Rose Hill Division Dupkn County Dear Mr. Dozier: On' February 6, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Valley Proteins, Inc Rose Hill Division located on Yellow Cut Road, Duplin.County, North Carolina. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Poilution_Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly implemented. Yes 0 No `I 2) Qualitative Monitoring; Qualitative monitoring has been conducted and recorded in accordance with permit requirements. Yes ® No 7, 3) Analytical Monitoring Analytical monitoring has been conducted and recorded in accordance with permit requirements. Yes ® No C Other Observations: Sampling for two months is required, with alternative sampling procedures as discussed in report, to relieve the facility from Tier III requirements for outfalls 3 and 4. Outfalis 1 and 2 can be considered for representative outfaill status. Ouffall one only exists to separate facility from duplin winery. Outfail two(eastern outfall of SVV pond) should be consistent with outfall 3. Outfall 3 is the western outfall of the starmwater pond. The adjacent swamp frequently is backed up to the outlet, preventing sampling. The same scenario exists for outlet 4 which is effected by swamp waters, However, samples must be taken to release the facility from tier III You must grab samples from plausable iocations For outlet 4, we discussed a composite sample from the upper reaches of the ditch. For outlet 3, pull samples from as water is coming into the pond or from the pond. Submit two samples for each, pending the results; the tier III may be relieved. Please copy this office on sample results. The maintenance facility needs to be cleaned and 13MPs improved upon. Please provide secondary containment for all used oil and chemicals. Section E of Part It of the general permit requires facilities that use or process animal fats and/or by-products to complete and submit an assessment of best management practices (BMPs) within twelve months of issuance of coverage. Best management practices must be assessed for off-loading, handling, and spill prevention of rendered fats and oils that are stored and used at the facility. This report includes the findings of the assessment, and must be submitted to both the local DWQ Regional Office and the Stormwater Permitting Unit for review and approval. This report addresses the required content in the following sections, including: • A narrative description of all the material handling activities (not just fats and oils) at the facility that are outdoors or are otherwise exposed to incidental rainfall or run-on. • A feasibility study of whether reduced exposure can be achieved at the site and a ranking of potential management measures with respect to feasibility. • An evaluation of the presence or absence of animals and/or wildlife on the site and whether fecal coliform concentrations might be correlated to the presence or absence of those animals. Assessment conclusions and a proposed corrective action measures plan with milestones and proposed schedule for implementation. 131914 T26021 RAL13RO474 Page 2 December 19, 2013 Copyright 2013 Kleinfelder 2.0 MATERIAL HANDLING NARRATIVE The Valley Proteins Rose Hill facility is an animal rendering processing plant. Animal byproducts and used cooking oil arrive by truck and are processed to produce protein meal and saleable fat. Liquid raw materials are pumped to storage tanks before processing. All subsequent process activities are conducted indoors. The finished products are reloaded in trucks for shipment. Locations are illustrated on the attached facility layout map. This section describes the storage, loading and unloading practices for raw materials (including fuels), by-products, waste materials, and finished products. 2.1 Raw Materials Raw materials processed at the facility are used cooking oil (grease) and animal byproducts. Used cooking oil is brought to the facility for recycling by tanker trucks. The trucks are unloaded at the grease pit, which is located in the building. The grease is pumped from the pit into the grease storage tank, where the grease is stored until it is processed in the grease system. Indoor tanks are provided with secondary containment by the building drainage system to the wastewater treatment plant. Byproducts are brought to the facility for processing aboard tarp -covered open -top trucks and tankers. While waiting to unload, the trucks are parked on the concrete drain pad in the staging area. On the pad, the trucks are drained of any free liquids, which drain into the process wastewater collection system. The byproducts are unloaded at adjacent unloading docks, located inside the rendering plant. The byproducts are fed directly into the rendering process, and are not stored on -site for any appreciable length of time. Spillage or leakage which occurs during transfer or processing is collected by the process drainage system which then flows to the wastewater treatment system. The empty trucks are cleaned at the truck wash, which is located north of the vehicle maintenance facility. The truck wash is completely enclosed, which helps prevent stormwater contamination. Inside the truck wash, graded pavement directs the flow of wash water into floor drains, which drain into the wastewater system. After washing, the trucks are parked in the clean vehicle parking area, located to the southwest of the officelgarage building. Cleaning 131914 T26021 RAL13RO474 Page 3 December 19, 2013 Copyright 2013 Kleinfelder agents are stored inside the wash building so that any spills would drain the same way as the wash water. 