The Asheville coal plant decommissioning will begin in January 2020. To safely perform the decommissioning activities, the groundwater monitoring wells CPA-2D/BR and CPA-4D/BR are proposed for abandonment by the end of December 2019. Due to the abandonment of CPA-2D/BR and CPA-4D/BR, Duke Energy is proposing to install two additional monitoring well clusters (CPA-5D/BR and CPA-6D/BR) outside of the plant decommissioning area and to provide additional monitoring points. The attached figure includes the location of the well clusters proposed for abandonment and the proposed locations of the new well clusters. The new monitoring wells will be installed and sampled in accordance with the Asheville Coal Pile Soil and Groundwater Assessment Technical Memorandum (SynTerra, June 2018) (Memo), as approved by NCDEQ on July 31, 2018. Soil sampling will be conducted as part of the well installation activities, as per the Memo.
