VAN DER VAART S-re(ary TRACY DAVIS On January 20, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Energy, Minerals and Land Resources met with you at the subject facility located at 9316 US Hwy Bus 220 N, Randleman, NC to conduct a compliance inspection for the facilities Industrial Stormwater Permit. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and outfall. Your assistance with the inspection was greatly appreciated, Permit: This facility holds General Stormwater Permit NCG100023 to discharge stormwater from industrial activity associated with Used Motor Vehicle Part & Automobile Wrecking for Scrap under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November' 1; 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. A copy of the current permit was available for review at the time of inspection. Records/Deports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part I1, Section A of the permit. The SPPP was available was well prepared, complete, updated annually and was available for review at the time of inspection. SPPP includes documentation for employee training per the permit. No deficiencies noted. Facility Site Review: The facility is a salvage yard for motor vehicle parts. Many clients are insurance companies and automotive repair facilities. When vehicles are brought onto the site, fluids are removed and stored under cover until removed by a licensed hauler. Vehicles are inventoried and placed on the yard. Site appears to be clean and well maintained. Stormwater from Outfall 2 is discharged at the fence on the south side of the property. Both discharge to an unnamed tributary of Polecat Creek. "Class WS-III" waters of the Cape Fear River Basin. Outfall 3, located at Bus 220 flows to an unnamed tributary of Deep River "Class WS-IV, also waters of the Cape Fear River Basin Self -Monitoring Program: The .facility is required to perform qualitative and analytical monitoring twice annually. Records show that monitoring has been performed per permit requirements for the past several years. Results appear to be within parameters and are consistent throughout. Suggest applying for "Representative Outfall" Status. This would allow the facility to only provide bi-annual analytical monitoring at one outfall rather than all three. Suggested outfall would be SD02, located along the fence at the rear of the property. Qualitative monitoring would still be required at all outfalls on a bi-annual basis. A copy of the application is included with this report for your use should you choose to apply. The facility was found to be compliant with its stormwater permit requirements. Records/Reports Part I1, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the M & M Motor Company SPPP was reviewed during the inspection. The plan was found to be thorough and complete. 3. Faciiity Site Review The site was clean and well managed. The motor oil and antifreeze removed from vehicles is stored inside a building in totes for pump -out by Noble Oil. Gasoline.is reclaimed using a Gas Buggy. Used car batteries are picked up by Battery Master. 4. Effluent/Receiving, Wafters Stormwater from the M & M Motor Company site is discharged from three separate outfalls. Outfall #'s 001 (NE property corner) and 002 (along fence on south property line) flow to an unnamed tributary to Polecat Creek, Class "WS-111" Waters in the Cape Fear River Basin. Outfall #003 (along Business 220) flows to an unnamed tributary to the Deep River, Class "WSAV CA*" waters. All three stormwater conveyances were free of any obvious contamination. Monitoring Program Part II, Section B of the permit requires collection of semi-annual analytical samples at all three outfalls during a representative storm event. A review of facility records revealed that semi-annual samples were only collected from outfall 001 in 2008. The other two outfalls should also be sampled per the permit requirements. Please be aware that the permit establishes benchmark values that, if exceeded, require tiered responses that may involve increased best management practices, inspections, record keeping and/or sampling. You should familiarize yourself with the two tier levels and the responses required in the permit if benchmark values are exceeded. The analytical monitoring results must be submitted to the Division on form SWU-25I-031308 no later than 30 days from the date the facility receives the sampling data from the laboratory. Part 1I, Section C of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually at all three outfalls at the same time that the analytical samples are collected. The file review found that these observations were performed only once in 2008 on one outfall..Please make sure that this inoniforing'is performed semi-annually at all three outfalls. The qualitative records do not need to be submitted to the Division, however, the records must be kept on file at the facility for a period of five years.
