we are forwarding herewith the subject certificate of coverage to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division. of Energy Mineral & Land Resources [DEMLR;. if the facility changes ownership or is
closed, DEMLR may require modification, revocation, or reissuance of the certificate of coverage.
This permit does not affect the owner's legal obligation to obtain other permits which may
be required by DEMLR, or permits required any other federal, state, or local governmental
authorities.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Harrison Construction Company, Division of APAC Atlantic, Inc.
is hereby authorized to discharge stormwater from a facility located at
Rhodes Toxaway Asphalt Plant
1992 Whitewater Road
Saphire
Transylvania County
to receiving waters designated as Horsepasture River, a class B;Tr+ water in the Savannah
River Basin, in accordance with the effluent limitations, monitoring requirements, and
other conditions set forth in Parts 1, 11, lit, IV, V, and VI of General Permit No. NCG160000 as
attached.
This certificate of coverage shall become effective January 15, 2014.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Harrison Construction Company, Division of APAC Atlantic Inc. acquired the Rhodes
Brothers Asphalt Plant at 1992 Whitewater Rd. Saphire, NC. 28774 which is located on the LBM
Quarry site. This plant has never had a stormwater permit and with advisement of my NCDENR
Asheville Regional Office, Division of Water Quality Representative we are applying for said permit.
