Dear Mr White
Please note that I have been working with Randolph Packing Company on their stormwater permit
issues for several months After personal on -site inspections, discussions with RPC management and
employees, and to the best of my knowledge, I believe all unauthorized point source discharges of
stormwater from RPC's industrial activities have been eliminated As one example, RPC has stopped
any temporary storage of bones and meat scraps on their paved work areas Therefore this eliminates a
possible impact to stormwater flowing into a nearby creek. 1 believe other stormwater flows around
the plant would contain de minimis amounts of pollution.
Please be aware that we are still working to develop a Stormwater Pollution Prevention Plan (SPPP)
for this site so any non -point sources of stormwater pollution (should any of these be significant) can
be minimized When that is ready we will submit a revised base map showing more detail about Best
Management Practices (BMP's) for stormwater management as well as written details about the plant's
operation, stored products, elevation information, sampling protocols, etc

On May 14, 2008, Jenny Graznak of this office performed a General Stormwater Permit
Inspection at the Blythe Construction Company asphalt plant located at 2083 Bishop Road in
Greensboro, North Carolina This facility holds General Stormwater Permit No NCG160072
under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater
from activities associated with Asphalt Paving Mixtures and Blocks Plant Manager Russ
Taggart and yourself were present for the inspection This type of inspection consists of two
basic parts a review of facility files and self -monitoring data and an inspection of the facility's
discharge points This particular inspection evaluated five (5) areas, and observations from
each area are addressed below
1 Permit
The permit became effective August 1, 2004 and expires July 31, 2009
2 Records/Reports
The facility has a Stormwater Pollution Prevention Plan (SPPP) that includes a location map,
site plan, storage practices, and a list of Best Management Practices on the site However,
several aspects of the SPPP are outdated, including the map and number of outfalls at
the site. Tngon Engineering in currently in process of reviewing and updating the SPPP
Employee training in stormwater pollution prevention occurs on an annual basis
3 Facility Site Review
The site includes an asphalt production area and an aggregate storage area (sand, gravel,
debris, etc ) The asphalt production area houses three liquid asphalt tanks and two fuel tanks
protected with secondary containment The plant manager is required to observe the standing
water in the Containment area for signs of contamination (oil sheen, color, foam, etc ) prior to its
release The water is restrained by manually operated and locked valves Records are
maintained of daily inspections of the containment area
4 Effluent/Receiving Waters
Stormwater from this site drains to an unnamed tributary of Hickory Creek (Class WS-IV) in the
Cape Fear River Basin There are two detention ponds with discharge outfalls on the site Both
ponds were redone in the last year, with new dams and nprap

5 Self -Monitoring Program
Your permit requires semi-annual qualitative and annual analytical monitoring at each
stormwater discharge outfall A visual observation of the Stormwater discharge outfalls and
sediment and erosion control devices is performed on a weekly basis Records of these
inspections are maintained with the SPPP A rain gauge is maintained onsite and records of
daily rainfall are kept with the SPPP However, annual analytical monitoring has never
occurred on this site. On -site vehicle maintenance monitoring requirements at the site are
waived, since these activities are performed off -site
You should note that this inspection report is being sent as a Notice of Deficiency for
failure to perform annual analytical monitoring as required by the permit In order to avoid a
Notice of Violation, you should take immediate steps to perform these monitoring requirements
as outlined in Part N, Section C of your permit text You stated during the inspection that Tagon
would be addressing this issue along with the SPPP updates Please contact Ms Graznak at