2.2 Petroleum The boilers in the rendering plant burn fat or No. 6 fuel oil, which is stored outdoors in two 20,000-gallon storage tanks. The storage tanks are located on the west side of the rendering plant. Fuel is delivered by rail car and is transferred from the tanks to the boilers through overhead piping. The storage tanks are located within a concrete secondary containment system with capacity greater than the largest tank. The containment system retains the accumulated stormwater until facility personnel manually pump the stormwater into the wastewater system. The facility also has one 10,000-gallon tank containing diesel fuel. This product is used to refuel the trucks and on -site equipment. The fuel is transferred from the tank to the diesel fuel pump through underground piping. This tank is located south of the officelmaintenance shop building and is enclosed by secondary containment. Containment drainage must be manually operated, and only after the collected stormwater is verified as oil -free. Diesel fuel is dispensed at the diesel pump located adjacent to the fuel tank. The area around the diesel fuel pump is covered and concrete. If a spill occurs while refueling, the diesel fuel will drain on the graded concrete to the stormwater sump, where it can be retained or pumped to the wastewater treatment plant. A 550-gallon gasoline storage tank is located south of the maintenance shop building. The fueling area is not paved, but the pump is manually operated (hand crank) and overfill spills are unlikely. Petroleum fuel tanks are refilled via pump transfer from tanker trucks, except for the two No. 6 fuel oil storage tanks, which are refilled from transfer via overhead piping from rail cars. Spillage that occurs during the refilling process of the two No. 6 fuel oil tanks will drain into the pump sumps adjacent to the northwest side of the rail spur. These pumps will transfer the spillage to the wastewater treatment system. Spillage that occurs outside of the secondary containment structures during the refilling of other petroleum tanks on -site will drain into the stormwater system, if not otherwise manually contained. 131914 T26021 RAL13RO474 Page 4 December 19, 2013 Copyright 2013 Kleinfelder Any spillage which occurs inside the containment walls is discussed above. Loading procedures meet DOT requirements and are described in Section 2.6. 2.3 Process Chemicals Chemicals used in processing and water treatment at the facility include sulfuric acid, chlorine, DuPont Actxone, aluminum chlorohydrate, magnesium hydroxide, and sodium hydroxide. Chemical drums are stored under a roof and within a containment structure on the southwest side of the maintenance shop. Actxone totes are used in the air emission scrubbers. Sulfuric acid is stored in a double -walled self -enclosed tank. Sulfuric acid is used in the cooling towers. Other chemicals are stored and used indoors and do not present a hazard to stormwater. Totes are replaced when empty by truck delivery and immediately moved to their point of use. Small quantities of miscellaneous liquid and solid materials (motor oil, cleaning solutions, salt, etc.) are delivered in closed drums, pails, or bags by truck, and are manually transported by hand or fork truck to points of indoor storage immediately upon arrival. 2.4 Waste Products Wastewater is generated from processing activities at the facility. This water is treated in the on - site wastewater treatment plant. Treated wastewater is disposed via spray irrigation on fields adjacent to the plant or by discharge to the local POTW. The facility uses a trash dumpster for solid waste that is emptied on an as -needed basis. 2.5 Finished Products The finished products of the rendering process are protein meal and saleable fat. The protein meal is stored in silos outside the rendering plant. The meal load -out area is partially enclosed. Loading of processed meal into trucks can generate dust in and around the loading area. To help control the dust and stormwater contamination that could result, the load -out area is dry cleaned frequently and washed as needed. 