Stormwater Permit No. NCGI IOOI9 Guilford County Dear Mr. Houk: .On May 23, 2013, Mike Mickey of this office met with Randy Smith and Tim Fitzgerald to perform a NPDES General Stormwater Permit Inspection at the Eastside High Point wastewater treatment plant. The facility was found to be compliant with the stormwater permit. The inspection findings are detailed below and an inspection checklist is attached for your records. 1. Permit The City of High Point holds NPDES Stormwater Permit No. NCGI10019 for the discharge of stormwater from the facility. The general permit was reissued June 1, 2013 at can be found at the following link under the "General Permits" tab: htty://portal.ncdenr.org/web/wq/ws/su/gpdess . 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review during the inspection. The plan was found to be thorough and complete. Please note that Part 11 Section A.(7) of the old permit [or Section A.(8) of the new permit] requires that the SPPP be reviewed and updated on an annual basis, if needed. 3. Facility Site Review A tour of the property found the site to be clean and well managed. Observations did not reveal any problems or concerns. The liquid materials stored outside have the necessary secondary containment or are housed within double -walled tanks. 4. Effluent/Receiving Waters pe�g�•v Stormwater from the property is discharged from three outfalls to the arm of Randleman Lake, class "WS-IV; CA*" waters of the Cape Fear River Basin. Monitoring Program Part Il, Section B of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually. The file review showed that this monitoring was performed as required. The first monitoring event for 2013 was performed on May 16'`. The qualitative records do not need to be submitted to the Division, however, the records must be kept on file at the facility for a period of five years. The analytical monitoring for on -site vehicle maintenance referenced in Part lI, Section C of the permit is not required since the facility uses less than 55 gallons of new motor oil when averaged over the calendar year. The SPPP for the Eastside High Point POTW was reviewed and found to be satisfactory. Secondary containment is provided for alum and sodium hydroxide storage tanks.. These containment structures do not have release valuves. Anything that would accumulate within the walls is simply pumped to the WWTP. The fuel oil tanks for the incinerator and generator are double -walled. This permit expires on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the 1 I categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion.
