Upgrading Wastewater Treatment
Facilities
EPA Project No. C370430-02
Dear Mr. Burch:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of a caustic feed system, addition of a mechanical bar
screen and mechanical grit collector, new flaw metering and sampling,
replacement of existing aerators with eight (8) 75 HP aerators with mist
deflectors, a new clarifier, a sludge P unp station with two (2) 600 gpm
sludge recirculation pumps, one (1) 350 gpm waste sludge pump, and one (1)
350 gpm heavy sludge pump, aerobic digestion tanks with three (3) 1000 qpm
sludge recirculation and transfer pumps, an effluent chlorination disinfection
facility, an effluent reuse pump, and modifications to the existing control/
laboratory building to upgrade the existing facilities to a 5 mgd plant.
The Permittee shall employ a State certified wastewater treatment
plant operator to be in responsible charge of the wastewater treatment
facilities. Such an operator must hold a valid State certificate of the
grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification CcflaLission. When a new chief
operator must be obtained to be in responsible charge of new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.
This Authorization to Construct is issued in accordance with Part 3,
Paragraph C of NPDES Permit No. NCO021024 issued March 31, 1982, and shall
be subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the approved plans, specifications, support-
ing documents, and are in compliance with the conditions and limitations
specified in Permit No. NC0021024.

Do not proceed with construction until the Authorization -to -Award
package, EEO, and IMBE documentation/certification has been reviewed, and
you are in receipt of our approval, if Federal Funding is desired for project
construction.
During the construction of the proposed additions/modifications, the
Per ittee shall continue to properly maintain and operate the existing
wastewater treatment facilities at all times, and in such manner, as
necessary to comply with the effluent limits specified in the NPDES Permit.
The selling or free distribution of wet, dried, composted sludge or
sludae like materials from wastewater facilities without prior review and
approval by this Division is illegal.