131914 T26021 RAL13RO474 Page 5 December 19, 2013 Copyright 2013 Kleinfelder Fat is pumped into large storage tanks located to the northeast of the plant. The fat is stored in these tanks until it is transferred to tanker trucks for removal. The fat tanks are surrounded by a concrete dike system with a total containment volume that exceeds the volume of the largest tank. If a spill occurred, the material would remain in the dike until it is manually released to the wastewater treatment plant. For use during catastrophic rain events (hurricanes), where the wastewater treatment plant cannot process the volume of accumulated stormwater, several supplemental drain valves can be opened which discharge directly to the spray field adjacent to the dike. These valves are locked and controlled by the wastewater plant operator, and opened only to discharge oil -free stormwater in emergency circumstances. A spill during truck loading would be captured by the fat tank farm containment dike and thus the plant process drainage system. Truck drivers provide wheel chocks, drip pans for hose connections and inspect bottom drains for leakage prior to departure. Loading procedures meet DOT requirements, are the same as for fuels, and are described in the next section. 2.6 Loading procedures Tank Trucks: 1. A Company employee will remain with the truck driver during the material transfer procedure. 2. Position tank truck and place wheel chocks. 3. Verify receiving tank level is adequate for quantity of material to be delivered or loaded. 4. Make hose connections between the tanker truck and the storage tank. 5. The truck connections will be double checked prior to starting the transfer. 6. Begin transfer of material. 7. Continually observe piping, valves, pumps and the truck to detect leaks before a major problem is allowed to exist. 8. After the transfer is completed, place drip pans beneath the piping connections. 9. Close valves on the truck and pumping system. 10. Open piping connections and allow hose contents to drain into the drip pans. 11. Cleanup spillage. New drums and containers are to be inspected to determine if they are leaking or in poor repair. 2. Prior to transport, bungs, vents, and rim seals are to be inspected and secured. 3. Drums and containers are transported individually by hand truck or by front-end loader. 4. Drums transported in the bucket of the front-end loader will be fastened with a strap. 5. Drums and containers will not be opened until placed in use. 6. If drums are moved before empty, bungs, vents, and rim seals are secured. 7. Portable drum pumps will be used to transfer oil from drums to other containers. 8. After transfer, the operator will inspect the area for spills before opening another drum. 9. Drum and container storage areas will be routinely inspected for spills and leaks. 131914 T26021 RAL13RO474 Page 7 December 19, 2013 Copyright 2013 Kleinfelder 3.0 FEASIBILITY STUDY A number of best management practices (BMPs) are currently in use at Valley Proteins. These practices, which are composed of both structural and non-structural controls, already limit the potential for contamination of stormwater. This section presents the existing Valley Proteins BMPs, and an assessment of the feasibility of potential measures which may attain additional reductions in exposure. 3.1 Non -Structural BMPs The non-structural administrative controls which are used at the site are: materials management procedures, including good housekeeping practices; material exposure control; spill prevention and cleanup; and connection controls. Valley Proteins materials management policy requires regular cleaning of the facility grounds, and the storage of drums, barrels and bags of chemicals inside. All chemical containers are checked regularly for leaks or signs of damage. Raw material, product and chemical tanks are labeled. Employees must provide adequate aisle space to facilitate materials transfer and easy access for inspections; store containers, drums, and bags away from direct traffic routes to prevent accidental spills; stack containers according to manufacturers' instructions to avoid damaging the containers due to improper weight distribution; and store containers on pallets or similar devices to prevent corrosion of the containers which can result when containers come in contact the moisture on the ground. Employees are instructed to maintain clean, dry floors and ground surfaces by using brooms, shovels, vacuum cleaners, or cleaning machines and to regularly pick up and dispose of garbage and waste materials. Material exposure to stormwater is limited in multiple ways. By-product trucks which are not immediately unloaded have tarps secured over their loads to protect against contact with rainfall_ Raw material trailers are parked only on the drain pad or in the staging area. All processing operations and maintenance activities are conducted indoors or in covered areas. Finished products are stored in covered bins or tanks where they are protected from stormwater. 