Dear Mr. Greeson:
On June 19, 2013, Jenny Graznak of this office performed a Compliance Evaluation
Inspection at Glen Raven Technical Fabrics located at 1821 North Park Avenue in Glen Raven,
North Carolina. This facility holds General Stormwater Permit No. NCG170242 under the National
Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with textiles
manufacturing. You were present for the inspection. This type of inspection consists of two basic
parts: a review of facility files and self -monitoring data and an inspection of the facility's storage
areas and discharge points. This particular inspection evaluated five (5) areas, and observations
from each area are addressed below:
1. Permit
The permit became effective August 1, 2009 and expires July 31, 2014. A current copy of the Permit
was available during the inspection.
2. Records/Reports
As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was
available for review during the inspection. The SPPP is reviewed every year and updated as
necessary. All required components of the SPPP were present and well organized. The SPPP also
includes a Spill Response Plan, and all spills have been properly documented. Employee training
occurs"on an annual basis and was documented in the SPPP.
3. Facility Site Review
This Glen Raven site manufactures auto headliners and other textile fabrics. The site recently
became landfill -free, so the facility does not have dumpsters outside. Recycling is sorted and stored
inside. Empty chemical drums go through a cleaning procedure and then are stored outside on their
sides while awaiting pick-up. Two outdoor storage sheds contain used and new (1) oils and (2)
bulbs. There are two transformers on site as well as loading and unloading areas. All recyclable
goods (including used oil) are picked up by Recycle One.
4_. EffluentlReceivinct Waters
The site has two outfalls. Stormwater from the property discharges to Service Creek (Class C, NSW)
in the Cape Fear River Basin. No issues were noted with respect to the outfalls during the
inspection. Al indoor drains go to the local wastewater treatment plant,

5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. This
facility performs visual observations at the plant's two outfalls on a quarterly basis. An on -site review
of the monitoring data during the inspection showed that all parameters are evaluated per the
specifications of the permit. On -site vehicle maintenance monitoring requirements at the site are
waived, since these activities are not performed at the site.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge stormwater from a facility located at
Park Avenue Division
1521 North Park Ave.
Burlington
Alamanc:e County
to receiving waters designated as Service Creek in the Cape Fear River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III
and IV of General Permit No. NCG170000 as attached.
This Certificate of Coverage shall become effective July K 1995.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
