The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) A Stormwater Pollution Prevention Plan (SPPP) has not been developed, recorded, and properly implemented. 2) Qualitative monitoring has not been conducted and recorded in accordance with permit requirements. 3) Analytical monitoring has not been conducted and recorded in accordance with permit requirements. The permit requirements were discussed during the inspection. The inspector requested the development and implementation of the stormwater pollution prevention plan within the next year. Sampling should begin immediately after identification of all possible outfalls. Two sampling events should be conducted within the next year according to permit requirements. Director Subject: Follow-up to Notice of Deficiency Permit No. WQ0016167 Duplin County Dear Mr. Fisackerly, Dee Freeman Secretary I have reviewed your letter dated August 10, 2012 in which you provide details for corrective actions to be undertaken by Southern Distributors. This subject was relative to the Notice of Deficiency that was written on July 12, 2012. Thank you for your understanding of the Division's water quality compliance responsibilities and for your cooperation. In your letter, you indicated that the company has ap plied #or EDE-S stormwater coverage and that the company plans to remediate sprayfield 1C by filling the soil orrow area and plans expansion of the existing spray irrigation acreage. Additionally, you indicated that the company was planning to construct a wash pad adjacent to the existing lagoon for washing vegetable bins and for washing any equipment that may need cleaning. I have enclosed a permit application form for your convenience and for you to share with your design agent. In our initial telephone conversation, you had addressed the chiller condensate and pepper washing/processing wastewater stream from the front building, but did not provide any further detail within your reply letter concerning either of the wastewater streams. The Division is very much interested in the plans to address these wastewater streams, and I cannot guess why wastewater from the front building was not considered when the spray irrigation system was initially permitted. The current permit is for 42,000 gpd and an unknown quantity of additional wastewater is proposed to be added. The proposed wash pad (for washing of vegetable bins & occasional equipment washing ) will add stormwater to the nondischarge system unless it has a roof. These are some considerations for your design agent.
