Riley Paving owns a batch -type hot mix plant and a counter flow drum -type hot mix asphalt plant, which are located on two separate properties that do not share boundaries. The two properties are less than 0.5 miles from each other and are leased from the Martin Marietta -East Alamance Quarry. Between the two Riley Paving properties is a permitted inactive asphalt plant, T.S. Wooten. On the day of the inspection, plant #1 was not operating and the technical contact, Ms. Debbie Riley, stated that the facility ceased operations on August 18, 2017. There are no plans to operate plant #1 in the future. At the time of the inspection, plant #3 was not fully operational and the facility was still under construction. It appears that Riley Paving Plant #1 never received a permit; therefore, never implemented a SPPP for that portion of the operation. If production returns or in asphalt products are stored at Plant #1, this property is required to have a stormwater permit and is subject to all regulations outlined in North Carolina general stormwater permit 16000. Plant #3 which is detailed in NCG160224 has yet to being production. A SPPP has been drafted and awaiting implementation.
