On October 29, 2019, a site inspection was conducted for the Mann + Hummel Purolator Filters NA, LLC facility located at
3200 Natal Road, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your
review. Mr. Ron Ditchie, Facility Manager and Ms. Amy Mateo, HSE Manager were also present during the inspection and
their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit NCG030000 under Certificate of Coverage NCG030082. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Unnamed Tributary to
Buckhead Creek (Buckland Creek), a Class C waterbody in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG030000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner met with Mr. Ron Ditchie, Facility Manager and Ms.Amy Mateo, HSE Manager at the Mann + Hummel
Purolator Filters NA, LLC facility. She reviewed the Stormwater Pollution Prevention Plan. The Site Map needs to be updated
to indicate the percentage of each drainage area which is impervious. Per the conditions in General Permit NCG030000,
there should be documentation annually that the facility has had spills and the corrective actions taken to mitigate spill
impacts or had no spills over the past three years. This information was recorded in 2018. Also, there should be
documentation, annually, that Outfalls #1 and #2 have been evaluated for the presence of non-stormwater discharges.
Records for Annual Employee Training were noted for 2018. Additional documentation of employee training was not able to
be located during the inspection but will be sent to the Inspector at a later date.
The Analytical and Qualitative Monitoring Records were reviewed. Although there have been no discharges from Outfall #2,
the Annual Stormwater Discharge Monitoring Report should be marked "No Discharge" and submitted to the Division of
Water Quality, to the address on the back of the form. The facility grounds were inspected including Outfalls #1 and #2
which appeared well -maintained. There was a catch basin located near the "Components Stamping Area" which needs
protection. It is recommended that after the protection is installed that it be inspected during the weekly facility's inspections
of the Best Management Practices.
