We have performed various inspections, tests, and stressed better housekeeping for the grounds, in an effort to reduce zinc in our two outfalls. These efforts have garnered some improvements and brought us closer to compliance by securing a downward trend. We have also contacted our ESI NCDEtf4 coach and asked for some assistance in handling this issue. ESI has indicated that the zinc threshold has now been increased to .126 mg/L by the state. The June was all inside the benchmarks at both collection points, with point 1 for zinc falling at exactly .126. These results are getting us back in line for semiannual sampling. Currently our water table is better than in the past, which also seems to affect our results. This year we updated our Storm Water Pollution Prevention Plan training slide show in an effort to increase employee awareness and drive home how their activates can affect the environment and our communities water shed. For October, our zinc values were .025 at point 1 and .033 at point 2 with no Sample pulled for November. The December result shows a sharp increase on zinc at point 1 to .804 mg/L, but not point two which was under the .067 threshold. Therefore, I still suspect a decimal place error from the lab. However, we did have some weather issues which required salt and ice melt and may have cause the increase. For the month of October the proWematic benchmark was with copper. The benchmark is .007 mg/L and the reading from the lab = .939at point 1 and .905 at point 2. The December readings fell back under the benchmark targets and are did not make any changes in our manufacturing processes. AEV is also in the process of running a test on a new 3M body filler, which is zinc free. The result of the month long trial has been good anti we will be moving to this new product. Hopefully this will bring us back to a consistent control of zin ' the storm water discharge. Results of this test indicate that our efforts should be concentrated at the paint shop. It appears that the paint shop may be the main source. Other contributors may be tab accuracy, sampling methods, and the drought conditions. Additionally, no other benchmark values were exceeded. In an effort to address the zinc issue and remain under the zinc benchmark. AEV has tested and moved to a new zinc free component that was identified as a possible contributor to the monthly monitoring requirement. The results of the January report indicate our product change may bring us back in control of zinc in the storm water discharge. Our February results were also under the benchmarks values at both points, with point 1 at .103 mg/L and point 2 at .078 mg/L. Both points were under the .126 benchmark value. The March results show a three ---month trend that our zinc is in line with the benchmark values. We have performed various inspections, tests, and stressed better housekeeping for the grounds, in an effort to reduce zinc in the outfalls. These efforts have garnered some improvements and brought us closer to compliance by securing a downward trend. ESI has indicated that the zinc threshold of .067 mg/L is being reviewed by the state and may be adjusted in the near future. This however is not considered by AEV as a resolution to our issues or data. In an effort to help understand and research our test results, we have charted all of the historical data we have. We have also inspected and researched the 20 +year drainage system around the main facility as well as the building and fencing. The original drainage system was built using galvanized piping and the building is metal with the entire facility being fenced with a galvanized chain link fence. Our July test garnered a zinc content of .407 mg/I with a rain event of .20 inches. In August our rainfall was .15 but our zinc level dropped to .132. 1 have approached our county water quality department for assistance and plan to run a camera in our piping system to help identify contributing factors. We would like to try the camera first and proceed from there. I need a little more information so I can properly plan the execution of this project as I will probably have to include some of our findings on our storm water report. I will have to schedule some maintenance personnel to assist in the operations and I will have to get an approval to cover the cost of this endeavor. Also, we would like to do this as soon as we can, but really just need a proposed date so we can coordinate the operation. We probably need to try this on a Friday and if successful carry it over to the point 2 location as well. Hopefully we can get this zinc problem under control. Our point 1 result was 6 times the threshold limit. We are currently tracing the conveyances and reviewing possible factors that could have resulted in these elevated numbers. We are in the process of forming an action plan to expose any possible contributors. One plan is to run a camera so we can inspect the actual condition of the drainage piping. We are also checking on the possibility of flushing out the drainage system and catching contaminants for identification and testing. American Emergency Vehicles is located is the county of Ashe and the certificate of coverage No. is NCG030597. AEV is located at 165 American Way Jefferson, NC 28640. American Emergency Vehicle is currently on a monthly sampling plan for storm water and will remain on this schedule until 3 consecutive tests are performed and found inside the benchmark requirements. A site evaluation and a site history report were made in an effort to evaluate trends. These charts will be included with this letter History: AEV is an ambulance manufacturing company that is currently operating in an environment that is expanding in personnel and processed units. AEV has grown in employees by 32% and in throughput by 16%. AEV is in the process of moving their production to a new location in the county. That location is also in the permitting procurement process. This move is projected to start in May/June of 2016. The complete move will