only at SDO-002 because it has the larger drainage area, is easily accessed for sample collection purposes, and has most of the facility's industrial activities occurring within its drainage area.
