On September 20, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Energy, Minerals, and Land Resources met with Paul Planitz (lst shift
Maintenance) and Vicki Ostrander (HR Manager) at the facility located at 710 Piedmont Triad
W Drive in Mount Airy, to conduct a compliance inspection per the Industrial Stormwater
Permit requirements. This was the first stormwater inspection conducted at this facility.
Inspection consists of review of the Stormwater Pollution Prevention Plan, training, monitoring
and spills records as well as observation of the general condition of the site, the outfalls and any
possible exposures to downstream stormwater. Your assistance with the inspection was greatly
appreciated.
Permit:
This facility holds General Stormwater Permit NCGO50391 to discharge stormwater from
industrial activity associated with Apparel, Printing, Leather, Rubber, & Miscellaneous
Manufacturing under the National Pollutant Discharge Elimination System (NPDES). The
permit became effective June 1, 2013 and expires on May 31, 201 S. A copy of the current
permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP)
documents. The current permit was available for review and was included in the SPPP.
Records/Reports:
This facility was required to develop and maintain a (Stormwater Pollution Prevention Plan)
SPPP in accordance with Part 11, Section A of the permit. The facility has developed a SPPP.
No deficiencies noted.
Facility Site Review:
This facility assembles front end and side body panels for commercial truck and bus brands and
is now assembling front ends for some automotive brands with possible additional contracts in
the near future. Composite material parts are manufactured in the CK Technologies plant in

Ohio and shipped to the Mount Airy plant for assembly. The plant has been operating in this
location for ten (10) years and employs 126 skilled or trained workers on three (3) shifts. Mr.
Planitz walked the interior of the facility with the inspector and explained to him the assembly
processes at work. They walked the exterior of the facility to review outfalls and any possible
exposures. This facility was exceptionally clean, inside and out. No deficiencies were found
with the condition of any area of this plant.
Effluent Receiving Waters:
Effluent from this facility drains to Beech Creek, which enters Stewart Creek just downstream
and travels to the Ararat River, all of which are class "C" waters of in the Yadkin Pee -Dee River
Basin.
Self -Monitoring Program:
Part Il, Section C of the permit requires semi-annual qualitative monitoring. No analytical
monitoring is required under current operating procedures and permit requirements. Monitoring
has been conducted as required.
Mr. Planitz assistance with this inspection was very much appreciated. The facility was found to
be compliant with requirements of its industrial stormwater permit. If you have questions or

CK Technologies has applied for a NPDES stormwater permit under NCG05 under the SIC code of 3089 (NOI and map
attached). Further discussion with the applicant leads us (SPU) to believe they more closely fit under SIC code 3714 for
Motor Vehicle Parts and Accessories. In that case, they could be covered under NCG03 which is primarily for metal
fabrication facilities but covers the whole SIC 37 category so we think it would be an OK fit for them. Other options
would include an individual permit or potentially no -exposure certification.
I'd like to hear how WSRO would like to see this facility permitted and particularly if you are familiar with them and their
industrial activities. Please let me know if you concur with our analysis or would recommend a different procedure.
