This pemlit action may be appealed by the pemlittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on

ADDITIONAL CONDITIONS
(4) No coastal wetlands will be filled or excavated.
(5) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of dredging or dredging-related discharge.
(6) The mari na shall promi nent ly post and enforce a no se\'Jage di scharge pol i cy
within the basin.
(7) The marina will maintain a pumpout service for boats equipped \'Jith holding
tanks. A sign will be posted at the marina indicating the availability
of the pumpout.
(8) All floating structures, other than boats, used for habitation or corrunerce
(as defined in 15 NCAC 7t~.0602) shall be in conformance \'Jith local regulations
for onshore sewage treatment.
(9) Areas to be paved surroundi ng the mari na must be crmmed to di vert storm\'Jater
away from the adjacent SA waters.
NOTE: Future deve 1 opment on the permi ttee I s property may requi re a modifi cat ion
to this permit. Contact a representative of the Division of Coastal Manage-
ment for thi:; determination prior to commencement of any such activities.
Maintenance Clause
The Division of Coastal r~anagement will be notified in writing at least t\'JO (2)
weeks .in advance of any maintenance work (after Dec. 31, 1986) authorized by this
permit and that notification include:
(A) the number of the original permit.
(8) a statement that no dimensional changes are proposed.
(C) a copy of the original permit plat(s) \'Jith cross-hatching indicating the
area to be mai ntai ned, the area to be used for spoi 1, and the estimated amount
of material to be removed.
(0) the date of map revision and the permitteels signature shm'-Jn ane\'J on the
original plat.

Southport Marina, Inc.

The applicant proposes to construct a new boat lift to replace an existing
damaged one. This work will be done adjacent to the AIWW, classified SA,
currently closed to shellfishing. The proposal has been reviewed to determine
impacts on water quality. The following comments are provided:
1. The proposed project will not require a 401 Certification.
2. Currently the marina has a portable pump out unit; signs should be
posted on the dock to make boaters aware of the pump out facilities.
3. The project as proposed should not violate water quality standards.

9. .PROJECT DESCRIPTION:
The project site is located at the Southport Boat Harbor at the end of West
Street adjacent to the AIWW in Brunswick County. There is an existing basin
measuring approximately 1400' x 400'. There are some scattered colonies of
smooth cordgrass (Spartina Alternaflora) marsh located along the bank. The
waters in this area are classified as SA waters and are closed to Shell Fish.
The marina original permit number is .5-75. Number of slips equal 90 with
pumpout conditions.
The northeast side of the marina basin presently contains an administration
building, 3 large piers, a covered slip and a boat lift. There is also a Marine
Fisheries landing ramp used for airplane presently located at the northwest
corner which will be relocated. Water depth in the basin average about 6'
(MLW) in depth. Tidal amplitudes appears to be about 4 to 5 feet in the basin
area. .'
The applicant proposed to build a new boat lift at the northwest corner of the
Southport Boat Harbor where the existing landing ramp is presently located.
This structure will be constructed with 2 travel ways measuring approximately
5' wide by 83' long each, supported by a series of 12" concrete piles and will
be elevated approximately 8' above MLW. The mechanical lift will travel along
this travel way. Plan indicate that vessels of up to 70. in length will be
hauled in the facility.
The applicants are proposing to construct an approximately 60' x 300' asphalt
driveway (with crown on either side to collect storm water) to facilitate the
movement of the travel lift to the work area which is located in a gravel yard
area approximately 100' from the water contour.
10. ANTICIPATED IMPACTS:
Most of the buildings and other improvements fall outside of the 75' of the
Mean High Water line around the boat basin. Crown ditch running parallel
with the proposed asphalt driveway will help to collect most of the runoff
water from a 2-year storm and should percolate into the sandy soils. Since
the site is relatively high the depth to groundwater does not appear to be a
big problem. No significant adverse impact is anticipated from this proposed
project.

which to comment on the project. This form allows the adjacent riparian land-
owner to express either: (1) that he objects to the project or, (2) that he does
not object and desires to waive his right to the 30-day period so that the pro-
cessing of the application can progress more rapidly. Of course, the adjacent
