A Compliance Evaluation Inspection was performed at Central Parts, LLC in Thomasville, NC on
October 26, 2010 by Jenifer Carter of the Winston-Salem Regional Office. You were present for the
inspection, as well as Benjamin Brasington, Environmental Compliance Officer. The purpose of the
inspections was to review compliance with the National Pollutant Discharge Elimination System
(NPDES) General Stormwater Permit. The following are the findings from the subject inspection:
• A Stormwater Pollution Prevention Plan (SPPP) has been developed and properly implemented.
• Qualitative and Analytical monitoring has not yet been conducted at the only outfall on site. This is a
newly issued permit, and Mr. Brasington was aware that the monitoring must be performed by the end
of this current year in order to comply.with permit requirements.
• There were no residuals from spills or leaks observed on the ground, nor in or near surface waters.
• No vehicle crushing is performed on site. Dismantling takes place inside, where there are no floor
drains. Used oil and other fluids are disposed of properly.

The site drains to the low end of the site along the northwest corner of the property to a stormdrain that leads offsite to an
unnamed tributary to Hunts Fork (Class C). There is no vehicle crushing performed on site. Dismantling does take place
inside. Used oil, etc. hauled off as needed.
An SPPP had been created and was complete except for a missing site plan that was submitted with the NO[. No
batteries or tires stored outside. There was zero evidence of spills outside. Great housekeeping overall.

plan, or other document filed or required to be maintained under this Article or a rule implementing this Article; or who

operated or maintained under this Article or rules of the Commission implementing this Article shall be guilty of a Class
2 misdemeanor which may include a fine not to exceed ten thousand dollars ($10,000).