take approximately one year and should be complete in the V or 2"" quarter of 2017. The current site will still belong to AEV's parent company and may or may not be part of the AEV business unit. Nevertheless this move will definitely affect the values that are currently being realized at this site. Below are details of the benchmark areas that have been exceeded in the past year. Copper The March Benchmark value for copper was not exceeded at Point 1 or Point 2. At this time AEV will continue to keep a trend analysis by month for copper. Zinc The March benchmark for zinc indicates that AEV was inside the acceptable limit for point 1. Point 2 is the only benchmark outside the stated limit of .067 mg/L. The actual value form March is ,083. This reading is trending downward as the last four measurements show. September of 2015 = .095, December of 2015 = .557, January of 2016 was a "No Event", and February of 2016 = .135. Lead The March benchmark value for lead was not exceeded at Point 1 or Point 2. At this time AEV will continue to keep a trend analysis by month for lead. Solids Solids for March were back in compliance, down from 614 at Point 1 to less than S. Point 2 has not been an issue. Conclusion: AEV will remain on the monthly sampling schedule as long as necessary. A sample was pulled above and below point 2 on March 22, 2016. Results for this test are not complete at this time. Additionally, an interview was performed with Charles Call, who is the West Jefferson Technician responsible for pulling samples. Per Charles, the event for February, which resulted in .55 inches of rainfall, was a fast or flash flood type event. This type of sample will affect the actual test results. The interview also uncovered that AEV was not the only facility in the county that has been outside the benchmarks during the winter months. This indicates that snow and ice handling activities by AEV as well as the county may have affected the storm waters. Lastly, there may have been some data entry errors that appeared on the reports I.e. point 2 solids for February of 614. We suspect that there was a missing decimal place as 61.4 is more in line. Charles indicated that the lab was having some reliability issues of late. The water below the outfalls is clear and there are frogs and tadpoles living in the catch pond. An inspection checklist is attached for your records and the findings are summarized below, This facility is located at 16S American Way in Jefferson, Ashe County, North Carolina. Stormwater related to industrial activity is discharged from that site to an unnamed tributary to Naked Creek, which is currently classified as Class C Waters, in the New River Basin. Documentation & Monitoring Review This meeting was held to assess compliance with NPDES General Stormwater Permit NCG030000 and to evaluate drainage to the facility's two Stormwater Discharge Outfalls (SDOs). Monthly monitoring has been triggered by consecutive exceedances of the copper and zinc benchmarks at both Outfalls 1 and 2. Please keep in mind that benchmark exceedances are not limit violations or violations of permit conditions; however you are obligated to follow the tiered response actions outlined in your permit. American Emergency Vehicles has completed tiered response actions and is therefore in compliance with the permit. Both qualitative and analytical monitoring have been completed as required. Site Review The site was found to be very clean, orderly, and well maintained. Secondary containment is implemented as required. This facility has the potential for non -industrial influences to affect metals in runoff from the site, including galvanized siding and roofs, galvanized stormwater pipe, and brake dust from the parking area. Benchmark exceedances have been very slight and no visible signs of contamination could be seen during the inspection. Both outfalls are located at a distance from industrial activity and are in very good condition. Monthly monitoring has been established for copper and zinc, and Tier III has been triggered for four exceedances of the copper benchmark at both outfalls. American Emergency Vehicles will continue to conduct monthly sampling for zinc. If zinc benchmarks are exceeded four times, Tier III will be triggered and DEMLR will assess options moving forward at that point. American Emergency Vehicles has completed tiered response actions as required by NCG030000 including walkthroughs, assessments of practices, and studies to determine potential sources of stormwater contaminants. The site will be paved in, the next few months, which should cut down on some dust from the graveled areas that could carry contaminants. Curbing has been installed around stormwater drains in the front of the property and banks have been stabilized to prevent erosion near SDOs. Additionally, storage of metal materials and scrap has been relocated to reduce potential for stormwater contamination. At this time, the Division concurs that more frequent monitoring at -this site for copper would be ineffective. The Division relieves you of the additional monitoring frequencies required in the Tiered Response section of this permit for copper at both outfalls. You must continue to monitor semi-annually as required by the permit, but you will not be required to institute monthly monitoring for any future exceedances of the copper parameters at Outfalls 1 and 2. Tiered response requirements still apply for all other parameters. You must notify this office in writing within five business days if you become aware of any significant source of copper at your facility that has the potential to be exposed to stormwater. The relief granted in this letter is contingent upon the current industrial practices and housekeeping actions at American Emergency Vehicles. If industrial practices change and copper becomes a significant stormwater exposure risk, this office reserves the right to withdraw this decision and reinstate the permit -specified tiered response or other actions that may be warranted.
