In accordance with your application for a discharge permit received on June 8, 2016, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
On your application, it was noted that there was only one discharge point conveying stormwater from
the property. Based on an August 8, 2016 inspection performed by the DEMLR Wilmington
Regional Office, it appears that there are more than one stormwater discharge points from this
property. Please reevaluate the site to identify all stormwater discharge points and update our
stormwater pollution prevention plan accordingly_.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources, the Coastal Area Management Act, or any other
federal or local government permit that may be required.

Conducted inspection to discuss what needs to happen to be able to close the erosion control permit for new hanover
county with Beth Wetheral. Site is outside of limis of construction for the erosion control plan, additional fees are owed to
the county. Erosion control sediment fencing should be repaired or installed until the concrete barriers can be installed.
Establish defined sampling points. Immediately begin sampling. Contact this office for review of SINPPP.
