Yadkin County Dear Mr. Clodfelte: Donald R. van derVaart Secret ry Glen White of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land Resources (DEMLR) conducted a compliance evaluation inspection at the subject facility on October 7, 2015..Your cooperation and assistance was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 3 Permit This facility holds General Storm water Permit No. NC100004 to discharge Storm water from activities associated with Used Motor Vehicle Parts and Auto Wrecking for Scrap under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part ll, Section A of the permit. Qualitative monitoring its required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The SPPP plan must be updated annually and qualitative and analytical monitoring must be conducted and properly documented semi-annually to retain compliance with the permit. Permit and monitoring records were available for review at the time of inspection. A current copy of the permit, current Certificate of Coverage letter, operation and maintenance procedures and monitoring records should be kept together in one 3-ring binder to easily keep up with records. Facility Site Review Mr. Clodfelte walked the site with the inspector and reviewed his sediment basin and outfall locations. Basin had been recently cleaned and sediment removed. When vehicles are brought onto the property for salvage, all fluids are removed. Batteries are stored inside a maintenance building until they can be picked up for recycling. Oil is stored in tanks and burned for heating. Fuel removed from vehicles is used in vehicles that operate at the facility. The site has good groundcover and appears to be mowed on a regular basis. Overall condition is goad. 4. Effluent/Receiving Waters Stormwater from this site discharges into Forbrush Creek, Class C waters of the Yadkin River Basin. 5. Self -Monitoring Program Analytical Monitoring: This site is required to provide analytical monitoring under current operating procedures. Monitoring records for 2015 were available for review, Results were within parameters. 6. Qualitative Monitoring: All qualitative records -do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. Records were available for review. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wg/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical Stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action, Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. Records/Reports A review of the Stormwater Pollution Prevention Plan showed that the plan was well thought out, complete and up to date. It included all the sections required by the permit. 3. Facility Site Review The facility has one stormwater discharge outfall (SDO), which collects stormwater from the majority of the site. This outfall is where the qualitative and analytical monitoring takes place. When a vehicle comes onto the lot, it is pulled under cover and all fluids are removed and either stored in barrels under cover or removed from the site by a licensed hauler. Batteries are kept under a storage shed and are removed from the site on a weekly basis. 4. Effluent/Receiving Waters Stormwater from the property discharges to the Forbush Creek (Class C) in the Yadkin River Basin via the abovementioned stormwater discharge outfall. 5. Self -Monitoring Pro ram The rainfall records as well as the Analytical and Qualitative Monitoring results were complete and up to date. The prior five years of records were stored on site and available for this inspection.
