On October 29, 2019, a site inspection was conducted for the Hercules Steel Co. — Cumberland facility located at 950
Country Club Drive, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your
review. Ms. Donna Bundy, Shop Administrative Assistant was also present during the inspection and her time and
assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit NCG030000 under Certificate of Coverage NCG030401. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Fayetteville MSSS to Cross Creek, a Class
WS-IV waterbody, in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG030000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty

Inspection Summary:
Melissa Joyner met with Mr. Lynn Jourden, Vice President and Ms. Donna Bundy, Shop Administrative Assistant of the
Hercules Steel Co. - Cumberland facility. Mr. Lewis Jourden is no longer the President of this facility due to his decease.
The enclosed Permit Owner Affiliation Designation Form should be completed and submitted to the DEMLR - Stormwater
Program with the updated information of the new President of the facility. The Stormwater Pollution Prevention Plan (SPPP)
was reviewed and appeared neat and orderly. The site map needed to be updated with the topographic lines, the location of
the above ground storage tanks and the percentage of each drainage area that is impervious. Otherwise, the SPPP
contained the required information per the conditions in General Permit NCG030000. The Analytical and Qualitative
Monitoring records were reviewed and appeared satisfactory. The pH of the collected water sample from the outfall should be
measured at the facility using a calibrated meter to check pH values within 15 minutes of collecting the discharge sample.
The outfall and the facility grounds were inspected and appeared well -maintained.