131914 T26021 RAL13RO474 Page 8 December 19, 2013 Copyright 2013 Kleinfelder Spills are prevented by providing bulk storage tanks with secondary containment. Employees inspect equipment for proper operation - all piping and equipment is inspected regularly for leaks including tanks, dikes, valves, pumps, flanges, and connections, and any leaks which are found are fixed promptly. Truck loading and unloading is attended by a Valley Proteins employee, and employees are trained in spill prevention and response procedures. Spill cleanup supplies and equipment are maintained in strategic locations and are inspected regularly and replenished as needed. Stormwater conveyances are inspected and certified annually for illicit connections and unallowable non-stormwater discharges, which will be promptly removed, if present 3.2 Structural BMPs The structural stormwater controls employed at the facility include the use of curbing and graded pavement to contain and direct the flow of stormwater, collection and treatment as wastewater of stormwater from the immediate area around the rendering plant, containment dikes around all of the storage tanks, roofing over the chemical and oil storage area, and enclosures for meal loading and truck washing. Outdoor areas of the plant where raw material is staged or handled have been engineered to flow toward the process building drains, where runoff is collected and pumped to the wastewater treatment plant for collection and/or treatment. The stormwater conveyance system is divided into four discharge drainage areas: Outfall 1 (on the northeast corner of the site); Outfall 2 (on the east side of the site); Outfall 3 (on the southeast side of the site); and Outfall 4 (from the west side of the site). The conveyances are a mixture of engineered and natural types. In general, paved areas are equipped with catch basins and underground conveyances. The perimeter, mostly grassy, areas are ditched and depend on natural flow for stormwater removal. Drainage from the outdoor material handling areas is captured and routed through the process wastewater treatment system. Trench drains in the raw material unloading area are pumped to the process wastewater system. Trench drains in the meal loading area and the fat truck loading containment are pumped to the wastewater plant. The drop inlets around the wastewater building all drain to the nearby wastewater pond. 131914 T26021 RAL13RO474 Page 9 December 19, 2013 Copyright 2013 K[einfelder The area draining to Outfall 3, including the paved area around the raw material truck drain pad, flows into a retention pond located on the southeast side of the facility. The pond overflow drains to Taylor's Creek. A stormwater drop inlet at the diesel fueling pump flows to a containment sump with a pump which conveys stormwater to either the wastewater treatment process or outfall 004, depending on the position of gate valves in the sump. The valves normally route stormwater to the wastewater process until 30 minutes of rainfall or a visual assessment that the stormwater is clear and suitable for discharge. 3.3 Potential Additional Measures In order to minimize the potential for contamination of stormwater at Valley Proteins, the following changes to operations and storage practices could be considered, in order of feasibility: • Perform dry cleanup of paved driveways, parking areas, etc. where byproducts transport vehicles are staged, stored, moved across, etc. according to a schedule to be developed as appropriate for the facility. • Inspect storm water collection and discharge systems (manholes, underground storm sewers, sediment ponds/traps, etc.) and remove accumulated silt, sediment, organic materials, etc. according to a schedule to be developed as appropriate for the particular facility. • Install additional barriers where appropriate around or in drop inlets, and above outfalls. Systems to be inspected and maintained. • Perform water wash down of paved driveways, parking areas, etc. where byproduct transport vehicles are staged or stored, according to a schedule to be developed as appropriate for the particular facility and where water is collected for treatment/disposal. • Cover or eliminate outdoor storage of unused equipment, scrap material and empty containers except in areas where stormwater is captured to the wastewater treatment system. • Install cover and containment for gasoline fueling pump. • Install truck loading containment for boiler fuel oil tanks. 131914 T26021 RAL13RO474 Page 10 December 19, 2013 Copyright 2013 Kleinfelder Installation of first flush systems in sensitive areas to collect the initial rainfall and wash down water, to be discharged to a process sewer or treatment by wet detention stormwater management device. The facility currently performs dry cleanup of paved driveways, parking areas, etc. where byproducts transport vehicles are staged, stored, moved across, etc. The locations and frequency of this activity will be reviewed adjusted as necessary. The facility currently inspects and maintains existing stormwater conveyances. The frequency of the inspections and maintenance will be reviewed and adjusted as appropriate. Additional filter barriers around drop inlets and above outfalfs will be considered and installed as appropriate. The gasoline fueling pump could be covered to protect from stormwater run-on, and the vehicle fueling area curbed to contain refueling spills. While these measures are feasible, previous analytical sampling has shown that oil and grease concentrations are below the stormwater benchmark and therefore additional controls are not deemed necessary. The paved apron area north of the vehicle maintenance facility and around the truck drain pad has already been directed to a control or capture treatment