Aiken, SC 29803 Subject Property: Garner Retail Site Stormwater Management Plan (SMP) Modification On December 5, 2007, the Division of Water Quality (DWQ) issued a revised Water Quality Certification to Mr. John Price and WLA Garner Retail, LLC for the purpose of constructing the subject property in Garner, Wake County. The Certification included implementation of an approved written stormwater management plan (SMP) dated December 19, 2006. On October 16, 2009 the Division of Water Quality (DWQ) received a request from Mr. Michael Ranks, PE, of Freeland and Kauffman, Inc. for acceptance into the Express Review Program regarding a modification of the SMP due to improper installation of the BMPs. This letter advises you that your project will be accepted into the Express Review Program once the following items are received: a. The application fee of $500.00 made payable to the North Carolina Division of Water Quality [Stormwater Management Plan Modification with one (1) drainage area]; b. Three (3) complete and collated copies of the Express Review Stormwater Management Plan Application [ http://www.ncwatergualiiy.org/ncwetlands/documents/ExpRevSWMAppV2 pdfJ; Three (3) collated copies of all supporting information pertaining to this project including i. Design calculations for the BMPs - existing stormwater wetland and proposed grassed swale, sized for both on-site and off-site drainage, if any; ii. Most current BMP Supplement completed for the each BMP including Design Summary and Required Items Check List (available at hIV://h2o.enr.state.nc.us/su/bmp_forms.htm) along with all required items; iii. Signed and notarized Operation & Maintenance Agreement for the BMPs, also available at the above website link in c.ii. d. Three collated copies of full size plans (with detailed construction information) including, but not limited to, the following: i. Existing conditions of project area; ii. Site grading plan and delineated drainage area to the BMP; iii. Detailed plan and cross sectional views of the BMPs showing pertinent structures, zones, pool levels, bottom and top elevations, side slopes; V. Construction sequence and planting schedule for the BMPs; e. One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the plans are too large to store in TIFF format, they can be stored in PDF. Please note that a pre-application meeting is required prior to the submittal of your completed application, and the owner must be present at the pre-application meeting. The clock for this project will not start until receipt of the completed application package and required fee. If the drainage areas exceed what is indicated on the Initial Interest Form and/or the services are different you may be required to remit an additional fee.
