Craven County, Replacement of Bridge No. 28 on US 17 over the
Neuse River in New Bern, Federal Aid No. BR-000S(33), State Project
No. 8.1170801, T.I.P. B-2531D, Action ID No. 199401568,
The North Carolina Department of Transportation is constructing the subject project as
permitted by CAMA Major Development Permit No. 81-95, the U.S. Army Corps of
Engineers Section 404 Permit (Action ID No. 199401568), and the DEM Section 401
Water Quality Certification (State # 81-95). The permits included approval for the
dismantling of the existing John Lawson Bridge. In the permit application we indicated
that the bridge would ~e given to the North Carolina Division of Marine Fisheries (DMF)
for use in their submerged reef program. We have been in contact with Mr. Steve
Murphy of the DMF and he has confirmed that they still want the bridge for their
submerged reef program.
We plan to lower the sections of the bridge onto barges and transport the material to the
site off Bogue Banks Island approximately off of the town of Atlantic Beach or other
location specified by the DMF. Specifically, the concrete spans together with the
attached girders will be picked up intact and loaded onto barges and deposited onto the
approved reef site. The concrete pile caps will be detached from the piles and loaded
onto barges. The concrete piles will then be extracted and loaded onto barges. The caps
and piles will then be deposited onto the reef. The draw span will be picked up intact and
loaded onto a barge. After cleaning any grease .or other contaminants from the draw span,

it will be deposited onto the reef. All creosote timber piles and lumber from the fender
system will be removed and disposed of on an approved upland location. We will specify
to the contractor that no material will be allowed to fall into the Neuse River at the bridge
demolition site. The Neuse River at the demolition site will be protected with appropriate
materials to ensure that the water quality of the river is not affected by the procedure.

According to Steve Murphey of the NC Division of Marine Fisheries, the Submerged
Reef Program is operating under a permit issued to them by the Corps of Engineers. It is,
therefore, our understanding that no additional permits are required by the NCDOT from
CAMA, the USACE or the NC Division of Water Quality for the subject activity.