device. Additional first flush capture or control could be considered for Outfall 2 drainage, but there is no feasible location for additional structural treatment devices because of the impact on the railroad right-of-way. 131914 T26021 RAL13RO474 Page 11 December 19, 2013 copyright 2013 Kleinfelder 4.4 FECAL COLIFORM EVALUATION Some wildlife is certainly present at the site, especially in outlying areas of the site away from the industrial buildings and traffic. But these areas are not monitored by the stormwater sampling program, and animal activity near the industrial operations is minimal. (Valley Proteins maintains a rodent control program.) During the site visit, Ms. Willis noticed a discharge into the ditch behind the rendering facility. This discharge does not appear to be stormwater related and constitutes an illicit discharge. The ditch conveys stormwater to Taylor's Creek, a class C-Sw water of the State. Mr. Poindexter was advised to collect samples of the discharge for analyses to determine the characteristics of the discharge. He was further instructed to find the source of the discharge and to eliminate the discharge. It was determined that the drainage from the south side of the facility and the west side of the facility drains to Taylor's Creek. Inspector noticed that there were signs of drainage to the pavement behind the new building from the offal trucks that were parked to the south of the building. This area does not drain to the newly constructed secondary containment area and will continue to be a source of Fecal Coliform bacteria in stormwater. This issue needs to be resolved. Mr. Poindexter was asked to sample this discharge for COD, BOD, and Fecal Coliform. The source of the discharge must be identified. The containment basin for the fat silos had an open hole in the wall that allows discharges to the ground behind the containment basin. There appeared to have been a spill to the ground on the outside of the containment basin. There had been a recent spill from the cleanout of one of the fat silos within the containment area. Mr. Poindexter indicated that the spilled material had been removed to the outside of the containment dike during the clean up process. The soils on the ground in that vicinity will likely be highly contaminated with Fecal Coliform bacteria. The runoff from this area goes to the adjacent ditch which outfalls to the south of the facility and drains to Taylor's Creek. The contaminated soil should be disposed of properly. Yes —Valley Proteins seems to be having troubles lately. Their facility in Anson County (FRO) — NCG060144 has also had a lot of exceedences. And NCG060173 —Carolina By -Products in Gaston County is also having trouble with Fecal (That's in MRO — but its not as bad as the Rose Hill or Anson County facilities). I believe they are all under the company heading of "Carolina By -Products" Their DMRs always come from them. At their three facilities (combined) they have had at least 27 exceedences. So they are not doing too well across the state. Thanks so much for looking into that — I think they need to start taking it seriously. The pad is not large enough to accommodate the trucks and spillage occurs to the dirt parking lot which provides exposure when it rains. They were to modify that area to provide adequate secondary containment. There was some earth moving going on within the past couple of months that is likely increasing the exposure of soils that were contaminated with fecal material during rain events. Jean, can you give them a call and ask where they are at with dealing with that situation and discuss the issue of stormwater runoff from the excavations of soil? If we are not getting a satisfactory answer, it may be time for an NOV to send the "wake up" call. From the list Robert has provided me, much of what is needed, is to update the Integrated Spill Plan. We had waited for this update pending the expansion of the facility. I will get Trigon involved and will get this taken care of. One area of concern was at the entrance to the plant along the railroad where water stands. She wants this addressed so this drains. Robert and I will see about this area. We are not sure who is responsible. The remainder of her concerns will need to be addressed by you and your staff. She focused a lot on general housekeeping. Trash in ditches like jugs and bottles were noted. The pallets used with the combos were sitting outside and she said this has to be addressed. Apparently when these come out of the plant they will need to be placed in a trailer or some place inside until they are disposed. She said the empty trailers sitting on the yard, specifically across the ditch from the diesel tank, were dirty and had to be clean if they were going to sit on the yard. It is my understanding the State is beginning to get much more active in the stormwater area. We can expect them to enforce the rules much more than they have in the past. I feel Ms. Conway payed a cordial visit expressing where things need to improve. She plans a return visit in a few weeks and I suspect she will want to see improvements by that time.
