Inc. has been a part of this community for 83 years. We sincerely hope that this brochure will lead you to a better understanding of our company and the important ways we are contributing to the community. Although we are not a giant com- pany, we are a very essential one since virtually every type of construction from homes to roads depends on a source of aggregate. Our company presently' employs 22 people at our local operation, all of whom live in the immediate area. Their income plus the income we pay the contract haulers who deliver our stone is spent right here in the local area. Many well known projects `you see quite often were con- structed using aggregate from our plant. Area highways, schools, and sewage disposal plants.are'only a few of the local land- marks that have used material from our operation. The average home here in our area uses between 50-100 tons of stone when it is constructed. We are, too, continually striving to be a good neighbor. We are spending more and more money each year in reclaiming the land around our operation by seeding grass and planting trees. Overall plant beautification, including landscaping, is high on our list of priorities. We're proud to be a part of the continuing growth and prosperity of Western North Carolina. Savings from not hav- ing to haul the material from outside the area directly benefit the home builder, towns, the road contractor and the building contractor. For example, it costs as much in transportation char- ges to haul aggregates 30 miles as the product costs. Because of this, each taxpayer in our community has an interest in having the aggregate source close by. Streets, schools, public buildings and roads are built primarily with tax money, so a close source of materials helps save tax dollars, The Environment and Our Community As a responsible producer of construction aggregate, we are vitally concerned with protecting our valuable air and water re- sources. We. do this in a number of ways. We plant trees, shrubs, and grass to both control erosion of the land and to beautify the area. Water sprayed directly onto the stone during crushing and at other stages keeps the dust down; settling ponds purify this run-off water before it is reused or enters a stream. Our operations are regularly checked by various agencies to make certain that they are complying with State and Federal environmental regulations. Why Are We Here? You may be interested in knowing why our plant is located where it is. A number of factors determine where an aggregate operation will be located. First, there must be a deposit of aggre- gate in sufficient quantity and quality close to the surface. Se- cond, sufficient land must be available for purchase or lease so we can mine the deposit, stockpile the material, build necessary settling ponds, and provide a "buffer zone" between our opera- tion and the adjacent property. Third, there must be a need for the material in the area, and good access roads to deliver it to the customer. We are proud to be a part of this community sharing in its growth, and we will make every effort to continue being a good neighbor. All of our employees share in our dedication to operat- ing a clean, worthwhile facility. After all, many of us live in this community, too, and we want to help keep it the best place to live in North Carolina. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983. The following information is included with your permit package: * A copy of general stormwater permit NCG020000 • * Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form * A copy of a Technical Bulletin on this permit which outlines permit components and addresses frequently asked questions * A Certificate of Coverage for your facility * DWQ fee schedule Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law rule, standard, ordinance, order, judgment, or decree. Please note that in 1998 Senate Bill 1366 established changes to the permit fee structure for DWQ permits effective January 1, 1999. This change requires that you pay an annual fee to assure continued coverage under this permit. You will be invoiced for this fee beginning next year. NOI Return Swain County Dear Mr. Herbert: On January 12, 1995 the Division of Environmental Management received your application materials for coverage under a general permit for stormwater discharges from Nantahala Talc & Limestone Co. • Staff review of your application materials showed -that the site has already been permitted under stormwater permit NCG020065 which covers the stormwater discharges from mining activities until August 31, 1997. It is also our understanding that the only asphalt plant on the mining site property is currently being leased by APAC Tennessee, Inc. who is in the process of obtaining general stormwater permit coverage (Certificate of Coverage NCG 160030) for the discharge of stormwater associated with the asphalt plant. Since NCG 160030 will cover all- stormwater discharges from the asphalt plant and NCG020065 currently covers all mining stormwater discharges, all industrial activities will be covered and no further permits are required. The Division is therefore returning the notice of intent. Your application fee for this facility ($400.00) will be refunded and sent under a separate cover. Box Drawer 220 Andrews, NC 28901 Subject: General Stormwater Site'Inspection Swain County Dear Mr. Herbert: Permit NCG020065 I appreciate the time expended by you and Mr. Lannie Dehart, Supervisor, on October 25, 1994 for the site inspection and conference. No discrepancies were found with the stormwater runoff controls or gravel wash water recirculation, which is pumped to a pit above the washer. It is understood that there has been no need to de -water the pit or begin recycling the wash water. You should become familiar with the general permit and its requirements. A condition of the general permit is compliance with the BMP's and Erosion and Sedimentation Control Plan issued by the Division of Land Resources. For questions concerning this, contact the Land Quality Section in the Asheville Regional Office. In pa.Z--ticular, please be aware of the monitoring aid - sampling requirements of the stormwater permit. Some type of log of the required inspections and other activities should be kept to document compliance with BMP's. I am sending several copies of the forms to use for reporting stormwater outfall sampling results. Results for 1994 should be submitted by January 31, 1995, and so on for each subsequent year.
